Explaining Success And Failure In Climate Policies: Developing Theory Through German Case Studies, Roger Karapin

Theories of environmental outcomes have been developed mostly through large-N cross-national studies, which have a structuralist bias and do not include the mechanisms through which inferred causes operate. Structured, focused case studies can help overcome those limits by incorporating political processes and identifying causal mechanisms. Here, comparisons of climate policy outcomes within Germany are used to test and develop theory, by explaining the differences among nine cases with the help of process tracing. The findings suggest that environmental-outcome theories should be modified to include: external events and advocacy-coalition formation as key processes; multiple causal paths through which green parties improve …

Climate Policy Outcomes In Germany: Environmental Performance And Environmental Damage In Eleven Policy Areas, Roger Karapin

Germany has reduced its emissions of greenhouse gases more than almost any other industrialized democracy and is exceeding its ambitious Kyoto commitment of a 21% reduction since 1990. Hence, it is commonly portrayed as a climate-policy success story, but the situation is much more complex. Generalizing Germany's per-capita emissions to all countries or its emissions reductions to all industrialized democracies would still very likely produce more than a two-degree rise in global temperature. Moreover, analyzing the German country-case into eleven subcases shows that it is a mixture of relative successes and failures.

This paper demonstrates how using the word "carbon" within global warming debates severely impedes lobbyists in favor of building stronger renewable energy policies in the European Union (EU). Within the EU, carbon is widely used to speak about many of the perils of climate change, global warming, energy policy, and contingent subject matters. In political circles, media outlets, and public debates, carbon acts a the pillar for many policies, discussions, and ideas related to fundamental errors of transferring energy from fossil fuels and nuclear sources. This study provides an index for evaluating national energy security policies and performance among the United States, European Union, Australia, New Zealand, China, India, Japan, South Korea, and the ten countries comprising the Association of Southeast Asian Nations (ASEAN). Drawn from research interviews, a survey instrument, and a focused workshop, the article first argues that energy security ought to be comprised of five dimensions related to availability, affordability, technology development, sustain-ability, and regulation. The article then breaks these dimensions down into 20 components and correlates them with 20 metrics that constitute a comprehensive energy security index. We find that the …

The lack of global consensus on how to deal with complex energy governance challenges has led to the emergence of information disclosure initiatives as governance tools in and of themselves. This article assesses the effectiveness of disclosure mechanisms as tools of energy governance by looking at the motivations and desired outcomes behind a series of disclosure-based initiatives in the energy sector, namely: making energy markets work more efficiently; inducing corporations to internalize their climate change externalities; and improving democratic processes that lead to better energy governance outcomes.
