In January 2020, Nebraska Community Foundation began work with Center for Public Affairs Research at the University of Nebraska at Omaha to co-create a survey designed to explore young people’s perceptions of their Nebraska hometowns. Now, after three years, more than 3,200 students have participated in our youth surveys. In 2022, over 700 students responded to the online survey which was administered in rural communities of varying sizes and geography between January and May 2022. After years of declining poverty, the COVID-19 pandemic impacted the well-being of Nebraskans in many ways, including an increase in poverty. According to the U.S. Census Bureau’s American Community Survey 5-Year Estimates for 2020, the official overall poverty rate in Nebraska is 10.4%, or 193,820 persons. Sheridan, Thurston, and Pawnee Counties experience poverty at the highest rates. Comparatively, Nebraska’s poverty rate is lower than average across the United States.

This brief attempts to measure the overarching economic value, or return on investment (ROI) of graduating from the University of Nebraska at Omaha’s (UNO) Goodrich Scholarship Program. The ROI calculations consider the increased number of students who graduate as a result of the program, the costs of their education, and the increased earnings as a result of graduating. Data was compiled and analyzed by the University of Nebraska at Omaha Center for Public Affairs Research, a partner with the U.S. Census Bureau’s State Data Center program. The mission of the Center for Public Affairs Research is to collaboratively produce and disseminate high quality public scholarship on topics that impact the lives of Nebraskans. This brief provides data on demographics, the workforce, and housing in South Omaha. Natural brain processes make all individuals susceptible to unconscious bias; however, stressful, fearful, or anger-evoking situations as well as the negative influence of media and social surroundings increase the risk of holding obstructive bias, and there is a greater risk of being negatively impacted by this phenomenon when belonging to a minority population (Rose & Flores, 2020). The problem of social segregation gains new relevance as digital technology has now become the core of people’s lives and work. Unfortunately, this factor is often neglected in studies of social segregation. Previous studies have only taken note of social and spatial segregation. This study aims to fill a conceptual gap by raising the virtual dimension within socio-spatial segregation. This research finds that virtual segregation has strengthened segregationist tendencies that follow the growth of luxurious housing complexes and gated communities. Jenni LeCompte was deputy assistant secretary in charge of public affairs operations at the Treasury Department during the Global Financial Crisis and later became assistant secretary, public affairs. She coordinated communications, served as a spokesperson, and advised Secretary Timothy Geithner during the crisis. This “Lessons Learned” is based on an interview with Ms. LeCompte.

This work provides historical and contemporary overviews of this critical geopolitical problem, describes the policy actors addressing this in the U.S. and selected other countries, and provides maps and information on many undersea cable work routes. These cables are chokepoints with one dictionary defining chokepoints as “a strategic narrow route providing passage through or to another region."

Legislators’ Perceptions Of Public University Student Lobbying Efforts On Public Higher Education Legislation: A Case Study, James J. Krotz, Lisa M. Rubin

College students have a legitimate interest in many policy issues that affect their campuses, but are they effective in lobbying their state representatives for their interests? Elected members of the Kansas state legislature were surveyed to determine if student lobbyists were effective in influencing legislator’s decision-making on matters of public higher education policy in Kansas. Interest group theory was utilized as a lens to view results of legislator perceptions. Findings suggested that 70% of legislator participants never altered their view on an issue after meeting with a college student lobbyist. People with disabilities face daily physical challenges posed by inaccessible buildings and unsafe sidewalks or public parks. These barriers prevent millions of people from enjoying resources provided by municipalities across the countries, such as public parks, libraries, and community centers. The Americans with Disabilities Act (ADA) of 1990, later amended in 2008, was designed to guide municipalities in the removal of those barriers to offer a more inclusive living environment for people with disabilities. Title II of the ADA requires municipalities to ensure that their sidewalks, public parks, and public buildings are accessible. Additionally, public programs such as city council …

The Nebraska Business Development Center partnered with the Center for Public Affairs Research at the University of Nebraska at Omaha to advance knowledge on entrepreneurship in the State of Nebraska. This study identifies the context, setting, players and behaviors of the entrepreneurship ecosystem. It also provides evidence of the challenges they experience and develops a series of “calls to action” to increase the pace of entrepreneurship development in Nebraska.

West Central Initiative, a mostly rural community foundation and regional development organization in Minnesota, integrated the United Nations 17 Sustainable Development Goals into its strategic plan in 2019. This article explores how aligning the U.N. goals with the foundation’s “nested strategy” of local, regional, and global goals has aligned and energized the disparate functions of the organization.

This article describes the strategic planning process that led to adoption of the goals, articulates how they have helped evolve the interplay of economic development and philanthropy, and identifies lessons learned from the first two years of working with the goals.

Drawing on case studies in Canada, this article analyzes the critical role that community indicators can play in philanthropy’s ability to localize the United Nations 2030 Agenda for Sustainable Development and the associated Sustainable Development Goals to address complex societal and environmental challenges.

Measurement is an integral component of Agenda 2030, and communities are increasingly using indicators to align their plans, inform granting decisions, and track equity and sustainability outcomes.
