Executive Summary

This visitor study report profiles a systematic random sample of Missouri National Recreation River visitors during July 19 - 25, 2012. A total of 467 questionnaires were distributed to visitor groups. Of those, 256 questionnaires were returned, resulting in a 54.8% response rate.

Group size and type: Thirty-eight percent of visitor groups consisted of two or three people and 35% were in groups of six or more. Sixty-four percent of visitor groups consisted of family groups.

State or country of residence: United States visitors were from 29 states and comprised 99% of total visitation during the survey period, …

A Case Study Of Corruption And Public Accountability In Nigeria, Chinelo Okekeocha

In 2011, Nigeria was ranked 143th out of 182 countries surveyed by the Transparency International in its corruption perception index indicating the level of corruption in the country as compared to other countries. Although this came as an improvement from the previous years, it did not result from an improved system of governance, rather it was due to an increase in the number of countries that participated in the survey. Between 2010 and 2011, Nigeria’s rank actually decreased by 9 spots, showing an increase in corruption despite the efforts of the government to rid the nation of corruption. This survey …

Since the 1980s, privatization has gained increasing acceptance among state governments. Yet, few empirical studies have investigated the factors influencing the level of state government privatization focusing on a multitude of programs and services aggregated across departments. Most prior state level empirical research has emphasized single cases or programs but has not addressed the aggregate level of privatization undertakings across the states. The paucity of empirical research that investigated the amount of state privatization and the drivers thereof created an important gap in the literature that this study attempted to fill. Using a mixed methods, interdisciplinary case study approach, this research project explores the benefits, risks, and challenges of male migration for women who reside in San Juan Guelavía, Oaxaca, Mexico. In a unique approach in the field of migration studies, this project considers not only women whose husbands have migrated--absent husbands--but also the impact of male migration on women whose husbands have returned as well as women whose husbands have never left--anchored husbands. Paying any tax is an unwelcome burden, but in Ireland many have a particular aversion to taxes on their homes. We are not alone in this. Elsewhere, taxes on homes are also unpopular; witness the People's Initiative to Limit Property Taxation which forced the California state government to cut property taxes. Nevertheless, residential property taxes remain an almost universal feature of developed countries because of compelling economic arguments for them. Federal approval of Rhode Island’s Global Consumer Choice Compact Global Waiver in 2009 provided Rhode Island with greater flexibility to modify its Medicaid program. Because 96% of long-term care expenditures in Rhode Island were directed toward institutional settings, a primary goal was to facilitate the state’s efforts to shift the locus of long-term care to non-institutional settings. This study draws lessons from Rhode Island’s experience with the Global Waiver for the long-term care rebalancing provisions of the Patient Protection and Affordable Care Act of 2010. Provisions in the Medicaid statute permit states to apply for waivers from traditional program requirements. On January 16, 2009, the federal government approved Rhode Island's Global Consumer Choice Compact Waiver. In exchange for a cap on combined federal and state spending of $12.075 billion through 2013, Rhode Island received greater flexibility to adopt certain Medicaid program changes. On January 16, 2009, the Federal government approved Rhode Island’s application for a Global Consumer Choice Compact Medicaid Waiver whereby the state became the first granted permission to operate its entire Medicaid program under the state plan and a single 1115 “research and demonstration” waiver. The Global Waiver has been implemented in the context of Republican proposals to turn Medicaid into a block grant which would give states substantially more flexibility administering the program in exchange for receiving an upfront allotment from the Federal government. This assessment was undertaken by the Gerontology Institute of the McCormack Graduate School at UMass Boston on behalf of the Town of Hingham Department of Elder Services (hereinafter referred to as the Department of Elder Services). The paper explores the question, “What global core competencies can public administration glean from the field of borderlands studies?” Borderlands studies have traditionally focused on the geographic area on or near the frontier demarcation between nation states. Borderlands also function as buffering or mediating zones where often markedly different countries develop complex networked administrative systems to permit the passage of peoples and products across territorial boundaries.
