Community Resurrection: Qualitative Research Exploring Methods In Revitalizing Historic Districts Without Gentrification, Gayle Yvonne Green

This qualitative study examines redevelopment and historic preservation in the Lincoln Street Historic District of Gary, Indiana. Established in 1906 by the United States Steel Corporation, Gary grew as a major industrial center before experiencing decades of disinvestment, abandonment, and renewed interest from commercial investors. Despite the district’s architectural and cultural significance, its historic structures and surrounding neighborhoods continue to face deterioration and redevelopment pressures.
Using a case study approach, this research explores the perspectives of seven residents and two business owners with longstanding ties to the district. Through interviews, participants identified resources needed to revitalize blighted and abandoned properties, …

Proposed regulations for alcohol advertising prevent beverage companies from targeting people under the legal drinking age. However, similar regulations for alcohol alternative beverages are less explored, which could allow alcohol alternative products to create awareness for alcoholic beverages among youth. Alcohol alternatives beverages, including no-alcohol and low-alcohol products, are increasing in popularity and can function as compliments to alcoholic products to decrease the total alcohol volume consumed or as substitutes for alcoholic products. This thesis fuses Chicane Latine Studies (CLS) and Public Policy methodologies to explore how student-centered organizations can incorporate Decolonial Feminism into their program evaluation pedagogy. In today’s society, the political economy, influenced by structural biases, gravely impacts marginalized communities by overlooking holistic wellbeing as a valid priority. Embodying Decolonial Feminism can help community organizations fight back against systemic inequities and redefine for themselves their existence. A starting point is adjusting how organizations conduct program evaluations. This dissertation comprises three essays that collectively explore the intricacies of subnational public finance in Indonesia: vehicle tax amnesty, property tax competition, and corruption. The research aims to understand the dynamics shaping fiscal policies at the subnational level.
In the first essay, I examine vehicle tax amnesty programs in Indonesia that have been very popular in dealing with high delinquency rates. From 2008 to 2020, provincial amnesties occurred every 2.5 years on average. Using the variation in the timing of the province’s amnesty adoptions, I estimate the effect of vehicle tax amnesty on vehicle tax revenue using difference-in-differences. The short-run …

This dissertation consists of three essays on urban/local public finance, specifically residential property tax assessment and the provision of local public services. A general theme of the essays is the interplay between local financial policies and housing markets. Both revenue (tax) and expenditure policies can have significant effects on housing prices which can, in turn, have feedback effects on current and future revenues and expenditures. In the first chapter, Assessment Regressivity and Capitalization of Property Taxes, I consider assessment regressivity, the phenomenon in which higher-priced homes tend to be underassessed while lower priced homes tend to be overassessed. This dissertation consists of three essays that explore different dimensions of financial dynamics in the public and nonprofit sectors. Each chapter examines how the fiscal behavior of neighboring jurisdictions, policy interventions, and financial practices influence fiscal decision-making and financial performance within these entities.
In the first essay, I investigate yardstick competition in local government spending in South Korea by leveraging the exogenous variation introduced by by-elections. This approach allows me to estimate the influence of neighboring jurisdictions on local expenditures. Contrary to previous empirical studies from other countries, my findings reveal no significant interdependence in spending among South Korean municipalities, …

This dissertation comprises three essays that investigate different facets of environmental hazards and their implications for policy and governance. While each essay examines a different topic area, they are all linked by examining how entities respond to incentives at the intersection of environmental risk and public policy. The US grapples with a housing crisis, exacerbated in part by a shortage of conventional mortgage loans. Data from 2020 reveals a severe racial disparity, with 27.1% of Black mortgage applicants denied compared to only 13.6% of White mortgage applicants. These denial trends are highly correlated with homeownership rates. Current trends in homeownership by race mirror or exceed those present during the discriminatory practices of the 1960s. Lenders often cite low credit scores and high debt-to-income ratios as grounds for denial. Latine immigrant households often face housing instability due to language barriers, immigration status, and limited access to government resources. Oregon farmworkers experience additional obstacles to safe and stable housing caused by low wages, a lack of affordable housing options, and social isolation. In light of the identified needs and lack of equitable access to resources that this group experiences, the Evicted in Oregon research team conducted focus groups with Latine immigrant and farmworker tenants in Multnomah, Washington, and Marion Counties. A Little Bird Told Me: The Lived Experiences Of Officers Who Participated In Deep Undercover Programs, Oakley Fungaroli

