This dissertation consists of three essays that explore different dimensions of financial dynamics in the public and nonprofit sectors. Each chapter examines how the fiscal behavior of neighboring jurisdictions, policy interventions, and financial practices influence fiscal decision-making and financial performance within these entities.

In the first essay, I investigate yardstick competition in local government spending in South Korea by leveraging the exogenous variation introduced by by-elections. This approach allows me to estimate the influence of neighboring jurisdictions on local expenditures. Domestic violence programs are essential resources for survivors of intimate partner violence (IPV). Programs offer services that go beyond providing safety and shelter. To improve outcomes, program staff have expanded services to meet the needs of survivors. One population of survivors that has gained attention in the peer-reviewed literature is survivors who use substances (SWUS). These survivors have unique needs and are at increased risk of IPV due to substance misuse. Research about the support available to SWUS after they access shelter is scarce. In today’s society, the political economy, influenced by structural biases, gravely impacts marginalized communities by overlooking holistic wellbeing as a valid priority. Disability-serving non-profit, non-governmental organizations (NGOs) play a critical role in fostering care networks and supporting humanitarian action for disabled people before and during emergencies, particularly in the absence of targeted philanthropic and governmental support. However, relatively few NGOs serving disabled people are led or operated by people with disabilities, especially by disabled women. Agricultural land protected by community land trusts (CLTs) is more likely to remain in active production due to the CLT’s ability to enforce land use practices and select tenants committed to farming. While land tenure approaches vary among CLTs, protected agricultural lands typically utilize long-term leases with affordable rents (Ela and Rosenberg, 2020). Such leasing arrangements enable farmers to access land at prices unaffected by escalating land values (Schwartz et al., 2013). Millennial church attendance has declined since the beginning of the new millennium. Intergenerational ambivalence has been known to contribute to this phenomenon. Through this action research, the researcher sought to determine what intergenerational factors have led to millennials’ continued or discontinued attendance within churches. A phenomenological qualitative approach centered around interviews for this study was used to determine these intergenerational factors. The sample was taken from a 1,100-member church in a major Texas metropolitan area. The goal was to help church leaders decrease relational distancing and reduce ambivalent factors to increase millennial engagement in this local congregation.

The connection between public administration and nonprofit administration has been in existence since ancient times, when individual volunteers (the predecessors of a formal nonprofit sector) met humanitarian needs to which the government was unwilling or unable to attend. Addams (1910) formalized this intersecting relationship during her time working in Chicago’s slums with refugees. Pandey & Johnsons (2019) drew connections between public administration, public policy, and nonprofit management.
