This study examined the normative messages that inform youth postsecondary decision making in a predominantly rural state in the northeastern U.S., focusing on the institutionalization and circulation of identity master narratives. Using a multilevel, ecological approach to sampling, the study interviewed 33 key informants in positions of influence in educational, workforce, and quality of life domains. Narrative analysis yielded evidence of a predominant master narrative – College for All – that participants described as a prescriptive expectation that youth and families orient their postsecondary planning toward four-year, residential baccalaureate degree programs. In this brief, we examine the racial and socioeconomic disparities in ninth-grade advanced course placement. We utilized a statistical analysis of course placement patterns and interviewed Arkansas counselors. We suggest districts implement local norm-based placement systems that automatically enroll students in ninth-grade advanced courses to enhance equity in course placement.

In early 2020, the global COVID-19 pandemic closed schools for the rest of the 2019-20 school year (fiscal year 2020 or FY20). The United States Congress deployed funds to help K-12 schools adjust and plan for reopening via the Coronavirus Aid, Relief, and Economic Security (CARES) Act, including the initial $13.2 billion installment through the Elementary and Secondary School Emergency Relief Fund (ESSER I) and initial $2.95 billion installment through the Governor’s Emergency Education Relief (GEER I) Fund. A successful local government exemplifies inclusivity, innovation, and deliberate decision-making, all advancing responsible management of taxpayers' resources. In this qualitative investigation, a phenomenological approach is employed to delve into the lived experiences of local elected officials. The aim of this study was to gain insights into the capacity of these local elected officials for success in governance. Subsequently, the insights from these local elected officials' experiences are harnessed to evaluate their influence and impact on municipal performance.

When education works, people thrive and societies flourish alongside economies. We have made real progress on primary enrollment on the global scale, with 90% of children enrolling in school. However, completion rates lag far behind—only 77% of children complete lower secondary school and 58% complete upper secondary. Those numbers decline sharply for those living in poverty, for girls, and for Indigenous communities, with 44% of adolescent girls in low- and middle-income countries (LMICs) either dropping out of primary school or never attending at all.

The purpose of this study is to evaluate the factors that influence the college choice process for first-generation, low-income, and academically at-risk students in a TRIO Upward Bound program. The literature review theoretically explores the multi-level factors with Perna’s college choice model, social construction theory, and Bourdieu’s social, cultural, and financial capital definitions. This study hypothesizes students will enroll within 50 miles of home, a Greek and Latin root intervention will improve SAT scores, and GPA and concurrent credit classes are correlated to college enrollment, degree completion, and type of institution attended. The COVID-19 pandemic has caused diverse social, economic, and political challenges. The particular challenge that was the focus of this study is the upsurge in electronic use and consequent upsurge in electronic waste. This was caused by the implementation of online instructional delivery processes during Covid-19 (Ermakova, 2021), the switch to home offices (Adejumo & Oluduro, 2021) and the fact that school districts have directed massive financial investments to instructional technology (Baldé & Kuehr, 2021). In 2021, Arkansas's state legislature passed Act 688 allowing school districts to adopt non-traditional calendars. Districts could choose from four calendar options: traditional, four-day school weeks (4DSW), year-round calendar(YRC), and alternative. During the 2022-23 school year, 33 districts adopted new calendars; twenty-seven districts operated using a 4DSW, and six used a YRC. Several more districts adopted 4DSW in the 2023-24 school year. Atpresent, thirty-four Arkansas districts use a 4DSW. The qualitative case study exposed the permanence of racism beginning in the antebellum public schools of Nashville and continued in the current actions in the Tennessee legislature with the expulsion of two Black male legislators. Critical race theory is used as the main descriptor for the actions of White politicians and legislators in Tennessee who continue the oppressive treatment of Black people in the state of Tennessee.

Anti-immigrant sentiment and "English-only" ideologies have a significant impact on educational policies, practices, and processes. This includes parental engagement, the quality of education and life opportunities offered to immigrant children, and families’ well-being. School Choice Demonstration Project

Charter schools are public schools that operate free from some government regulations in return for a commitment to achieve a set of student outcomes specified in their charter. Nearly 8,000 public charter schools enrolled 3.7 million students in the U.S. in 2020-21. Our team has studied charter school funding across the United States since 2005, consistently finding that, in major cities, charter schools receive less funding per pupil compared to traditional public schools (TPS). We have also found that charter schools use their funding more efficiently, achieving better short- and long-term outcomes per dollar invested, relative to TPS.

For 20 years, Arkansas school districts have been required to provide access to advanced coursework through Advanced Placement (AP) and Concurrent Enrollment (CE) courses. Despite universal access, we find that enrollment in AP or CE courses still varies across students’ demographic groups. However, the findings also highlight improved postsecondary outcomes for several student groups.

Literature on Advanced Placement (AP) and dual or concurrent enrollment (CE) courses shows that entry to and completion of these rigorous courses can increase students’ cognitive and non-cognitive outcomes. Issues of equity remain as White students and students from more affluent backgrounds tend to enroll in these courses at much higher rates than minoritized students and low-income students.
