Established in 1986 as a response to the urgent demand for affordable homeownership in Macon, the Macon Area Habitat for Humanity (Macon Area HFH) has achieved notable progress by constructing 98 houses to date. This comprehensive study delineates a program evaluation with the primary objective of assessing the effectiveness of Macon Area HFH in positively impacting the lower-class population and fostering an overall increase in homeownership rates within Macon-Bibb.

This dissertation presents an analysis of the impact of corruption as related to trust in political institutions in select West African nations. Corruption and some of its implicative hues are highlighted, considering such practice is generally an entrenched part of Africa in its economic, political, social, and cultural fabric and lifeline. In respect to the specific region of interest, robust Afrobarometer observational surveys convey data covering 14 of the 16 countries that comprise West Africa, with the exclusion of Guinea-Bissau and Mauritania which lack survey data. Black people in the U.S. die at younger ages, have significantly higher rates of death from treatable medical conditions, are more likely to have late-stage breast and colon cancer diagnoses and more likely to die from these cancers, and are at higher risk for chronic illnesses compared to other racial and ethnic groups. Accessing healthcare is crucial to health and well-being; however, U.S. immigrants' use of healthcare services is far less than native-born Americans. Two interventions which have been successful in housing and maintaining housing for individuals who have serious mental illness and are classified as chronically homeless are the Housing First Model and community integration. Currently existing models of community integration were created using dated information and definitions, created from a medical model and not a social framework. Therefore, this dissertation used a phenomenological approach to define community and whether, by that definition, the participants feel integrated into the community. This included the interviewees’ experiences with Pathways to Housing DC and transitioning from homeless to housings and the Housing First Model.

This article explores the use of the diplomatic meal to confer prestige within Irish international relations between 1934 and 1940 when Éamon de Valera was both President of the Executive Council of the Irish Free State and Minister for External Affairs. It examines how state hospitality evolved under de Valera’s leadership and how de Valera used the meal to confer varying levels of prestige, indicative of rank, status and provenance, on his guests of honour at Dublin Castle. The public administration literature provides many assertions as to what causes a city manager to consider when to remain in their position or relocate to a new position. This study identified variables that impact the decisions to change cities. This research surveyed current city managers in northern Midwest states to explore which variables make a difference. The variables were categorized to include considerations about personal concerns, career motivations, and organizational contexts. Proposed regulations for alcohol advertising prevent beverage companies from targeting people under the legal drinking age. However, similar regulations for alcohol alternative beverages are less explored, which could allow alcohol alternative products to create awareness for alcoholic beverages among youth. This dissertation comprises three essays that collectively explore the intricacies of subnational public finance in Indonesia: vehicle tax amnesty, property tax competition, and corruption. The research aims to understand the dynamics shaping fiscal policies at the subnational level.

In the first essay, I examine vehicle tax amnesty programs in Indonesia that have been very popular in dealing with high delinquency rates. From 2008 to 2020, provincial amnesties occurred every 2.5 years on average. Using the variation in the timing of the province’s amnesty adoptions, I estimate the effect of vehicle tax amnesty on vehicle tax revenue using difference-in-differences. The short-run …

This dissertation consists of three essays that explore different dimensions of financial dynamics in the public and nonprofit sectors. Each chapter examines how the fiscal behavior of neighboring jurisdictions, policy interventions, and financial practices influence fiscal decision-making and financial performance within these entities.

In the first essay, I investigate yardstick competition in local government spending in South Korea by leveraging the exogenous variation introduced by by-elections. This approach allows me to estimate the influence of neighboring jurisdictions on local expenditures. This study used interpretative phenomenological analysis to gather and analyze semi-structured interviews of seven participants who took part in deep undercover programs between the 1970s and 1990s. In the early 1980s, under pressure from civil rights advocates, law enforcement implemented policies restricting the use of undercover police officers in non-violent intelligence investigations. The new guidelines resulted in robust selection and training requirements for deep undercover assignments which became focused on those who advocated criminal acts in furtherance of social or political objectives. High-stakes questions about how to administer industrial policy have followed, for good reason: industrial policy necessarily involves a great deal of administrative discretion. Our democracy depends on having a supply of candidates running for elected office, but in some instances, no one wants to run. This phenomenological study asks what the effects on a healthy and vibrant democracy are if ballots are blank and the seat is filled through write-in or appointment.
