The events in Basra in the spring of 2003 illustrate a “hybrid” conflict with elements of conventional and unconventional warfare: humanitarian assistance, managing IDPs, security operations with multiple state and nonstate actors, all occurring simultaneously in the same geographic area and period of time. In that regard, the situation in Basra in late March and early April 2003 presented a worst-case scenario both for military commanders and civilian leadership. The ethics of forensic professionalism is often couched in terms of competing individual and societal values. Indeed, the welfare of individuals is often secondary to the requirements of society, especially given the public nature of courts of law, forensic hospitals, jails, and prisons. We explore the weaknesses of this dichotomous approach to forensic ethics, offering an analysis of Psychology’s historical narrative especially relevant to the national security and correctional settings. This thesis examines the complex, interdisciplinary nature of counterinsurgency in the 21st century by assessing the whole-of-government, population-centric approach that the Dutch Armed Forces and Government took to combat the Taliban in Uruzagn, Afghanistan from 1 August 2006 to 1 August 2010. The Dutch approach resulted in increased security, as well as increased political and economic capacity in the three districts of Uruzgan where they focused their efforts. By the end of Task Force Uruzgan, the Government of Afghanistan had increased its majority control from 0 percent of the population to approximately 60 percent, and the Afghan National Security Forces …

This baseline assessment was undertaken by Handicap International in October 2014 in all five governorates of Gaza. The focus of the survey was to collect baseline data related to the knowledge, attitudes, and practices regarding Explosive Remnants of War (ERW) contamination in communities impacted by the recent conflict.

The survey consisted of two parts: quantitative data collection comprising 459 individual questionnaires and qualitative data collection of 4 focus groups. The Night Vision and Electronic Sensors Directorate (NVESD) has recently developed a sensor system, named “Hammerhead,” capable of discriminating between explosives and explosive-related compounds in water at concentrations of 10-100 parts per trillion. The sensor discriminates between different compounds using a biologically inspired fluorescent polymer sensor array, which responds with a unique fluorescence quenching pattern during exposure to various explosives.1 The sensor achieves sensitivities of 10-100 parts per trillion by employing a preconcentrator upstream of the sensor inlet, which traps explosives from water flowing over it, then releases the explosives at elevated concentrations during thermal desorption. Over the past two decades, concern about the threat posed by biological weapons has grown. Biowarfare is not new. But prior to the recent trend, the threat largely centered on state use of such weapons. What changed with the end of the Cold War was the growing apprehension that materials and knowledge would proliferate beyond industrialized states’ control, and that “rogue states” or nonstate actors would acquire and use biological weapons. International Institute for Infrastructure Resilience and Reconstruction (I3R2) Conference

This study provides data on the optimal staff, materials, space, and time resources required to operate a regional hub reception center, a “short-term facility with the goal to process and transport displaced survivors (evacuees) to temporary or permanent shelters following a catastrophic incident,” (Regional Catastrophic Planning Team, 2012). The facility will process approximately 20,000 evacuees over its entire seven-day duration following a disaster to assist in community resilience. The study was performed using a model created using the computer simulation software, AnyLogic.
