In Iraq and other regions soon to be liberated from the Islamic State of Iraq and the Levant (ISIL), recovery and stability efforts are hindered by improvised explosive devices (IED), which threaten civilians returning home and/or assisting with reconstruction. According to Relief Web, the Anbar Provincial Council “discourage[d] the premature return of internally displaced persons (IDP) to Fallujah due to the remaining IEDs left behind by the Islamic state of Iraq and al-Sham (ISIS) militants.”This threat, coupled with the consequences of an asymmetrical conflict, has changed the operating environments encountered by organizations that respond to explosive remnants of war (ERW). …

The Qualitative Report

This article examines how human-animal connections influence risk perception and behaviour in companion animal guardians exposed to bushfire threat in Australia. Although the objective role of psychological bonds with companion animals is well accepted by researchers, subjective interpretations of these bonds by animal guardians are relatively underexamined in this context. We argue that the ways in which connections with pets and other animals are represented influences different forms of safety-risk perception and behaviour when managing animals’ safety in the face of disaster threat. Within sagebrush (Artemisia spp.) ecosystems, which are home to more than 350 species of plants and animals, potentially more frequent and severe fires are causing an increased threat to human safety, property, rural economies, and wildlife habitat. In particular, the habitat of the greater sage-grouse (Centrocercus urophasianus), an iconic sagebrush-dependent species, is at risk. In response to this reality, on January 15, 2015, Secretary Sally Jewell signed Secretarial Order 3336 (S.O. 3336), titled “Rangeland Fire Prevention, Management, and Restoration.” The main purpose of the order is to implement enhanced policies and strategies for managing rangeland fire and …

Despite the large amount of research into disaster risk reduction [DRR], there remain significant difficulties in attempting to measure the impact of these policies. In particular, an urgent priority is the need to produce a theoretical framework for researchers and practitioners to enable the comparative assessment of the success of DRR policies. The measurement of these policies is unsatisfactory, creating a situation where it is almost impossible to assess how well the resources committed to these policies translate to improving DRR in at-risk communities. Low income populations are disproportionately affected by the impacts of disaster. Research, education and understanding can lead to an alleviation of this imbalance. In this text, qualitative grounded theory methodology is used to develop a theory relating to how low income populations prepare for disaster and how this preparedness ultimately affects their resiliency. A small sample population of individuals from a moderate-sized community in the mid-South meeting the poverty guidelines set by the Department of Health and Human Services have participated in recorded interviews using guided questions. Natural Disasters In Latin America: The Role Of Disaster Type And Productive Sector On The Urban-Rural Income Gap And Rural To Urban Migration, Madeline Alice Messick

This research provides insight into the impact of natural disasters as drivers of rural to urban migration in Latin America and the Caribbean (LAC). Disasters of varying types are predicted to have differing impacts on the productive sectors of agriculture, industry, and services; which due to the concentration of the various productive sectors in either urban or rural areas, subsequently changes the urban-rural wage differential. Changes to the wage differential (as measured by the urban-rural income gap) are predicted to lead to movement between urban and rural areas until a new equilibrium wage is reached.

State transportation agencies have a variety of responsibilities related to emergency management. Field personnel manage events--from day-to-day emergencies to disasters--using the Incident Command System (ICS) as their organizational basis. At the headquarters level, the Emergency Operations Center (EOC) coordinates the use of resources across the department and its districts, with other state departments and agencies, and through the federal Emergency Support Function 1. District-level EOCs coordinate with the department. In extreme events, the transportation department may only be able to deliver limited essential services in austere conditions, so a continuity of operations/ continuity of government plan (COOP/COG) is essential. Established in 1996, the Lao National Unexploded Ordnance Programme (UXO Lao) promotes risk education and clears land for agriculture, community purposes (e.g., schools, hospitals, temples and water supplies) and other development activities. UXO Lao is working in the nine most impacted Lao provinces nationwide. Although recent changes occurred to UXO Lao’s survey procedure, the program continues mapping out contaminated areas throughout the country.

Each State Party to the Anti-Personnel Mine Ban Convention (APMBC) that knows or suspects it has areas under its jurisdiction or control that contain anti-personnel (AP) mines has a clear deadline to locate and destroy those mines. According to Article 5(1), upon becoming party to the APMBC, a State must complete clearance within ten years, unless the deadline is pushed back in an agreement from the other States Parties at an annual meeting or five-yearly review conference.
