The conceptualization and implementation of open government practices have evolved over the years, encompassing numerous actions that increase transparency, participation, and collaboration. While states mandate some open government practices for municipal governments, they also often implement optional forms independently. This paper examines how four mid-sized cities implement two such optional forms: government boards and open government data.

In the American system of government, courts are designed to operate within the legal sphere, with limited political interference. Is it possible, though, that a behavior that is at the heart of the political process can be influenced directly by a judicial decision? Focusing on voter registration big data for the universe of voters in North Carolina around the time of Dobbs v. Jackson Women’s Health Organization, the authors assess the roles of gender, political party affiliation, and age in voter registration. Rural education issues in K-12 public schools are understudied despite a large rural student population in the U.S. This dissertation studies how different federal definitions of rural change how rural school districts and their diverse communities are portrayed, in comparison to their non-rural counterparts. This study also explores the recent federal rural policy changes on rural district revenue and student academic outcomes.

There was little research to date on how these changes may have influenced the recruitment, retention, and promotion of female naval officers. Excessive polarization, partisanship, and animosity can promote legislative gridlock in the American political electorate and can have a negative impact on democracy. Abstract: The earthquake that hit Haiti on January 12, 2010, caused massive destruction of its capital city Port-au-Prince and its suburbs and killed over a quarter of million people. The recovery period that followed required effectiveness to plan and mobilize resources. The United States military has seen a continued rise in the use of illicit performance enhancing substances, particularly androgenic-anabolic steroids (AAS), by service members in highly demanding occupational specialties. Cultural stereotypes that link Black race to crime in the U.S. originated in and are perpetuated by policies that result in the disproportionate criminalization and punishment of Black people. The scientific record is replete with evidence that these stereotypes impact perceivers’ perceptions, information processing, and decision-making in ways that produce more negative criminal legal outcomes for Black people than White people. Covid-19 shed a painful light on racial health disparities. As health officials asserted their public health authority to stop the pandemic and promote health equity, elected officials moved to limit their ability to do so. This paper examines the impact of the interaction between fiscal and monetary policy on Nigeria's stock market performance for the period 2011:M11 — 2019:M12. Bounds test results indicate a run relationship among the variables. Further results indicate that Nigeria's all-share index increases with government expenditure in the short- and long-run, but increases with the interest rate in the short run only. Government revenue hurts AS in the short run, suggesting that the revenue-generating activities of government cause a crowding-out effect in the market. The study therefore recommends the synchronisation of both policies in any model intended for formulating stock market …
