Education accountability measures, especially since the passage of No Child Left Behind, have been assessed for a variety of factors in empirical research. A large portion of this literature finds that overall, accountability measures increase performance, but also increase the achievement gap. These findings have inspired this research to examine what other marginal groups of students have been affected by the unintended reaction to the consequence-based incentives found in minimum competency accountability programs, such as No Child Left Behind.

Spurred by the No Child Left Behind Act of 2001, virtually every educational reform program now includes an accountability component that requires sound data collection and reporting (NCLB, 2002, section 101). Drawing from empirically based and theoretical literature in the field, this dissertation examines Adequate Yearly Progress (AYP) and the accountability provisions found in Title One of the No Child Left Behind (NCLB) reform. The combination of state controlled school funding in Michigan, rising employee costs and shrinking school enrollments have caused school districts to seek a variety of cost control measures. One of the measures frequently supported by both school districts and employee unions is the use of Early Retirement Incentives (ERI) to incentivize teachers to separate from the school district via a cash payment.

This research study is a mixed – methods quantitative and qualitative study that analyzed data from an intensive, long – term professional development project named, " Project : Making Mathematics Matter. (PM³) " carried out in two low – performing, high – poverty districts. Two of the districts served as treatment districts and ALL teachers (general education, special education, ELL) who taught mathematics to students in grades 4-8 participated in a four-year PM³ mathematical intervention.

This article examines how multinational corporations (MNCs) shape institutional conditions in emerging economies to secure access to high-skilled, yet lower-cost science and engineering talent. Based on two in-depth case studies of engineering offshoring projects of German automotive suppliers in Romania and China we analyze how MNCs engage in ‘active embedding’ by aligning local institutional conditions with global offshoring strategies and operational needs. MNCs thereby contribute to the structuration of field relations and practices of sourcing knowledge-intensive work from globally dispersed locations.Our findings stress the importance of institutional processes across geographic boundaries that regulate and get shaped by MNC activities.

One benefit of the No Child Left Behind legislation (2001) has been the increasing attention on the importance of the skills learned in the pre-kindergarten period for later academic achievement. There is a growing awareness that mathematics skills in kindergarten and beyond are influenced by the formal and informal mathematics skills acquired in the pre-kindergarten classroom. In recent years, a body of research has emerged pointing to the contributions to children’s learning from pre-kindergarten program quality as indexed by structure and process elements in the classroom. This study examined the impact that state and federal accountability systems have had on instructional practice in two large Texas school districts by comparing the performance of students at these schools on individual items from the 2011 Texas Assessment of Knowledge and Skills (TAKS) and relating performance to item difficulty and the schools' accountability risk as determined by prior accountability performance. To make this comparison, schools were placed into accountability risk groups based on past performance on the No Child Left Behind Act's (NCLB) Adequate Yearly Progress (AYP) accountability instrument. Teacher recruitment and retention challenges facing urban school contexts provided the impetus for this study. High percentages of historically marginalized students, plagued by high poverty rates and low academic performance, as well as substandard facilities and inadequate material resources, serve as causative factors inhibiting recruitment and retention of credentialed teachers in urban schools (Education Commission of the States [ECS], 1999; Guarino et al., 2006; Horng, 2009; USDOE, 2003; 2004; Wirt et al, 2004). Death and injury from falls are a long-standing and continuing problem in construction, responsible for at least a third of the construction deaths in the U.S. from 2004 to 2007. Each of those years, Nevada has exceeded the national percentage. Although 29 CFR 1926.503 sets forth Occupational Safety and Health Administration (OSHA)'s requirements that construction employers train employees exposed to fall hazards and document such training, the incidence of deaths and injuries from falls are an indicator that this training was not provided or else was not effective.

The design of policy tools reveals underlying biases that are not easily identified in policy documents. A review of two early childhood education and care subsidies in Ireland aimed at different target populations exposes differential treatment of children, parents and service providers. It also demonstrates how in a split system ‘early education’ is prioritised over ‘childcare’. The designs serve to reinforce stereotypes that enable the powerful and advantaged to accrue benefits while those perceived to be less deserving are burdened through the maldistribution of resources.
