"Systematic and persistent discrimination against Indigenous Peoples translates into differential health outcomes when analysed through ethnicity and/or mother tongue.1 In Peru, morbidity and mortality rates among Indigenous Peoples for COVID-19 appear to confirm this.2 The COVID-19 pandemic has highlighted the historical structural violence against Indigenous Peoples that currently takes a disproportionate toll in the Peruvian Amazon. This equally applies to Indigenous Andean Peoples and Afro Peruvians. Using a UAS-mounted sensor to allow for a rapid response to areas that may be difficult to reach or potentially dangerous to human health can increase the situational awareness of first responders of an aircraft crash site through the remote detection, identification, and quantification of airborne hazardous materials. The primary purpose of this research was to evaluate the remote sensing viability and application of integrating existing commercial-off-the-shelf (COTS) sensors with small unmanned aircraft system (UAS) technology to detect potentially hazardous airborne contaminants in emergency leak or spill response situations. Africa has not invested enough in its healthcare system, and China has been investing in and financing much of Africa’s transportation system. Many African countries’ fragile health and transportation systems have been further weakened by the COVID-19 pandemic. This literature review confirms the interdependence of the key functional areas of comprehensive development planning and the importance of building and maintaining a sound transportation infrastructure. The loss of property and life following tragic events, such as flooding in the United States, demonstrate the frequent ineffectiveness of official risk communication strategies. Few studies have focused on the cognitive processes that impact individuals’ decisions upon receiving risk messages prior to flooding events. This study focuses specifically on the content of public service announcements (PSAs), elaboration and the logical and affective responses elicited by flooding and assesses individualized responses to varying message formats. As the frequency and intensity of disasters increases so too does the need to take proactive measures to reduce disaster risk. Across the nation local, state, and federal emergency managers work collaboratively to implement hazard mitigation programs that seek to reduce disaster risk. This study examined the factors that influence hazard mitigation governance in FEMA Region III states including Delaware, Maryland, Pennsylvania, Virginia, West Virginia, and Washington D.C. Hurricane María devastated Puerto Rico in 2017 and resulted in adverse long-term outcomes. Psychological sense of community (PSOC) may serve as a protective factor against the effects of Hurricane María for older adults in Puerto Rico. Using a three-paper format, this dissertation draws on a resilience framework and theories of PSOC and the Ecological Theory of Aging to examine the role of PSOC among older adults in Puerto Rico two years after Hurricane María.

To identify the key challenges, issues and opportunities affecting individuals, organizations, and society on coping with COVID-19, we reviewed extant research related to the COVID-19 pandemic in the leading information systems journals. Six major research themes and representative literature for each theme are identified by content analysis. The six major research themes include digital transformation, data visualization and artificial intelligence, infodemic and cybersecurity, IT governance, digital divide, and IS research direction in the post-pandemic period.
