Organizational Planning Practices Under Uncertainty: The Case Of Ngos In Hadhramaut, Yemen, Khulood Taleb Alamodi

This study examines how local non-governmental organizations (NGOs) in Hadhramaut, Yemen plan and operate under conditions of fragility and uncertainty. Although strategic planning is often presented as a formal and structured process, NGOs in fragile settings face ongoing disruption, unstable funding, and weak institutions. This study asks how planning takes place in practice under these conditions. The study uses qualitative data from 22 semi-structured interviews with NGO leaders, staff, and external actors. A conceptual framework combining contextual fragility, resource dependence, organizational capacity and resilience, and legitimacy and networks was used to examine how these factors shape organizational planning. Previous research has indicated that an NGO’s funding stream can limit its organizational decision making and inadvertently cause NGOs to place the priorities of donors over that of their beneficiaries. Additionally, Western-international NGOs operating in the Global South have been accused of engaging and perpetuating imbalanced power structures, often facing accusations of racism. This thesis investigates what factors affect the financial sustainability of social enterprises (SEs) in Egypt, situating them within a constrained MSME, legal and sectoral context marked by informality, weak innovation and recurrent shocks. In this thesis I argue that improving diet in communities depends on building nutritional knowledge. In examining the role of community level organizations, I look specifically at how knowledge is conveyed through agriculture and gastronomy. This project analyzes how civil society organizations work to reintegrate individuals into food systems, compelling consumers to take agency over their diets and pursue better livelihoods. The industrialization of food systems has fundamentally changed the way humans connect with food and diet.
