The data are sourced from the “Elder Index,” a dashboard that focuses on housing, healthcare, food, transportation, and miscellaneous expenses that collectively reflect the monthly expenses for those over the age of 65. This fact sheet presents data on public K-12 school start times in the Mountain West states of Arizona, Colorado, Nevada, New Mexico, and Utah as of the 2020-2021 school year. The data are derived from the “School start time: Average public K–12 school start time and percentage distribution of public school start time, by state: 2020–21” report originally published by the National Center for Education Statistics (NCES). This fact sheet highlights the average public K-12 school start times and distribution of public K-12 school start times for each Mountain West state.

The climate emergency is deepening and needs urgent attention involving radical, binding, and multilateral measures. Ecocide is the large-scale and deliberate destruction of ecosystems which undermines human security, destabilizes the fragile states and increases geopolitical tensions. It has been contended in this policy brief that ecocide needs to be internationally criminalized pursuant to the Rome Statute of the International Criminal Court (ICC) to place environmental destruction firmly within the scope of global peace and security. The first Global Stocktake (GST) at COP28 showed what many feared: current national plans are not enough to keep warming near 1.5C. The GST is an accurate, urgent diagnosis, but a diagnosis without a delivery plan will not change outcomes. This paper recommends that COP30 adopt a practical Globally Determined Contribution (GDC) as a shared benchmark and gives concrete ways to link that benchmark to national planning, measurement, and finance. Three pillars are essential: (1) an operational GDC with transparent allocation rules and a UNFCCC-hosted technical panel to publish annual syntheses; (2) mandatory, time-bound integration of GST findings into NDCs, …

The first, “A Case for Military Proportionality: Disabling Nuclear Plants” by Henry Sokolski, offers practical ways in which military planners can disable civilian targets, such as nuclear infrastructure, without undermining operational goals, alliance cohesion, or long-term political objectives. Patriotism, an important determinant of American civil-military relations, is in decline among many Americans. This article analyzes the results of an extensive national survey fielded to assess Americans’ attitudes and finds that more veterans value patriotism than Generation Z nonveterans, that Americans’ trust in their military is correlated with their value for patriotism, and that members of Generation Z are more likely to consider serving in the US military if they value patriotism. Although patriotism is normally a source of national unity, it may now be a source of division between veterans, nonveterans, and Generation Z.

This article argues that Russia’s Arctic land forces have been weakened by the Russia-Ukraine War and NATO’s northern expansion, creating a strategic window for Western militaries to bolster their Arctic capabilities. Unlike existing studies that focus on maritime operations and the Northern Sea Route, it integrates technical assessments of ground-based Arctic platforms with analysis of military-district reforms. Using a mixed methodology that incorporates equipment specifications, Russian government documents, media reports, and NATO strategic-response evaluations, this article constructs a comprehensive baseline understanding of Russia’s Arctic land-force potential and readiness. The U.S. Department of Agriculture measures food insecurity based on whether households had problems affording food during the last twelve months. Based on the current definition, in 2023 9.2% of households with adults ages 60 and older were food insecure. But there are many problems with the existing definition for accurately capturing food insecurity among older adults.

Based on the book, Food for Thought: Understanding Older Adults Food Insecurity, this brief summarizes those limitations, noting that existing measures do not account for barriers that are common among older adults, such as mobility, physical distance, and transportation barriers.

This study aims to inquire the Political Budget Cycle (PBC) by examining the relationship between the presence of an incumbent during the simultaneous district/city level elections in 2015, 2017, 2018, 2020 and village financial assistant. Using the village financial assistant data in 2013-2021, this study conducts a random effect model. The results showed that the existence of an incumbent is significantly correlated with an increase in village financial assistant in one or two years prior to election. Meanwhile, in the election year, there is no significant relationship between variables. The PBC took place in the years prior to election.
