Closing The Racial Gap: The Lack Of Diverse Faculty At The University Of Nevada, Las Vegas And University Of Nevada, Reno, Olivia K. Cheche

Student Research

In September 2021, the University of Nevada, Las Vegas (UNLV) reclaimed its status as the nation’s most diverse university, according to U.S. News and World Report rankings. However, despite having such a diverse student body, the institution’s faculty population continues to be predominantly white. This report explores the gap in racial diversity between students and faculty members at Nevada’s two research universities: UNLV and the University of Nevada, Reno (UNR). As one of the most racially diverse states in the United States, Nevada is an ideal case study for understanding this gap in racial diversity, and an ideal laboratory for …

Strengthening The Southern Nevada Workforce Pipeline, Katie M. Gilbertson May 2022

Strengthening The Southern Nevada Workforce Pipeline, Katie M. Gilbertson

Student Research

Workforce development has been a keystone in the discussion of economic diversification of Las Vegas for decades. The leisure and hospitality industry is the lifeline for the Southern Nevada economy due to the reliance on tourism as the city’s main economic driver. The leisure and hospitality industry requires physical labor and more face-to-face customer interaction than other employment sectors. Thus, these jobs often do not require high educational attainment, but rather sharp soft skills like effective listening, nonverbal communication, and negotiation strategies. While these are valuable traits, the lack of educational attainment within the leisure and hospitality workforce suppresses employees’ …

Determinants Of Public Corruption In Arkansas And The Nation, Jason Neeley

Political Science Undergraduate Honors Theses

Through reviewing the existing scholarly literature on corruption, factors that seem to increase the likelihood or contribute to rising numbers in reported cases of corruption will be used to determine which factors are most highly correlated with the amount of reported public corruption in a state’s government. With this, one will gain knowledge on which states have the highest levels of reported corruption and what factors are present in the state that can help explain the high levels of corruption. This combination of relationships will answer the question as to what a state should look for to address issues related …

Explaining The Nras Radical Transformation : The Role Of Identity And Strategy In Discursive Boundary Work And The Emergence Of Sub-Group Dominance, William A. Sisk

Legacy Theses & Dissertations (2009 - 2024)

This dissertation asks how a radical faction within the National Rifle Association (NRA) took over the organization and transformed it into such a dominant force in American politics. To address this question, the researcher conducted a historical discourse analysis of articles and letters in two prominent gun magazines – Guns & Ammo and Field & Stream – during a critical period of development from 1958 to 1978. The project integrates existing theoretical models based on identity (Castells 2004) and discourse coalitions (Dodge & Metze 2016; Hajer 1995) to understand the process by which coalitional boundaries get shaped and reshaped in …

Policy Side Effects : How Do Policies Become A Source Of Social Problems?, Yongjin Choi May 2022

Policy Side Effects : How Do Policies Become A Source Of Social Problems?, Yongjin Choi

Legacy Theses & Dissertations (2009 - 2024)

How do the consequences of a policy become a source of another social problem? Social science scholars have long recognized the possibility that policies often generate new social problems, unintentionally or even intentionally. However, public policy scholarship has been somewhat slow to translate these insights into systematic research inquiries and accumulate concrete knowledge about this issue. As a result, when confronted with the widespread social and political repercussions of unavoidable but strong policy responses, such as COVID-19 associated lockdowns and vaccine mandates, the policy literature has largely failed to advise on how to anticipate, handle, and overcome the hardships generated …

The Communicative Capacities Of The Medical Discourse In Authoritarian Societies : The Case Of Aids In Iran, Elham Pourtaher

Legacy Theses & Dissertations (2009 - 2024)

This study explores the role of medical discourse in the Iranian formal public sphere. It examines how an epidemiological wave of HIV/AIDS—known as "the third wave"—highlighted nontraditional sexual behaviors in public and enabled a shift in policy and discourse by the Islamic Republic State. Through analyzing published content on HIV/AIDS from five major Iranian newspapers between 2009 and 2013, this study identified four competing narratives of the third wave which coexist and have a dynamic relationship with one another. First, the medical narrative warns of an unfolding public health crisis and provides a technical perspective to make sense of the …

Do Casinos Create Economic Development?: A 15-Year National Analysis Of Local Retail Sales And Employment Growth, Jonathan Lawrence Krutz May 2022

Do Casinos Create Economic Development?: A 15-Year National Analysis Of Local Retail Sales And Employment Growth, Jonathan Lawrence Krutz

Boise State University Theses and Dissertations

Casino gambling has exploded across the United States over the past 30 years. Both the academic literature and gambling proponents agree that promises of economic development have driven casino policy decisions. While such claims are tempting to policy makers, the academic literature has been largely skeptical of both the methodologies and conclusions of the casino-sponsored research behind them. For such claims to be true, retail sales and employment must grow faster in local economies with casinos than in similar locations without them. Economic theory and academic research suggest that casinos do not attract new money to an area but instead …

Public Policy, Economic Development, And Taxes: An Impact Analysis Of Business Incentive Strategies At The State And Local Level, Richard Nanney May 2022

Public Policy, Economic Development, And Taxes: An Impact Analysis Of Business Incentive Strategies At The State And Local Level, Richard Nanney

All Dissertations

In an effort to promote economic development, state-level policymakers have exercised discretion over the use of public money to incentivize subsidy packages for decades. Estimates suggest state governments spend approximately $50 billion annually on these initiatives. However, there has been little empirical research about the political and economic benefits received by local residents from these subsidy programs. This dissertation analyzes the effectiveness of state subsidy policy by considering induced economic spillover effects and population attrition rates. It examines how subsidy distribution is related to employment rates, average weekly wages, and population attrition. The project offers two methodological innovations. First, to …

