Many industries across Nebraska are experiencing workforce shortages, and the transit industry is no exception. Recently, the University of Nebraska at Omaha Center for Public Affairs Research partnered with the Nebraska Safety Center at the University of Nebraska at Kearney to conduct a survey of transit drivers across Nebraska. This work is supported by an ongoing grant both Centers have with the Nebraska Department of Transportation to enhance rural transit operations throughout Nebraska. Humans tend to simplify complex decisions by employing cognitive bias(es). Cognitively biased decision-making by public administrators can be adversely consequential for public organizations, public employees, and the public interest. Given the historical scope of experimental research on cognitive bias in the social and physical sciences, public administration scholars should continue to advance such research across various public sectors. This dissertation study responded to the long-ago call of Herbert Simon for empirical research situated in specific public or political contexts. Mental health outcomes, especially post-traumatic stress disorder (PTSD), in police have become more of a concern for law enforcement administrators, peers, family and friends. Using culture as a theoretical framework, the current cross-sectional, convergent mixed methods study explored the relationship between personal cumulative exposure to different types of critical incidents and likelihood of reporting PTSD symptoms in a sample of officers (n=71) from one municipal police department. Beginning in the Summer of 1961, the United States government has deployed volunteer humanitarians around the world to serve the mission of U.S. Peace Corps and has since contributed to communities in 143 partner countries while enjoying widespread popularity. Its mission of promoting world peace and friendship is pursued through three operational goals: technical training, cultural exportation, and cultural importation. Nebraska ranks 37th in the country for the rate of persons that report working from home (12%), according to data from the U.S. Census Bureau’s American Community Survey for 2021. Nebraska’s low rate of those that work from home, compared to other states, is likely a function of the work most people do in Nebraska. In Nebraska, more people work in low wage compared to high wage jobs, according to previous research from UNO CPAR. Low wage jobs, in 2021, are defined as below the median income for all workers, or approximately $41,500. “Low wage” jobs are more likely to …

The Nebraska CASA Association works to recruit, screen, train, and support Court Appointed Special Advocates to speak for the well-being of abused and neglected children. Nebraska CASA includes a network of 22 local programs serving 54 counties. Nebraska CASA partnered with the University of Nebraska at Omaha Center for Public Affairs Research and Grace Abbott School of Social Work to execute a simplified cost-benefit analysis of the CASA program in Nebraska. According to 2021 estimates from the U.S. Census Bureau’s American Community Survey, 7% of Nebraska households do not have access to a computer and 6% of Nebraska households have access to a computer but no internet. Although recent efforts suggest there is momentum and government action at both the federal and state levels to address lack of broadband (Hammel, 2023; Newman, 2023), this still leaves a considerable number of Nebraskans without access to reliable broadband in the meantime. Literature indicates that many of these contracts experience significant issues that negatively impact state resources, including both personnel and money.

This dissertation explores the relationship between prison administrators' motivations and the structure, outcomes, efficiencies, and partner conflicts that arise in the contractual process. The United States Conference of Chief Justices and Conference of State Court Administrators established the National Judicial Task Force to Examine State Courts’ Response to Mental Illness in 2019. As part of its overall efforts, the National Judicial Task Force then partnered with the Equitas Project of Mental Health Colorado to appoint a select workgroup to develop model statutory language for court-ordered mental health treatment, emergency psychiatric intervention, medication over objection, and criminal matters involving persons with mental illness.
