In April 2014, the National Center for Education Statistics published a national report on state-level graduation rates in 2010-11 and 2011-12. The news was positive for the nation, as the national rate reached 80% for the first time, and for Arkansas, as students in the Natural State boasted higher than average rates in both years. While the statewide news was good, Arkansans may well be interested in the graduation rates of particular schools across the state.

On February 25, 2013, the PPS Board unanimously approved Resolution 4718, which directs staff “to develop and recommend a process for a comprehensive review of school boundaries district-wide and policies related to student assignment and transfer to better align with the Racial Educational Equity Policy and promote strong capture rates and academic programs at every grade level.”

Following the passage of No Child Left Behind, there has been increased attention among researchers, policymakers, and practitioners on the emergence and implementation of standards-based education. Existing literature documents both the promise of standards-based education and the various potential obstacles to achieving success that teachers, administrators, and policymakers confront. The present study examines the early implementation process of proficiency-based education standards in the state of Maine, per Maine law LD 1422: An Act to Prepare Maine People for the Future Economy. Federal grant funding in Nevada accounts for 19 percent of statewide federal funding, or roughly $3.7 billion a year. Federal grant funding consists of (1) formula based aid and, (2) competitive discretionary grant dollars. In the latter category Nevada is encouraged to substantially improve its performance and secure more federal resources for its citizens.

In recent years, the field of workforce development has emerged as a distinct area of policy and practice. While planning scholars have begun to engage with the workforce development field, its relevance and points of connection to planning scholarship remain underexplored. This article attempts to define the workforce development field by articulating its core concerns as well as its domains of practice and scholarship outside the planning field. The article locates workforce development within three stands of planning scholarship, concluding that workforce development represents an important bridge for planners between “place” and “people” prosperity within communities.

Out of necessity, metros and regions are taking the lead in collaborating, innovating, and governing in Post-Recession America. Kindergarten redshirting is the term used to describe the phenomenon where a parent chooses to keep their child from attending kindergarten so that the child may gain a year's worth of maturity. This qualitative dissertation examines the decision making process undergone by parents who have redshirted their children. While some parents began the decision making process soon after their child's birth, every parent in the study considered the decision carefully. This study assessed the perceived impact of the National Board Certification program on Arkansas teachers, relative to their professional practice, leadership practice, and students' achievement. An electronic survey was sent out to 2144 Arkansas National Board Certified Teacher (AR NBCTs) and received a 53% response rate. The survey asked AR NBCTs demographic information and questions to determine the factors that influenced them to pursue NB certification. They responded to Likert scale questions about their professional practice, leadership practice, and student achievement, ranking how they perceived each was affected by their participation in National Board Certification. The purpose of this study was to consider the influences of the American Boxer Indemnity Reparations Remissions (ABIRR) on Chinese higher education. These remissions were used to establish two universities, to establish the American Boxer Indemnity Scholarship Program (ABISP) to support Chinese students’ studying in America, and to support other higher education- related projects.
This study focused on higher education considering ABISP as an individual case. The ABISP students were selected from all the students who studied in America in the corresponding period in part because of the inconsistencies of research before 1949.

The “Promise” strategy gained prominence with the announcement of the Kalamazoo Promise program in Michigan in November 2005. The program, known as a universal, place-based scholarship initiative, offers full college tuition to any Kalamazoo Public Schools graduate attending a public college in Michigan. In January 2007, El Dorado, Arkansas announced the El Dorado Promise: a new program that guaranteed that high school graduates from the area can afford college thanks to a $50 million gift from the Murphy Oil Corporation. Higher education attainment benefits individuals and society. But access to higher education is not equitable. Students from low-income families, even those with equal qualifications, are underrepresented throughout the education pipeline, and the gap by family income increases at each educational milepost. The major impediments to increasing college-going rates for lower-income families are financial, experiential, motivational and informational. A key informational impediment is the difficulty families have in understanding information about college costs and financial aid. The revenue study is based on Fiscal Year 2010‒11 (FY11) data for each of 30 selected states plus the District of Columbia (D.C.). Traditional school districts and public charter schools were analyzed and aggregated “statewide.” For each state, one to three “focus areas” were selected based on larger concentrations of charter students – most focus areas are large cities, some are metropolitan counties. Traditional school districts and charter schools were analyzed separately in each focus area. This article outlines how gay–straight alliances (GSAs) work to connect youth with community resources, and outlines the political and social context of GSAs in Waterloo Region, Ontario, Canada. Fifteen individuals (youth, teachers, and a lesbian, gay, bisexual, transgender, and queer [LGBTQ] youth service provider) participated in interviews about the role of GSAs in creating supportive school environments for LGBTQ youth and their allies. Analyses of the interview data found that, apart from providing direct support to LGBTQ students, GSAs in Waterloo Region decrease isolation by connecting youth with other LGBTQ community members, events, and resources. The Adult Literacy Resource Institute (part of UMass Boston since 1983, and 100% grant-funded) serves as the Greater Boston Regional Support Center for SABES, the state’s System for Adult Basic Education Support. We provide staff and program development services to adult basic education programs in the Boston area, especially the approximately 40 programs in the region (most located at community-based organizations) that are funded by the state’s Department of Elementary and Secondary Education and that offer ESOL, basic literacy and numeracy, high school equivalency preparation, and other classes (including family literacy, civics education, career pathways, and college transition).
