The thesis consists of three papers. The first paper examines the effect of contracting out on the quality of road maintenance services using panel data. Selection bias has been controlled by accounting for the year, region, and topography. The results reveal a positive effect of contracting out on the quality of road maintenance. The findings are robust to alternative model specifications including transformations of some control variables and heterogeneous analyses based on the road length and the residential status. We propose training and providing contractors with incentives to impact the state of roads positively. The second paper considers that politics …

This fact sheet summarizes a report by Mark Muro and Yang You of the Metropolitan Policy Program at the Brookings Institution titled, “In some cities, the pandemic’s economic pain may continue for a decade.” Using February 2021 Bureau of Labor Statistics (BLS) economic baseline data, the original report projects employment change for states and metros from prior to the COVID-19 pandemic to 2029. This fact sheet summarizes the findings for Mountain West states (Arizona, Colorado, Nevada, New Mexico, and Utah) and the major metropolitan statistical areas (MSAs) in each state.

The LEI-N rose by 1.17% during June 2021, the ninth consecutive monthly increase. Steady improvement in the leading indicator implies that economic growth will be strong in Nebraska during the second half of 2021. Three components of the leading indicator rose during June. Business expectations, airline passenger counts, and initial claims for unemployment insurance all showed improvement. Specifically, respondents to the June Survey of Nebraska Business reported plans to increase sales and employment in the state over the next six months. Practitioners in the sciences have used the “flow” of knowledge (post-test score minus pre-test score) to measure learning in the classroom for the past 50 years. Walstad and Wagner, and Smith and Wagner moved this practice forward by disaggregating the flow of knowledge and accounting for student guessing. These estimates are sensitive to misspecification of the probability of guessing correct. This work provides guidance to practitioners and researchers facing this problem. When a principal relies on an agent, a conflict of interest can encourage the agent to provide biased advice. Conventional wisdom suggests that such behavior can be reduced through disclosure requirements. However, disclosure has been shown to exacerbate self-serving bias and can actually lead to greater harm for the principal in one-shot interactions. But in many naturally occurring settings, agents form reputations, a mechanism that could diminish the incentive to provide biased advice. Introduction: Food insecurity is a problem for individuals across Ohio, including those living in Appalachia. Adequate access to resources that help combat food insecurity is important for these populations.

Purpose: To examine how rurality relates to food insecurity and need for food resources, as well as availability of those resources including food pantries and soup kitchens, in 15 northern Ohio Appalachian counties.

Methods: A cross-sectional study with a geographical analysis was conducted using data from the American Community Survey census data, County Health Rankings data, and regional foodbank websites.

Introduction: Triple negative breast cancer is an aggressive breast cancer with decreased five-year survival, increased risk for recurrence, and higher risk for metastases. Unlike other breast cancers, it has no targeted treatment and has heterogeneous genetics which make classification and treatment difficult.

Purpose: The purpose of our research was to compare triple negative breast cancer to non-triple negative breast cancer to identify key epidemiologic factors that might lead to improved basic science directives for biomarkers, treatments, and classification.

Background: West Virginia ranks 1st nationally in the prevalence of hypertension (HTN; 43.8%) and diabetes (16.2%). Patients with type 2 diabetes mellitus (T2DM) are distressed over physical and psychological burden of disease self-management.

Methods: This study investigated the effectiveness of an intervention to reduce diabetes distress and outcomes [glycemic control, blood pressure (BP)] among T2DM adults with comorbid HTN. Participants were randomized to a 12-week diabetes and hypertension self-management program versus a 3-month wait-listed control group. Introduction: Central Appalachia has been disproportionately affected by the opioid epidemic and overdose fatalities. We developed West Virginia Peers Enhancing Education, Recovery, and Survival (WV PEERS), a program based on peer recovery support, to engage individuals using opioids and link them with a range of services.

Methods: Community partners providing services to individuals with opioid use disorder (OUD) were identified and collaborations were formalized using a standardized memorandum of understanding. In digital advertising, a publisher selling impressions faces a trade-off in deciding how precisely to match advertisers with viewers. A more precise match generates efficiency gains that the publisher can hope to exploit. A coarser match will generate a thicker market and thus more competition. The publisher can control the precision of the match by controlling the amount of information that advertisers have about viewers. We characterize the optimal trade-off when impressions are sold by auction. The publisher pools premium matches for advertisers (when there will be less competition on average) but gives advertisers full information about lower quality matches.

In this brief we examine work and work-based policies in Las Vegas, Nevada – a theme that emerged strongly from focus group data collected in the fall of 2019. The middle-class Americans we talked with were concerned about upward mobility, the changing landscape of work as a result of automation and skills training, scheduling uncertainty, and employee benefits like time off and paid leave.
