Building Resilience In A Major City Evacuation Plan Using Simulation Modeling, Adam Kirby, James Eric Dietz, Eric Matson, Joseph Pekny, Clifford Wojtalewicz

This study provides data on the optimal staff, materials, space, and time resources required to operate a regional hub reception center, a “short-term facility with the goal to process and transport displaced survivors (evacuees) to temporary or permanent shelters following a catastrophic incident,” (Regional Catastrophic Planning Team, 2012). The facility will process approximately 20,000 evacuees over its entire seven-day duration following a disaster to assist in community resilience. The study was performed using a model created using the computer simulation software, AnyLogic. The central hypothesis of this study is that terrorist organizations choose to use females as suicide bombers not only as tactical innovation but also to “signal” or send a message to various audiences. In order to meet the research objectives of this study, two terrorist organizations—the Liberation Tigers of Tamil Eelam and the Chechen Separatists or those individuals associated with the Chechen Resistance—are examined in detail from their inception through 2013 using a structured focused comparison methodology.

The US Army launched the Global Assessment Tool (GAT) – a 105-item psychometric instrument taken by approximately one million soldiers annually – in October, 2009 in support of a population-wide resilience development initiative known as the Comprehensive Soldier and Family Fitness (CSF2) program. The lead developer of the GAT was Chris Peterson, and his work on this project – along with that of Nansook Park and Colonel Carl Castro – will likely leave an important and indelible mark on not only the Army, but also the field of military psychology. Over the past two decades, concern about the threat posed by biological weapons has grown. Biowarfare is not new. But prior to the recent trend, the threat largely centered on state use of such weapons. What changed with the end of the Cold War was the growing apprehension that materials and knowledge would proliferate beyond industrialized states’ control, and that “rogue states” or nonstate actors would acquire and use biological weapons. Accordingly, in 1993 senators Samuel Nunn, Richard Lugar, and Pete Dominici expanded the Cooperative Threat Reduction Program to assist the former Soviet republics in securing biological agents and weapons …

On September 22, 2013, at a memorial for people killed in a September 16, 2013 active shooter incident, President Barack Obama stated that the United States “can’t accept” the killing of 12 people at Washington’s Navy Yard as “inevitable” and that the shooting should “lead to some sort of transformation” (Merica, 2013). Active shooter incidents remain a constant societal concern that are deserving of continued academic research. The following grounded theory study examined the active shooter incident preparedness systems of police agencies in three Michigan counties. The 13MSP was a formal meeting of the 161 States which have accepted the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction. It was held in accordance with Article 11 of the Convention and pursuant to the decisions of the 2009 Second Review Conference and the 2012 Twelfth Meeting of the States Parties (12MSP).
