Scholarly literature on policy implementation at the street-level generally focuses on how workers act in response to external pressures. Pressures can include policy rules, organizational culture, and the identities of the clients. Academia has produced scant work, however, examining how the identities and backgrounds of street-level bureaucrats influence their approach to the discretion inherent in their jobs. This study seeks to fill that literary gap. Using semi-structured interviews with street-level bureaucrats in North Texas, the study yields two strong relationships. First, a relationship exists between the participants' socioeconomic backgrounds as children and how they approach discretion inherent to street-level bureaucracy. …

This thesis examines how smaller communities, which often lack the financial resources and the so-called "high culture" or marketable culture found in larger cities, can overcome challenges and develop cultural and historic preservation programs that perform the social function of unifying a community while also providing economic development opportunities that are connected to the community. The paper discusses "authenticity," and how this stated goal of city planners is actually a complex and contested concept rather than an objective standard that can be used to evaluate cultural planning programs. For over 30 years, UXO (Unexploded Ordnance) contamination in Laos has affected the ability of the population to maintain suitable livelihoods in a number of provinces. This constraint is a significant challenge to community development as well affecting National Social Economic Development. UXOs are the cause of many accidents in Laos, the casualties are often children and farmers who are involve in agricultural activities and scrap metal collection.

Drugs are still a problem facing our children. Studies have proven that prevention programs are beneficial to our children. In fact, one study, states that for every $150 spent per child for a program, $840 is saved in crime and healthcare costs (Caulkins, Chiesa, Pacula, and Paddock, 2002). What would the savings be if we educated our children from kindergarten, all the way through high school, instead of one, or a couple of years? Therefore, this study is to explain the need for implementing school-based drug prevention programs from kindergarten through twelfth grade.

With the rise of changing family structures as well as an increase in the demands of an early preparation for children to enter primary school, Early Care and Education (ECE) has become extremely important in Kenya. In particular an increase of ECE centers for at risk children is important because research has shown that at risk children benefit more from a high quality early care and education program (Calman, L.J., & Tarr-Whelan, L., 2005). Countries in the Global South have been receiving billions of dollars annually in humanitarian and development aid for the past half-century. But they still remain poor, marginalized, and on the periphery in spite of this massive influx of money into the region. Many would argue that this very aid is in fact working to maintain the economic hierarchies responsible for their poverty. Through the lens of Dependency Theory, I analyze this apparent failure of the International Development Industry in the context of Nicaragua. The Salvation Army Ray and Joan Kroc Community Center summer day camp is an eight-week program for Kindergarten through 6th Grade youth that is partially funded through a grant provided by the Learning Community of Douglas and Sarpy Counties (LCDSC). The Kroc Center contracted with the Consortium for Organizational Research and Evaluation (CORE) at the University of Nebraska at Omaha to conduct an external evaluation of the program.
