Learning from the Better Neighborhoods, Same Neighbors Initiative (BNSN) in Deep East Oakland as a case study, the Capstone uses a Transformative Justice (TJ) framework to make the case for an ethical approach to community development: one in which working-class urban residents are the authors and architects of their own neighborhood’s future, community needs are centered, and long-term residents are able to continue to age-in place. In an evolving and expanding biothreat landscape caused by emerging biotechnologies, increases in global infectious disease outbreaks, and geopolitical instability, the Department of Defense now faces challenges that alter its traditional approach to biothreats and prompt the need for modernized, improved preparedness for—and response to—potential biothreat scenarios. These challenges further complicate specific weaknesses revealed by the COVID-19 pandemic, including the Department’s inability to sustain the military mission while meeting intragovernmental expectations to assist with civilian public health resources and services.

Scholars have been using the wrong card games to analyze Carl von Clausewitz’s analogies in On War, which has led to errors in understanding his ideas. This article identifies the games Clausewitz discusses, allowing for a more accurate interpretation of his original meaning for the study of war. Since Clausewitz’s ideas underpin strategy development within service education systems, it is critical his ideas are fully understood in context.

In February 1995, the Costa-Hawkins Rental Housing Act (AB1164) was passed in California. Developed by two Democratic state policymakers, Senator Jim Costa and Assemblymember Phil Hawkins, the act encompassed both Senate Bill 1257 and Assembly Bill 1169 (Goldberg 2, 2018). The Costa-Hawkins Act was a vacancy decontrol legislation that overruled strict rent control measures in cities across California. In combination with rent control and Costa-Hawkins, the passage of the Ellis Act (1985) by state legislators further contributed to the affordable housing crisis. With the current affordable housing crisis, I turn to community- based organizations (CBOs) who provide housing solutions for …

Southern Nevada is facing a sex trafficking epidemic that continues to impact people in the state. Thus, in this brief, I investigate Southern Nevada’s sex trafficking crisis. Based on recent sex trafficking studies and the current legislature, it is apparent that although Southern Nevada is aware of the problem, more can still be done to stop it. As a result, this policy work explores sex trafficking in Southern Nevada, addresses stigmatization as a causal factor, provides political context, and offers policy recommendations related to child victim aid and protection to be considered for legislation.

This fact sheet examines data from the Brookings Institution report, “Black Progress Index: Examining Social Factors That Influence Black Well-Being” authored by Andre Perry and Jonathan Rothwell in September 2022. The Black Progress Index (BPI) score is constructed using data and social factors that impact life expectancy for Black Americans. This fact sheet compares the BPI with the actual life expectancy of Black people in Mountain West metropolitan statistical areas (MSAs). This fact sheet also examines each of the 13 variables included in the original report to present the BPI in the Las Vegas-Henderson-Paradise, NV MSA.

Pursuing Antiracist Public Policy Education: An Example Connecting The Racist History Of Housing Policy To Contemporary Inequity, Craig W. Carpenter, Tyler Augst, Harmony Fierke-Gmazel, Bradley Neumann, Richard Wooten

Journal of Extension

We review the antiracism concept and contextualize it in Extension public policy education and the Extension system itself. Despite public policy education having a long history in Extension on a wide variety of issues, missing from this programming is the pursuit of antiracism. As a programmatic example, we review some historical causes of present-day housing inequities and an associated example approach for pursuing antiracism in housing policy education. Finally, we conclude by noting additional opportunities to pursue antiracism in Extension public policy education. In doing so, we emphasize that public policy education cannot be “nonracist” if it is not antiracist.

Riparian lands, the interface between terrestrial and water ecologies, play a critical role in keeping urban ecosystems healthy. However, rapidly sprawling metropolitan regions in Texas continue to urbanize environmentally vulnerable riparian areas. As urban areas are growing, access to green spaces is shrinking, bringing contestation for programming, ownership, and use of lands around water bodies. Over the past two decades, there has been a growing trend of using greenbelt plans for trails, parks, preserves, and wetlands around water bodies. Muslim Americans have reported experiencing racial profiling, physical threats, and verbal abuse based on their religion, ethnicity, and color (Samari, 2016). These types of lived experiences can have negative personal consequences for Muslim Americans and influence their attitudes and behavior toward non-Muslims. A literature review conducted by Simon et al. (2018) suggests the need for research that explores the point of view of minorities regarding intolerance displayed by majority members.
