Civic Dignity And Meaningful Political Participation, Melissa Mahoney Smith

This dissertation looks at how enhanced political participation opportunities can increase individual liberty and improve public-sector reform efforts. It blends political theory with contemporary concerns for individual well-being and government accountability. To do this, several research methodologies are used, including normative, qualitative process-tracing, and quantitative analysis.

First, the dissertation draws insights from ancient and modern political philosophy and the political thought and example of Jane Addams in 19th Century Chicago. It begins with Josiah Ober’s work on civic dignity, which he defines as “equal high standing” among citizens, marked by “non-infantilization and non-humiliation.” This definition is a useful starting point …

Performance measurement has emerged as a management tool that, accompanied by advances in technology and data analysis, has allowed public officials to control public policy at multiple levels of government. In the United States, the federal government has used performance measurement as part of an accountability strategy that enables Congress and the Executive Branch to control areas of public policy historically driven by state and local governments. Executive Summary

The mission of the National Park Service (NPS) is “to conserve unimpaired the natural and cultural resources and values of the national park system for the enjoyment of this and future generations” (NPS 1999). To uphold this goal, the Director of the NPS approved the Natural Resource Challenge to encourage national parks to focus on the preservation of the nation’s natural heritage through science, natural resource inventories, and expanded resource monitoring (NPS 1999). Through the Challenge, 270 parks in the national park system were organized into 32 inventory and monitoring (I&M) networks.

The Upper Columbia Basin Network I&M (Inventory and Monitoring) program and Craters of the Moon National Monument and Preserve are collaborating to monitor winter bat use in Arco Tunnel, which is a safely accessed cave in the northern portion of the monument that consistently has been found with the largest number of bats (~30/year) among the set of caves recently inventoried. In the area of sustainability planning, strategic plans, sustainability plans, climate action plans are the most common methods used. Inter-organizational collaboration has been emphasized by governments, nonprofit funders, and community-based nonprofits for service integration and capacity building. This dissertation evaluates representative bureaucracy, a public management theory that has been embraced by public management scholars and implicitly embraced by practitioners through the use of diversity hiring initiatives. The theory of representative bureaucracy posits that a bureaucracy will function better if the administrative arm of government, in addition to its political one, is representative of the public. This representativeness is achieved if the bureaucrat shares a common identity with the group or groups they are meant to represent. Research has identified that low income individuals and economically vulnerable communities are at heightened risk and often experience disadvantages in access to public services during emergencies. This dissertation analyzes the contribution of nonprofit organizations to society. The main goal is to discuss through which conditions nonprofits present beneficial results to society, exploring mainly the alternatives of collaboration with the government or a more autonomous action. Using data from Brazil, the first essay discusses nonprofit location. The purpose of this interpretative phenomenological analysis (IPA) was to qualitatively explore a deeper understanding of the lived experience of displaced non-Muslim parents in Nigeria concerning the schooling of their teenage daughters. The housing foreclosure crisis of 2007-2010 in the United States disproportionately affected persons of color. Some states, such as Florida, were heavily impacted by property value losses, yet there has been little research since about the experience of losing a home and recovering from that loss from the perspective of the homeowner. Eritrea's indigenous food sustainability policy has not been explored or analyzed in a scholarly manner. This qualitative case study analyzed the effectiveness of the current policy of food sustainability without relying on foreign food aid in Eritrea.