Graduate Theses and Dissertations

The COVID-19 pandemic abruptly transformed the landscape of higher education. The purpose of this study was to explore the strategies used by disability services professionals to implement the ADAAAA during the COVID-19 pandemic. Sources and preferred formats of policy guidance were explored. The priorities of department, division, and institution-level …

On The Same Page: Student Government And The University Administrative Agenda Alignment, James Michael Diloreto-Hill

Graduate Theses and Dissertations

Within institutions of higher education, shared governance is an essential component to a healthy functionality. Among the many stakeholders at these institutions, students are the largest in number and hold primacy. Participation in student governance establishes a sense of shared ownership over their communities while also providing a unique avenue for students to gain wisdom and develop critical skill sets. Senior administrators at these institutions have many inherent challenges due to an organization that is largely decentralized and autonomous (Duderstadt, 2007). Regarding agenda setting, the Garbage Can Model (Cohen et al., 1972) was utilized as a theoretical framework. The purpose …

Post-Obergefell V. Hodges: How Lgbt Contact Can Alter Public Lgbt Policy Positions In The U.S. And Arkansas, Briana Huett

Graduate Theses and Dissertations

The Contact Theory (CT) of attitudinal change has utilized to understand perceptions of minority-group members and the policies that surround them since the 1950s. It has further been used to specifically examine how we form our opinions of LGBT-identifying individuals, the LGBT community, and LGBT policies more generally. However, further evidence is still needed from the CT literature surrounding how this form of contact interacts with individuals’ social identities to determine and alter their LGBT policy positions, how the level of contact with LGBT persons might have differing effects on these positions, and whether LGBT contact holds the same effects …

The American Prosecutor And The Carceral State: An Analysis To Address Prosecutorial Power And Discretion In An Effort To Reduce Overincarceration In The United States, Olivia Jordan

Honors Theses

There is perhaps no other actor within our legal system that shares more power and control over the carceral state than the American prosecutor. This thesis examines the powers of the prosecutor at every stage of criminal procedure, how these powers contribute to the carceral state, and how prioritizing prosecutorial policy reform can effectively reduce persistent mass incarceration in the United States. This thesis uses three criteria- effectiveness at reducing overincarceration, feasibility of implementation, and ethical impact- to critically evaluate several proposals for addressing prosecutorial power and discretion. Ultimately, the thesis recommends a combination of three proposals for a more …

Promoting Health Equity Among Racial And Ethnic Minorities During And After The Covid-19 Pandemic, Alexandra Viramontes, Deserry Salgado

Electronic Theses, Projects, and Dissertations

Racial and ethnic minorities experience disproportionate health outcomes during a pandemic, yet preparedness plans have failed to address the social determinants of health that produce the most severe impact. By examining social workers’ perspectives on the health disparities faced by racial and ethnic minorities during the COVID-19 pandemic, this study provides insight into the ways in which services can be improved in a future health crisis. In this exploratory study, a qualitative approach was utilized where social workers were asked to participate in interviews consisting of open-ended questions. The qualitative data was obtained in the form of interview transcripts, which …

Quality Of Care: A Business Case For Us Hospitals, Iwimbong Kum Ghabowen

UNLV Theses, Dissertations, Professional Papers, and Capstones

The Patient Protection and Affordable Care Act present some threats and opportunities to many hospitals across the USA. Under the Value-Based Purchasing Program, acute care hospitals' rewards are tied to incentive payments for the quality of care provided in the inpatient hospital. In the last 20 years, growing research has examined the effects of the quality of care on the financial performance of hospitals. There is a gap in the literature, particularly exploring the relationship between quality and hospital financial performance using national samples. This dissertation investigates the association between patients' experience of care, 30-day readmission rates, and case-mix-index (CMI) …

Nonprofit Organizational Performance Measurement And Accountability: Funders Vs. Clients/Missions, Mavis Mansah Agbakpe

School of Public Service Theses & Dissertations

Nonprofit organizations have funders and clients as their stakeholders whose needs, expectations, or demands might vary. A means through which nonprofit organizations portray their accountability to these stakeholders is through performance measurement. The Effect Of Rhetoric On Progressive Health Care Reform Policies’ Public Perception, Megan Geher

Honors Theses

Health care is one of the most contentious issues in United States politics today, and there are a variety of reform plans on the table. In order for these reform plans to be politically feasible, it is fundamental that the rhetorical framing strategies utilized are done so with caution. In this paper, I seek to understand to what extent rhetorical framing plays a role in how Americans perceive progressive health care reform plans. While there are many factors that go into public support of policies, rhetoric is one factor that cannot be ignored, as it has shown to have significant …

What factors and guidelines informed the decision-making process in K-12 public schools during the COVID-19 pandemic and who were the key stakeholders? This study examines three school district types – a large city, medium city, and small-town – across Minnesota as case studies to unpack how policy decisions were made during the pandemic. Stakeholder interviews uncovered that the school decision-making process was a) connected to a district's political opinions, b) made by the superintendent and school board, c) primarily influenced by …

Striving For Protection: Whistleblowers In Jordan, Wa'ed Alshoubaki, Michael Harris

Public Administration Faculty Research

Whistleblowers take it upon themselves to protect public goods and resources by blowing the whistle on corruption. Yet, they are at risk of facing retaliation from their employers, as well as of experiencing firing, unfair appraisal, and isolation at work. In this article, we investigate the extent of whistleblower protection in Jordan. We discuss whistleblowers’ significant role in reporting wrongdoings and fighting corruption, as well as the price that whistleblowers pay to protect the public interest. In this study, we used the protection analysis approach by identifying the potential risks to which whistleblowers are exposed. Specifically, we used official documents …
