On December 9, 2016, President Barack Obama directed the Intelligence Community to conduct a full review and produce a comprehensive intelligence report assessing Russian activities and intentions in recent U.S. elections. We have completed this report and briefed President Obama as well as President-elect Trump and Congressional leadership. We declassified a version of this report for the public, consistent with our commitment to transparency while still protecting classified sources and methods. It is imperative that these changes be understood to make effective policy decisions. Since the research needs of the Arctic are large; 14 Federal agencies have Arctic research programs. As a result, the government regularly works to coordinate Federal Arctic research in order to reduce duplication of effort and costs, and to enhance the research’s system perspective. This dissertation looks at how enhanced political participation opportunities can increase individual liberty and improve public-sector reform efforts. It blends political theory with contemporary concerns for individual well-being and government accountability. To do this, several research methodologies are used, including normative, qualitative process-tracing, and quantitative analysis.

First, the dissertation draws insights from ancient and modern political philosophy and the political thought and example of Jane Addams in 19th Century Chicago. It begins with Josiah Ober’s work on civic dignity, which he defines as “equal high standing” among citizens, marked by “non-infantilization and non-humiliation.” This definition is a useful starting point …

Food insecurity in Africa is a threat to future generations because many countries rely on potentially unsustainable food policies. Eritrea's indigenous food sustainability policy has not been explored or analyzed in a scholarly manner. This qualitative case study analyzed the effectiveness of the current policy of food sustainability without relying on foreign food aid in Eritrea. The main research question addressed relates to how Eritrean irrigation farmers understand and implement the Eritrean government's food sustainability policy. The theoretical framework for this study, Kingdon's policy stream, set the agenda for a policy of sustainable indigenous Eritrean agricultural development without food aid. …

Few women in academia occupy the leadership role of chief information officer (CIO), yet little is known about the underlying causes for gender disparity in this role. The purpose of this causal comparative study was to investigate whether gender stereotypes may impact perceptions about managerial characteristics of CIO candidates in academic settings. The theoretical foundation for this study was Schein's 'Think Manager, Think Male' paradigm and Acker's gendered organization theory. Although women offenders face barriers to successful reentry into their communities, as yet, no research has explored their experiences in accessing health care reentry services. Medicaid enrollment, the process of applying for Medicaid coverage, can be offered as a health care reentry service. Women offenders in jails have shorter sentencing times compared to those in prison, which presents Medicaid enrollment opportunities before release. The Second Chance Act provides the opportunity for reentry services, and the Affordable Care Act provides the opportunity for Medicaid coverage for women offenders. Abstract

Following the increase in foreclosures across the United States from 2007 to 2009, there was concern that foreclosed homes could lead to higher rates of crime in certain neighborhoods. Using social disorganization theory, the purpose of this difference-in-difference research design was to study the link between foreclosure levels, and crime rates in neighborhoods in Charlotte, North Carolina. Propensity score matching was used to examine whether neighborhood foreclosure rates have an impact on neighborhood crime level while controlling for neighborhood conditions. Data were acquired from Charlotte Neighborhood Quality of Life Studies, conducted biannually in 173 neighborhoods in Charlotte, North Carolina. …

Since implementation of the Network of Schools of Public Policy, Affairs, and Administration (NASPAA) standards for accreditation in 2009, public administration programs have been developing programmatic competencies that reflect NASPAA’s universal standards. Likewise, myriad efforts have analyzed data related to student and program progress toward achievement of these competencies. This article adds to that conversation by recounting the approach to assessing competencies used in the Department of Public Administration at Portland State University.
