Approaches To Alternative Energy Policy: A Comparison Of The United States And Germany, Martina Dzuna

This paper will examine the types of alternative energies that are available at this point, focus on the formation of markets for alternative energy and discuss how new energy technology enters and then diffuses into the markets. Along with energy technology diffusion, this paper will examine how policy structures make technology diffusion possible and which types of policy are most effective. To answer this question, the report uses Germany and the United States as case studies. From the case studies, we will be able to draw some conclusions about what makes some policies more successful than others, and make recommendations …

Energy constitutes a rich, but underexplored, arena for global governance scholars and policymakers. The world is currently on an unsustainable and conflict-prone track of volatile and unreliable supply of energy fuels, vulnerable infrastructure, massive environmental degradation, and failure to deliver energy services to an enormous proportion of the global population. Changing to a different path will be a monumental global governance endeavor that will require bridging multiple issue areas, regimes, and policy silos. In this paper we structure, obtain and analyze results of an expert elicitation on the relationship between U. S. government Research & Development funding and the likelihood of achieving advances in cellulosic biofuel technologies. While there was disagreement among the experts on each of the technologies, the patterns of disagreement suggest several distinct strategies. Selective Thermal Processing appears to be the most promising path, with the main question being how much funding is required to achieve success. Thus, a staged investment in this path looks promising. With respect to gasification, there remains fundamental disagreement over whether success is possible even …

This case study provides an in-depth look into the campaign to retire an aging nuclear power plant located in the southeast corner of Vermont. The Vermont Yankee Nuclear Power Station (VY) began commercial operations in 1972 under a forty year operating license issued by the Nuclear Regulatory Commission (NRC). Opposition to the plant’s existence has been unwavering and has increased in intensity since the sale of the plant in 2002. The Vermont Yankee Nuclear Power Corporation (VYNPC), a consortium of local and regional utilities, sold VY to an out-of-state corporation owner known as Entergy. The company was quick to apply …

Energy storage technologies have the potential to revolutionize the electric grid by allowing for the integration of renewable generation while increasing the utilization and efficiency of current grid assets. These technologies include pumped hydroelectric storage, compressed air energy storage (CAES), flywheels, batteries, thermal energy storage (TES), super capacitors, and superconducting magnetic energy storage (SMES). While energy storage has been implemented in some areas, its benefits are greatly undervalued by current regulatory frameworks leading to suboptimal outcomes for grid operators, utilities, and ratepayers. Nebraska is currently ranked 4th in the nation for wind energy potential, but ranks low in actual wind power production. The lack of wind energy production could be the result of Nebraska’s unique public power districts that have eminent domain of distribution and retail sales of electricity in the State. Public Power districts are prohibited from receiving benefits of state and federal tax incentives for the development of wind farms, however some Nebraska power districts still pursue wind energy as a renewable source of energy.
