This report, COVID-19 Evacuation and Sheltering Risk Perception Study, is one of several key science-based research efforts produced for the State reflecting the most current knowledge related to evacuation and sheltering behavior. The primary data source for this report are interviews with 2,200 households across ten localities in Hampton Roads, including the Eastern Shore. The findings – and recommendations – within this report are intended to inform and advance state and local evacuation and public shelter planning.

A choice of a threshold is subject to uncertainty caused by a method, the size of available data, a hypothesis on statistics, etc. We assess the degree of uncertainty by the Shannon's entropy calculated on the probability that the threshold changes at any given time. • Although typically framed as a pandemic owned by the public health sector, the COVID-19 response falls directly within the homeland security mission space, whose core missions include “Ensuring Resilience to Disasters” (QHSR 2014).
• In some aspects PA’s COVID-19 response is in line with security research.
• In other dimensions, it is neither in line with what research would recommend nor with what the National Preparedness System would foresee.
• The Keystone State has yet to fully make the step from disaster to catastrophe as the characteristic challenge to U.S. emergency management in our century.

Rising seas and more frequent and severe storms are increasing the risks and costs of flooding. Using 2009-2018 data for the U.S. state of Florida from FEMA’s Community Rating System program (CRS), which scores participating local governments on their flood risk mitigation activities: I study (1) whether increasing flood risks have led to increases in program participation and score among Florida towns and cities; (2) what risk, fiscal, and demographic factors are driving local governments to invest in CRS-recognized flood risk mitigation measures; and (3) the association between CRS measures and home values.

There are many opinions surrounding the importance and effectiveness of emergency exercises and their influence on the response phase of emergency management. Understanding how exercises affect emergency response operations can help training and exercise programs enhance the structure and implementation of meaningful, strategic exercises. However, there is limited research available to validate this. This qualitative study analyzed the responses of 106 survey participants and found that exercise participation positively impacted the ability of individuals to respond to incidents and disasters. Social science research on disaster-prone communities often cites social capital and community resilience to examine methods for improving emergency management and disaster risk reduction. The City of Conway, South Carolina, is susceptible to numerous natural disasters throughout the year and it has sustained damage from four major flooding disasters since 2015. This qualitative, ethnographic case study used interview data collected from nine Conway residents to examine and analyze perceived threats to citizens of Conway following a large-scale natural disaster and the possible responses by citizens in need of government assistance. Balinese customary villages are at the center of the state’s strategy for mitigation of Covid-19. Relations between customary villages and the state predate colonial times. The historical dynamics have shown that the traditions and cultures of customary villages (desa mawacara) will always exist within the shadow of the state (negara mawatata). The symbolic narrative of desa mawacara, negara mawatata illustrates the governmentality that the state exercises over the villages. The bayou communities situated at the southern ends of Terrebonne Parish, Louisiana possess a rich and uniquely diverse cultural heritage. However, economic factors, combined with environmental issues such as land loss from oil and gas dredging, subsidence, and rising seas, have spurred significant migration “up the bayou” in recent decades, threatening the loss of these cultures and leaving behind a population that is growing increasingly more vulnerable.