This study used interpretative phenomenological analysis to gather and analyze semi-structured interviews of seven participants who took part in deep undercover programs between the 1970s and 1990s. In the early 1980s, under pressure from civil rights advocates, law enforcement implemented policies restricting the use of undercover police officers in non-violent intelligence investigations. The new guidelines resulted in robust selection and training requirements for deep undercover assignments which became focused on those who advocated criminal acts in furtherance of social or political objectives. Federal agencies are directed, as a matter of United States Federal policy, to provide free, immediate public access to peer-reviewed scholarly publications that are produced with support from Federal research grant funding. Because copyright vests in the author of the work, agencies must have permission from the author in order to provide that access. Corporate groups comprise parent companies and one or more subsidiaries, which parents use to manage liabilities, transactions, operations, and regulation. Those subsidiaries can also be used to manage criminal accountability when multiple entities within a corporate group share responsibility for a common offense. A parent, for instance, might reach a settlement with prosecutors that requires its subsidiary to plead guilty to a crime, without conviction of the parent itself—a subsidiary-only conviction (SOC). The parent will thus avoid bearing collateral consequences—such as contracting or industry bars—that would follow its own conviction. The European Union Aviation Safety Agency (EASA) continues to promulgate Safety Management Systems (SMS) across aviation organizations when it recently issued SMS requirements for EASA certificated Part 145 maintenance, repair and overhaul (MRO) organizations and Part 21 Design & Manufacturing (D&M) organizations. Currently, the Federal Aviation Administration (FAA) has no such rule in place for these U.S.-based organizations, which may challenge those doing business in countries where EASA policies apply. This paper examines the fiscal motives behind municipal governments' decisions to allocate commercial and residential land when two categories of land use are subject to different fiscal revenue alternatives: business-related tax and/or land rent. We use urban parcel-level land transfers during China’s peak period of urbanization, match commercial parcels with residential parcels, and find significant price discounts on commercial parcels relative to adjacent residential parcels. The observed discounts arise from the future tax flows from commercial use, i.e., expected taxes from developed commercial land reduce its transfer price. The coastal shipping industry plays a crucial role in Korea’s industrial development by transporting essential goods for citizens and bulk shipments that are the backbone of national key industries from 28 trade ports and 22 coastal ports nationwide to inhabited islands. Since the revision of the Ship Safety Act in 2007, cargo truck drivers have been boarding the Ro-Ro (Roll-on, Roll-off) cargo ships along with the cargo as temporary passengers. This paper examines the disenfranchisement of formerly incarcerated people and the steps by which they can participate in civic society again. It delves into the history of these laws, both in the United States and abroad, and the philosophies behind disenfranchisement. It then uses Florida’s Amendment 4 as a case study in current debates surrounding voting rights. After a literature review on voting, it assesses the voting population inside prisons in states that allow it and includes policy recommendations for these states. Indigenous communities in Panamá face the same challenge that many Indigenous communities experience around the globe: a lack of recognition of their land rights. Over the last several decades, the Panamanian government has developed policies and ratified international agreements that recognize Indigenous rights. The comarcas that institutionalize these rights have had some success. However, despite a seemingly progressive framework for recognition, Indigenous communities across the country continuously have their rights violated by conservation projects and resource extraction efforts in the name of economic development. An analysis of opinion poll data on housing issues. The article finds that Americans generally believe that their community needs more housing of all types, but are more closely divided about whether such housing should be in their own neighborhoods. The article further finds that members of minority groups, lower-income Americans, and younger Americans are more pro-housing than older, affluent whites.

Over 1700 complete streets policies have been adopted by state and local government; these policies typically provide that streets shall be designed to benefit all users, not just motorists. This article analyzes some complete streets policies, and concludes that even above-average policies are often too vague and underfunded to significantly change the status quo. The article suggests a variety of reforms that might make complete streets policies more effective.

This study examines the lived experience of the perinatal population to understand how they can be supported from the lens of different ecological systems and what counselors can do to better serve people with uteruses during their perinatal experience. Furthermore, this study aims to utilize an inclusive framework for capturing the perinatal experience of people with uteruses and to explore barriers and facilitators to care through an ecological systems framework. The present study investigates the phenomenon of climate denial through a new theoretical framework of privilege. The analysis utilizes a feminist orientation that builds on a historical interpretation through the lens of colonialism. Through the dissection of current multidisciplinary understandings of climate denial and new concepts discovered in the review of academic literature and popular media, a compilation of theory, relationship, and connection is made. Systems of power and privilege are examined and connected to the mechanisms and maintenance of climate denial. The study sought to ascertain whether introducing democracy has adversely impacted Indigenous cultural practices in Ghana or whether the path to democracy has enhanced, shaped, or strengthened aspects of the country’s Indigenous culture. The study sheds some light on the realistic, symbolic, and pervasive threat(s) that transitional or Indigenous societies like Ghana undergoing the process of democratization face and must deal with. This study explores how the different aspects and variables will affect the experiences of animal adoption. Animal adoption is the process of adopting strays or abandoned animals, which is also an alternative to obtaining pets. The research provides a theoretical framework to further understand the dynamics of animal adoption in various dimensions, such as the drivers of animal adoption, the role of animal adoption organizations, and the normative expectations of animal adopters.
