The purpose of this study was to explore the predicament school principals face when formulating the best methodology to provide a safe environment for their students and faculty, while simultaneously creating an atmosphere that is conducive to education.

This multiple-case study is a replication of a dissertation published in 2014 which explored a unique phenomenon containing multiple variables within an urban public school district. Conversely, this research study examined suburban public school districts within communities that possessed a median household salary ranging between $86,000 and $105,000, where the socioeconomic status of these schools is identified and delineated by New Jersey …

Mobile technology continues to advance, as does the field of emergency management. Today, emergency management personnel utilize the latest technology in all phases of emergency management, which include mitigation, preparedness, response, and recovery. This proposed study particularly identifies mobile technology in the response phase of emergency management pertaining to first responders. Specific technologies on the rise in the field of emergency management include mobile applications. Applications such as Active911 were developed in detail for first responders. Planning for the resumption of the educational process in Arkansas public schools should be a part of every school’s emergency continuity plan. The purpose of this study was to examine how public schools in Northeast Arkansas are prepared for a situation where education must resume outside of normal circumstances due to an emergency. A literature review determined that all Arkansas schools are required to have some form of continuity plan for their students, but the requirements are not always enforced or punishable if neglected. The hospital in Harrisonburg, Virginia, Sentara Rockingham Memorial, has created a Hospital Emergency Response Team (HERT) that will be prepared to respond to major incidents in order to create an Emergency Treatment Area that will triage, decontaminate, and transport patients. This paper examines the response of NGOs to natural disasters, specifically in regards to collaboration efforts. The study utilizes a comparative case study methodology of most-similar design to look at three specific disasters- The Kashmir Earthquake, The Sichuan Earthquake, and The Japan Earthquake. Within each of these earthquakes the organizations Doctors Without Borders, the International Red Cross, and Oxfam International’s specific responses will be highlighted. The collaboration efforts will be examined utilizing general questions focusing on willingness to collaborate, commitment, and compatibility of objectives. Ultimately, this study found that all three components seem to be hypotheses worthy of further study.

Long Term Care facilities preparedness for disasters has been questioned, and evacuation before or during disasters is crucial for life saving. This thesis attempted to develop a systematic triage methodology based on the use of the Minimum Data Set (MDS), which is a powerful resource for gathering residents’ vital information including physical ability, cognitive functioning, and other health related conditions. The 2016 release of the National Health Security Preparedness Index tracks the nation's progress in preparing for disasters and other emergencies that create health risks for large groups of people. Recent improvements in the Index computational methodologies and measures allow results to be compared validly across states and over time. The Index aggregates more than 130 individual measures from nearly 60 data sources into valid composite measures for 6 domains and 19 subdomains that reflect core functional areas of emergency preparedness and response. The goal of this research is to determine whether map technology and signal preemption technology contribute to lowering fire-based EMS response times in Santa Clara County. The research uses benchmarking among fire departments in Santa Clara County, the Bay Area, and large Western urban fire departments to determine which factors contribute to the success in meeting contracted response times. Findings from this evaluation were used to create recommendations for fire service leadership regarding resource use along the continuum of fire department-based EMS response to 9-1-1 calls for medical service.

Twenty years ago I started work on a doctorate thesis asking the question: “Why has research into new technologies for mine action had so little success?” My research discovered that about one billion dollars had been spent by the year 2000 on fundamental and applied research to produce new technologies to solve the mine problem. From 7 July to 26 August 2014, significant quantities of explosive ordnance were used during hostilities between the Israel Defense Forces (IDF) and Gazan armed groups. It is reported that approximately 72,000 items of ordnance were fired and launched during this period. This presented a significant risk for civilians and hampered humanitarian and reconstruction operations. Many unexploded aircraft bombs, tank projectiles, mortar shells and other munitions from both sides of the conflict were reported in civilian areas. Inadequate management of ammunition stockpiles can cause accidental explosions. The Small Arms Survey lists a total of 528 unplanned explosions of ammunition storage sites since January 1979, in more than half of United Nations member states. The March 2012 incident, which took place in Brazzaville, Republic of the Congo, is a reminder of the danger posed by poor stockpile management, as well as the tragic consequences affecting the population, environment and governments as a result of financial costs of clean-up exercises. Historically, large, aging conventional weapons stockpiles in Bosnia and Herzegovina have been a challenge to regional security in Eastern Europe and potentially beyond. The International Trust Fund Enhancing Human Security (ITF), the Office of Weapons Removal and Abatement in the U.S. Department of State’s Bureau of Political-Military Affairs (PM/WRA), and many other donors have funded stockpile reduction efforts in Bosnia and Herzegovina and in surrounding regions since 1999.
