Central to understanding how social justice and diversity are articulated in institutions of higher education, are the experiences of female faculty and administrators from racial and ethnic groups underrepresented in the U.S. system of higher education. We explore pedagogical moments reflecting the social justice inspired servant-leadership of Dr. Elam in her journey as a public intellectual. Using auto/biographical methods we examine critical moments in her work across contexts: conducting diversity workshops, providing professional development for principals and teachers, and leading district and regional interventions in response to court orders to racially desegregate. We focus her leadership through the lens of critical pedagogy. In the journey of Elam we find an expression of critical social justice leadership that is inspired and empowered by the values of public service, spirituality, and humanitarianism. Latin America’s indigenous women are as diverse as the land they inhabit. Their uniqueness is shaped by belonging to groups that have their own distinct history, traditions, and identity. Yet despite this diversity, indigenous women confront the same human rights challenges: racial, gender, and socio-economic discrimination. Without ignoring the diversity of indigenous women, a better understanding of their fundamental struggles can be gained by weaving these issues together in a comprehensive narrative.

After nearly five decades of internal armed conflict, Colombia’s children and education system remain firmly under siege. Boys and girls as young as thirteen are pulled out of classrooms and thrown into battlefields. Teachers routinely disappear and/or are subjected to extrajudicial executions. Guerillas, paramilitaries, and the Colombian army all utilize school buildings as posts for their combatants. School zones have become littered with landmines. Child displacement and poverty have reached epidemic levels. In 2006 the North American Council for Online Learning surveyed the activity and policy relating to primary and secondary e-learning, which they defined as online learning, in a selection of countries. They found most were embracing e-learning delivery of education as a central strategy for enabling reform, modernising schools, and increasing access to high-quality education. The objective of this study is to observe the effect of political socialization through education as a tool for state building in three case studies. A background into the topics of political socialization and civic education is made. Civic education theory is applied to the state building experiences of Croatia, Slovenia and Bosnia and Herzegovina. After a qualitative review of the data available, findings are presented and discussed. Further commentary of the impact of such studies within the field of political socialization is also discussed.

Gender-based bullying (GBB) includes threatening behaviors based on gender/gender-role expectations, verbal/physical harassment, unwanted sexual attention and coercion, insults, intimidation, and assaults based on sexual orientation. In this study, 342 teachers completed an online survey to identify which variables predicted their rates of witnessing and intervening in GBB. Individual variables included teacher rates of homophobia and heterosexism. Systems variables included teachers' fear of angry backlash for reporting GBB, the comprehensiveness of districts' safe school policies (SSP), the timeliness of districts' responses to reports of GBB, and the consistency of administrative responses. This study articulates and maps the changes found in the historical discourses of P-16 national policy advocacy and state-level policy formation. The relationship between the momentum to create education reform through policy and the actual creation of the policy through state level regulatory entities is also explored in this research study. The theoretical model developed for this study frames three rationales for policy development- sociological, economic, and organizational rationales. Policy discourse analysis, an examination of policy language, is used as the methodology to develop the narrative of changing discourses. It has been over 40 years since Connecticut amended its Constitution to ensure citizens a right to a free public education. Despite the constitutionally prescribed right, dramatic inequities in educational conditions continued to characterize the state's K-12 educational system, especially between suburban/rural white and urban minority school districts. In the 1970s plaintiffs challenged the prevailing mechanism for allocating education funds with a host of court cases that tackled the thorny question of how much financial responsibility the state should assume to equalize the spending disparities between school districts. This Article examines the appropriate balance between public and private enforcement of statutes seeking to distribute resources or social services to a socioeconomically diverse set of beneficiaries through a case study of the federal special education law, the Individuals with Disabilities Education Act (IDEA). It focuses particularly on the extent to which the Act’s enforcement regime sufficiently enforces the law for the poor. The Article responds to the frequent contention that private enforcement of statutory regimes is necessary to compensate for the shortcomings of public enforcement. Program evaluation does not take place in a vacuum. Its context is the interaction of political, economic, and technological developments that influenced the formation of federal policies for mandated evaluation requirements. The Elementary and Secondary Education Act (ESEA) of 1965 established policies to provide “financial assistance to local educational agencies serving areas with concentrations of children from low-income families to expand and improve their educational program” (Public Law 89-10—Apr. 11, 1965). This legislation also had another consequence: it helped drive the establishment of educational program evaluation and the field of evaluation as a profession.

This study sought to determine the extent to which learning organization constructs influence performance in state government. The overarching purpose was to examine the relationship between Peter Senge’s five learning disciplines and organizational performance.

The study utilized an ex post facto survey design. The sample population was composed of supervisors and professional and administrative staff within the 19 agencies of a Midwestern state government. Participants were administered an instrument that asked them to rate their perception of the organization and its performance along seven dimensions of learning. Of the randomly selected 381 participants, 110 (or 28.9%) returned the survey instrument. …

The regulatory pharmaceutical approval process is flawed in that industry clinical trials (ICTs) are always powered for efficacy and rarely powered for safety. The key safety parameter is the adverse event (AE). This practice may result in efficacious products with confounded safety. An ICT’s ability to be powered for detecting AE trends may improve patient safety. Therefore, this dissertation’s purpose was to determine if power analysis resulted in feasible sample sizes for substantiating AE hypotheses. AEs were modeled with three Bayesian 2PL IRT models. In this study, I examine the factors that influence school districts’ commitment to implement ESL (English as a Second Language) education in compliance with the federal Bilingual Education Act of 1968. To explain variation in implementation effort, I focus on several features of the local implementation environment, including the role of Latino descriptive representation. Public K-12 education is a large enterprise in the United States. Through local, state and federal sources, the U.S. allocated over $610 billion to K-12 public education in 2009 (NCES). Not only is the commitment of public funds for education substantial, the provision of K-12 education is primarily administered by the government in non-market settings through local school districts. It is this institutional environment that generates the impetus for evaluating how those in education make choices in the absence of markets.
