The speed of the bank runs that occurred in the United States in March 2023 took most by surprise. The ensuing policy debate about reform has focused very little on the role of the Federal Reserve’s discount window and how it could be made more fit for purpose in mitigating risks to financial stability emanating from the banking system. Making the discount window a more effective financial stability tool will require actions both to reduce the stigma associated with borrowing and improve the operational agility and readiness of the Fed as lender and banks as borrowers. Yes Bank was suffering from liquidity outflows in the second half of 2019 owing to a combination of deposit withdrawals, invocation of pledged shares, losses from extraordinary credit provisions, and overexposure to stressed sectors like power and infrastructure. In December 2019, Yes Bank reported a Common Equity Tier 1 capital ratio at 0.6%, far below the Reserve Bank of India (RBI) mandated levels, and a quarterly loss of 185 billion Indian rupees (INR; USD 2.5 billion). In the United States, the lender-of-last-resort tool is the Federal Reserve’s discount window. Despite countervailing policy efforts, substantial market stigma remains associated with borrowing from the discount window. It is in this context that market participants have come to view the Federal Home Loan Banks (FHLBs) as an alternative to the Fed’s discount window for backstop liquidity needs—despite the FHLBs’ relatively constrained abilities to play this role. Notably, however, the FHLBs don’t just benefit from discount window stigma; the FHLBs reinforce discount window stigma with their subsidized pricing. Using the keyword frequencies in the headlines of press releases issued by the Ministry of Commerce and Industry, this article quantifies the shifting focus of India's public policy communications. Our analysis suggests that in the aftermath of the 2008–09 Global Financial Crisis, India's public policy communications shifted from international trade to innovation and competitiveness, while the emphasis on large infrastructure development, employment, investment, and policy incentives remained. A similar analysis using newspaper headlines from India's three leading newspapers and Google search intensity using data from Google Trends indicates that the discussion about international trade and the institutions that promote it …

This qualitative study aims to understand the perceptions and experiences of human services professionals working within urban communities with respect to their work experiences, compensation, and work-life balance. Focus groups were used to collect data from direct service staff and executive leadership from diverse agencies. This study examined the words and stories, generating the following overarching themes: (1) dedication to agency model and communities served; (2) compensation and responsibilities; (3) reality of work-life balance; and (4) desire for professional growth and personal growth. The PROSPER initiative is a collaborative effort of Healthy Acadia and its regional healthcare and nonprofit partners designed to support pregnant women, mothers, and families with Substance Use Disorder (SUD). The project is funded by a four-year HRSA Outreach grant from 2021 to 2025. Through grant funding, PROSPER provides personal care planning, navigation support, and parenting and life skills training to clients at no cost to them. Indonesia finds tax amnesty as a reliable funding alternative to develop a sustainable economy. Since 1964, Indonesia has implemented five tax amnesty programs. The latest two programs would offer lower amnesty compensation rates if taxpayers repatriated offshore assets back to Indonesia. However, the tax amnesty repatriation policy merely contributed minimal amounts of repatriated assets and low number of participants. This thesis critically examines the use of Kinetic Impact Projectiles (KIPs) by law enforcement in the United States, highlighting the discrepancy between their intended function as “less-lethal” crowd control tools and the severe injuries and fatalities they frequently cause. Spurred by widespread police violence during the 2020 Black Lives Matter protests, this study explores the physical, legal, and policy impacts of KIP deployment. Massachusetts is the only state in the United States with a right-to-shelter law which guarantees shelter for families with children and pregnant women.¹ As of February 2024, 3,500 homeless families with children are being sheltered in a motel or hotel with an average length of stay of 14 months, because traditional family shelters have reached capacity.^2,3 While these families are provided temporary shelter, these shelters do not allow for the development of a true sense of “home.” While a motel meets the needs of rudimentary shelter, motels were never designed as long-term accommodations and certainly not with a …

Harm reduction refers to public health policies and programs aimed at decreasing the adverse consequences associated with drug use. While harm reduction services (e.g., syringe exchange programs) can mitigate health risks, marginalized groups face barriers to service access and utilization, partially due to ineffective messaging approaches that fail to align with cultural values and experiences. A one-size-fits-all approach to messaging can negatively impact service utilization, health outcomes, and health disparities. Ineffective communication can lead to poor adherence to treatment, poorer health outcomes, and increased adverse events.

Gender difference in taxation is generally understudied. However, existing scholarship, largely country case studies, suggests men pay higher tax rates where income tax progressivity is higher, due to their higher average income. Men’s higher rates should then increase gender equality in income post-tax. However, many rich countries reduced income tax progressivity starting in the 1980s-90s during “taxing for economic growth” reforms, including over half of the high income countries included in this study.
