Over the past decade, there have been many scientific and technological evaluation reform documents and great efforts represented by "Three Evaluations" and breaking "Four Only", which have achieved good results but the gap is still huge. This reform has better eliminated the surface problems such as unreasonable evaluation quantity, frequency, and index in the "Three Evaluations". The reform has been initiated in the reward system, talent plan, and project fund management, but is still halfway. Over the years, planners have considered numerous proposals to expand the subway system further into Southeast Brooklyn including the Utica Avenue Line and the Interborough Express. It remains to be seen whether any of these megaprojects will come to fruition. This honors thesis analyzes the equity impact that Brooklyn’s largest transit desert has had upon its inhabitants. This article describes faits accomplis—how states attempt to seize disputed territory using military force, hoping to avoid war in the process—and offers suggestions for how to deter them. Since 1945, faits accomplis have become the most common means by which states attempt to take over territory, even though they frequently result in armed conflict. US deterrent efforts, however, often focus on stopping invasions, not limited land grabs.
