Transitioning The Canadian Democratic System Into The Era Of Digital Governance: A Longitudinal Study Of First Time Online Voting And Voter Turnout In Ontario Municipalities, Chris Bantock

This paper examines the relationship between online voting and voter turnout rates in Ontario municipalities. It uses a longitudinal research design to collect election data from municipalities that used online voting for the first time in 2014, which is compared to election data from the 2010 Ontario municipal elections, and it also uses a survey that was administered to the Clerks Department of randomly selected municipalities. The findings reveal a statistically proven relationship between online voting and increased voter turnout in Ontario municipalities.

In nearly every area of law and governance, default policies exist when lawmakers cannot pass new legislation — typically, the status quo simply remains in effect. To its detriment, U.S. budget making at both the state and federal levels lacks effective defaults. If a new budget isn’t passed by year end, there is no budget, and the government shuts down. This lack of defaults, coupled with a dysfunctional era of budgetary politics, has led to a number of recent high-profile and costly state and federal government shutdowns at the state and federal levels.

This thesis evaluates the equity performance of a recent state environmental justice policy, California’s Senate Bill 535 (S.B. 535). “Environmental justice” refers to the disproportionate environmental harm imposed on low-income and minority communities. S.B. 535 uses competitive grants to provide funding to these communities. The research is centered around two questions: (1) to what extent has S.B. 535 experienced successful implementation in its first year of operation, and (2) how can policy actors improve implementation while balancing performance and equity goals? تهدف الدراسة الى تمييز الدور الذي يمارسه التمكين النفسي في السلوك الريادي . تضمن التمكين النفسي اربعة ابعاد هي : المقدرة، المعنى، الكفاءة الذاتية والاثر. تمثلت عينة الدراسة بـ (80) تدريسي في ثلاث كليات في جامعة المثنى . اظهرت نتائج الدراسة وجود مستوى جيد من التمكين النفسي المدرك من قبل عينة الدارسة في كل الكليات المبحوثة وكانت القيمة العليا للتأثير ، المقدرة ، المعنى والاستقلالية . السلوك الريادي ايضا بلغ مستوى عالي للمتوسط الحسابي . اما اهم الاستنتاجات التي توصلت لها الدراسة هو وجود تأثير مهم للتمكين النفسي على السلوك الريادي .

From its birth, administrative law has claimed a close connection to governmental practice. Yet as administrative law has grown and matured it has moved further away from how agencies actually function. The causes of administrative law’s disconnect from actual administration are complex and the divide is now longstanding, but it is also a source of concern given the increasing importance of internal administration for ensuring accountable government. This study examines in two ways the provision of support services in outpatient substance abuse treatment (OSAT): (1) the extent to which ownership makes a difference; (2) how public policy and market conditions influence the ownership effect. Two types of support services are investigated: free treatment provision and the total number of ancillary services helping underserved populations recover from drug and alcohol abuse.

This dissertation is an exploratory analysis of a government policy tool− contracting out social welfare services with nonprofit organizations− that aims to identify how contracting relationships between public and nonprofit managers influence the contract management process. The theoretical framework draws on the government-nonprofit relationship literature, especially studies that rely on resource dependence theory and agency theory. Most evaluation capacity building (ECB) approaches use staff training as the method to build evaluation capacity (EC) in organizations. ECB has rarely been understood and empirically studied at the organizational level. The present study fills this gap by using an organizational learning perspective. Specifically, the study was a response to the following research question: do organizations with high EC differ from organizations with low EC in terms of OLC? OLC was measured using five measures of organizational learning: staff empowerment, staff development, external alignment, experimentation, and clear organizational goals. A substantial number of management and psychology studies have examined the positive effect of goal setting on organizational outcomes (Locke & Latham, 1990, 2002). Conceptually, goal setting theory is as applicable for motivating an employee in the public sector as it is for motivating an employee in the private sector (Latham, Borgogni, & Petitta, 2008). It is a matter of time before the next widespread pandemic or natural disaster hits the United States (U.S.). The international response to the 2009 H1N1 influenza stands as a cautionary tale about how prepared the world is for such an emergency. Although the pandemic fortunately proved to be less severe than initially anticipated, it nevertheless resulted in shortages of medical equipment, overburdened hospitals, and preventable patient deaths, particularly among young people.
