With over two million inmates, the United States’ prison population is the largest in the world. Nearly one in one hundred Americans are behind bars, either in prisons or pre-trial detention facilities. The rapid growth in incarceration is well-documented. However, social science explanations often stop at the prison gates, with little work on treatment inside prisons. This black box approach ignores important bureaucratic decisions, including the provision of rehabilitative services and the application of punishment.

Bureauspeak analyzes bureaucrats' rhetorical practices within municipal governments. This project asserts that respectful rhetorical practices have always been implicit in traditional notions of rhetoric, but have not been explicitly addressed. This project describes the political epistemic field (PEF), formed by discourse, audience, reality and rhetor, that is created within a municipal environment where policy deliberations occur. The PEF allows for interactions among the four elements and results in changes to all the elements as the interactions occur. The policy-making audience in the PEF expects their bureaucrat-rhetor to enact respectful rhetorical practices, but in many instances those expectations are also implicit …

The concept of capacity development is essential to the idea of governance and development. Over the decades, governments and development agencies have promoted capacity development programs. With the increasing number of disaster events and associated losses, there has been heightened attention given to governments' capacity to manage disasters. This is associated with a paradigm shift from reactive to proactive actions. Prevention requires capacity to understand, reduce, and manage risk. Nevertheless, a universally acceptable overarching framework of capacity development does not exist.

Agate Fossil Beds National Monument (AGFO) plays a vital role in protecting and managing some of the last remnants of native mixed-grass prairie in the region. The Northern Great Plains Inventory & Monitoring Network (NGPN) and Fire Ecology Program (FireEP) surveyed 12 long-term monitoring plots in Agate Fossil Beds National Monument in 2012 as part of an effort to better understand the condition of plant communities in the park. The LFUCG currently forecasts their revenues internally and has their forecasts validated by the Center for Business and Economic Research (CBER) at the University of Kentucky. However, it does not have a well-developed method of forecasting franchise fee revenue. They are not alone, as the literature on revenue forecasting that finds that between 50 and 75 percent of local governments rely on informal, judgmental approaches to forecast revenue instead of more formal, quantitative techniques. The three reasons states struggle to finance special needs students are: the higher per – student cost of special needs students, an increase in the number of students being identified as special needs, and an increased commitment on states and local governments for financing special needs students. A growing body of research suggests that institutional performance affects citizen participation (see Holzner 2010; Bratton, Mattes et al 2005; Hiskey and Bowler 2005). But despite this recognition of the importance of institutions, there is relatively limited research into the institutional determinants of political participation, particularly with respect to developing countries. This dissertation fills this gap by examining local political participation in Ghana and Liberia using an institutional approach. I employ qualitative analyses based on field work and primary source documents, as well as quantitative analyses at both the individual and contextual level.

The paradox motivating this article is why California has acted globally by enacting a comprehensive mitigation policy to reduce the emissions of Greenhouse gases, a true public good since the benefits will be shared across the planet, but has not mustered the will to act locally through the adoption of an equally comprehensive adaptation policy for the state to protect its own public and private assets and interests. We attempt to explain the paradox by identifying what it is that differentiates climate change adaptation from mitigation, both substantively and politically.
