The Department of Veterans Affairs failed to process service disability claims promptly, which resulted a backlog from 1993 to present. This impacted veterans by limiting medical care and affected their quality of life. Over the past decade, Boko Haram has become one of the world’s deadliest terror organizations. The purpose of this qualitative case study was to explore nonreligious explanations for the problem of resilience of Boko Haram in Nigeria. Rational choice theory provided the primary framework for the study. Data were collected through in-person and telephone interviews with 14 religious and government subject matter experts. The purpose of this professional administrative study was to explore the limitations associated with artificial barriers to the noncompetitive opportunities within fire departments and whether the removal of the barriers would add to job satisfaction.
