Philanthropy has a significant role to play in public policy advocacy, both in involving the individuals they support in advocacy and ensuring that advocates have the tools to be successful — not only in funding, but also in robust capacity-building assistance.

Looking at the work of the National College Attainment Network, this article explores how philanthropic investments can impact advocacy, in both financial and capacity-building support, through a recounting of a recent advocacy grantmaking initiative. It also details the key conditions conducive to policy change and the supports that were provided to grantees during the funding period.

Role Of Municipal Governance In Stabilizing Mature Inner Suburbs: A Study Of Five St. Louis Municipalities 1970-2015, Napoleon Williams Iii

This study explores the role of municipal governance in municipal-level stabilization of inner suburbs in St. Louis County, Missouri. The data, from 1970 to 2015, include a robust collection of official government archives collected from five municipalities in St. Louis County, historical documents, city-state-national statistical data, and related materials. Interviews of 25 stakeholders were conducted and data were analyzed based on the community power structure framework.

I outline five mature St. Louis inner suburbs’ evolution in municipal-level conditions from 1970 to 2015, and I detail the role each suburbs’ municipal governance played in the evolution of municipal-level conditions. I conclude, …

Between 2013 and 2019, 7,669 people were killed by police officers across the United States. Using data compiled by Mapping Police Violence, a non-profit research and advocacy project tracking incidents of police violence throughout the U.S., this fact sheet focuses on officer-involved deaths in the State of Nevada between January 2013 and December 2019.

This is the fifth of six Evaluation Updates reporting interim results from John Jay College’s evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP). On March 26, 2020, the U.S. Census Bureau released population estimates for the time period between July 2010 and July 2019. Brookings senior fellow, William H. Frey suggests that “Even before coronavirus, census shows U.S. cities’ growth was stagnating.” This fact sheet explores population growth trends in 5 Mountain West Metropolitan Statistical Areas (MSA) with populations over one million residents (i.e. Phoenix, Denver, Las Vegas, Salt Lake City, and Tucson).

This Fact Sheet analyzes population changes in three Mountain West metropolitan statistical areas (MSAs): Los Angeles-Long Beach-Anaheim, CA; Phoenix-Mesa-Chandler, AZ; and Las Vegas-Henderson-Paradise, NV. Collectively, these three major metropolitan areas are known as the Southwest Megapolitan Triangle. This Fact Sheet illustrates population changes between 2010 and 2018, using data provided by Brookings Institution senior fellow and demographer, William H. Frey, in his report titled, “As Americans spread out, immigration plays a crucial role in local population growth.” By 2019, more than 20 million Americans called this region home.

Ethical leadership is a concept valued, and even inherently understood, by most Americans, but today, we are seeing fewer individuals committed to making ethical decisions in leadership roles. Moreover, we are often unable to recognize when an ethical decision-maker is before us. The use of equity lenses is growing rapidly in the public sector as a means to reform institutional practices that produce racialized outcomes; yet, organizations are interpreting and using an equity lens in different ways, leaving open questions on the extent to which a lens addresses structural inequalities. This dissertation focuses on an in-depth case study of a planning process that incorporated an equity lens in the development of a large scale urban system plan in Portland (OR) to build understanding of how an equity lens may change the institutional planning process. Ascriptive Nationalism, Demagoguery, And The Modern Presidency: A Case Study In Constitutional Decay, Christopher J. Putney

This study is an account of the modern presidency as a source––and under Donald Trump, an accelerant––of systemic problems in American politics. Against the prevailing scholarly view of the Trump presidency as an unqualified aberration, I argue that the signal features of his efforts at governance are actually the product of converging patterns of political and institutional order. Building on seminal (but previously disjointed) work on ascriptive Americanism and the rhetorical presidency, I show that Trump represents the political synthesis of America’s ascriptive tradition and a form of presidential leadership inaugurated more than a century ago by Woodrow Wilson. This Fact Sheet analyzes indicators of demographic and economic change in Las Vegas neighborhoods and suburbs, provided by “American Neighborhood Change in the 21st Century,” a study published by the Institute on Metropolitan Opportunity (IMO) at the Minnesota Law School. Researchers reviewed data from the 2000 U.S. Census and the 2016 American Community Survey (ACS) for the top 50 largest metros in the U.S. The study reports levels of neighborhood change, including economic growth, poverty concentration, gentrification, and low-income displacement. Data pertaining to the Las Vegas metropolitan region are synthesized to measure indicators of economic viability and housing availability.

In this article, we create a capital markets-based indicator to trigger when a discussion about changing portfolio payout rates may be appropriate. Although the payout rate is often a calendar agenda item for foundations and endowments, volatility in capital markets may cause a deluge of ad hoc payout discussions that may decrease the effectiveness of investment committees.

Recent market performance provides a poor foundation for decisions related to a sustainable payout. The most sustainable portion of the investment return is the portfolio yield. We construct a metric using equity and bond market yields as a quantitative leading indicator of when …
