Using a mixed methods, interdisciplinary case study approach, this research project explores the benefits, risks, and challenges of male migration for women who reside in San Juan Guelavía, Oaxaca, Mexico. In a unique approach in the field of migration studies, this project considers not only women whose husbands have migrated--absent husbands--but also the impact of male migration on women whose husbands have returned as well as women whose husbands have never left--anchored husbands. Women with returned husbands and even women with anchored husbands feel the threat, worry, and fear that male migration could, at an unknown point in the future, …

Paying any tax is an unwelcome burden, but in Ireland many have a particular aversion to taxes on their homes. We are not alone in this. Elsewhere, taxes on homes are also unpopular; witness the People's Initiative to Limit Property Taxation which forced the California state government to cut property taxes. Nevertheless, residential property taxes remain an almost universal feature of developed countries because of compelling economic arguments for them. Federal approval of Rhode Island’s Global Consumer Choice Compact Global Waiver in 2009 provided Rhode Island with greater flexibility to modify its Medicaid program. Because 96% of long-term care expenditures in Rhode Island were directed toward institutional settings, a primary goal was to facilitate the state’s efforts to shift the locus of long-term care to non-institutional settings. This study draws lessons from Rhode Island’s experience with the Global Waiver for the long-term care rebalancing provisions of the Patient Protection and Affordable Care Act of 2010. Data derive from 325 archival sources and 26 semi-structured interviews. Results suggest that prospectively documenting …

Provisions in the Medicaid statute permit states to apply for waivers from traditional program requirements. On January 16, 2009, the federal government approved Rhode Island's Global Consumer Choice Compact Waiver. In exchange for a cap on combined federal and state spending of $12.075 billion through 2013, Rhode Island received greater flexibility to adopt certain Medicaid program changes. On January 16, 2009, the Federal government approved Rhode Island’s application for a Global Consumer Choice Compact Medicaid Waiver whereby the state became the first granted permission to operate its entire Medicaid program under the state plan and a single 1115 “research and demonstration” waiver. The Global Waiver has been implemented in the context of Republican proposals to turn Medicaid into a block grant which would give states substantially more flexibility administering the program in exchange for receiving an upfront allotment from the Federal government. The purpose of this needs assessment is to investigate the needs, interests, and opinions of mature residents of Hingham, Massachusetts, relating to their aging experiences and needs for age-related services. This assessment was undertaken by the Gerontology Institute of the McCormack Graduate School at UMass Boston on behalf of the Town of Hingham Department of Elder Services (hereinafter referred to as the Department of Elder Services). Child soldiers and child labor contribute to extreme poverty, lack of education, shortage of human resources, and lack of parental or family guidance in many countries. More importantly, economic and educational impacts from child labor are widespread and persistent in many countries. In countries that are already poor, war tends to deteriorate economic and social conditions, thereby, forcing families into further economic hardship. The paper explores the question, “What global core competencies can public administration glean from the field of borderlands studies?” Borderlands studies have traditionally focused on the geographic area on or near the frontier demarcation between nation states. Borderlands also function as buffering or mediating zones where often markedly different countries develop complex networked administrative systems to permit the passage of peoples and products across territorial boundaries. In this way borderlands often shape the administrative and policy decisions made in the centers of national power. The breadth of activities and organizational forms among religious organizations rivals that of nonprofits generally, and religious organizations are vulnerable to the same types of problems that justify state regulation and oversight of nonprofits. Such problems include excessive compensation, improper benefits for board members and other insiders, misleading or fraudulent fundraising, employment discrimination, unsafe working conditions, consumer fraud, improper debt collection, and many others. Religious organizations are different, however, in that under federal and state law they enjoy unique protections from state regulation. This study employed content analysis methodology in order to analyze teamwork research focusing in leadership in the areas of public administration, leadership, and management. A total of 80 articles from 1999-2012 were analyzed from top academic journals in the selected fields. The area of leadership in teams is of great interest from the academic practical aspect of organizations. The role of teams in organizations has become an important research topic in theoretical, applied, and empirical research.
