Export Instability, Investment And Economic Growth In Developing Countries, David Lim Jan 1987

Export Instability, Investment And Economic Growth In Developing Countries, David Lim

Support & Other Units (THEi)

Export instability is often seen to be detrimental to the economic growth of those developing countries which have a large export sector and which depend on a few primary products for this export. One of the arguments against export instability is that it produces instability in government revenue which leads to instability in government expenditure. This instability in government expenditure is then seen to affect economic growth adversely in two ways...

Ability Of The Imf-Cff To Stabilize Export Earnings, David Lim Jan 1987

Ability Of The Imf-Cff To Stabilize Export Earnings, David Lim

Support & Other Units (THEi)

Finger and Dceosa (1980)1 have shown that the International Monetary Fund's Compensatory Financing Facility (IMF-CFF) did not succeed in reducing the export earnings instability of 71 participating countries over the period 1963-1977. In fact, the IMF-CFF increased, rather than decreased, the export instability of 35 of the 62 participating developing countries, and of 5 of the 9 participating developed countries. Finger and Derosa identified four features of the IMF-CFF which could have reduced its effectiveness in stabilizing export earnings...

A Second Chance: Meeting The Needs Of Adult Learners, Elizabeth F. Fideler Jan 1987

A Second Chance: Meeting The Needs Of Adult Learners, Elizabeth F. Fideler

New England Journal of Public Policy

Changing demographics and economic factors are focusing national attention on adult learning as a major resource for solving many of the nation 's social and economic dilemmas. However, adult learners, the poor especially, face obstacles to educational advancement even where tuition is waived or incentive grants are given. Despite the considerable recent growth of adult education, the vast number of those who need it the most are not as yet participating. This article examines adult-education practices and participation in general — in the areas of literacy, occupational education, and higher learning — and conditions in Massachusetts in particular. It explains …

Are We A Nation Of Tax Cheaters? New Econometric Evidence On Tax Compliance, Jeffrey A. Dubin, Michael J. Graetz, Louis L. Wilde Jan 1987

Are We A Nation Of Tax Cheaters? New Econometric Evidence On Tax Compliance, Jeffrey A. Dubin, Michael J. Graetz, Louis L. Wilde

Faculty Scholarship

In 1982, then Commissioner of Internal Revenue Roscoe Egger reported to Congress that legal sector noncompliance with the Federal Income Tax statutes generated an "income tax gap" of $81 billion in 1981, up from $29 billion in 1973. He further projected a gap of $120 billion for 1985 (U.S. Congress, 1982). Perceptions of accelerating noncompliance inspired a crisis mentality within the Internal Revenue Service, Congress, and the tax bar.

The IRS responded in part by funding a major independent study of tax noncompliance via the National Academy of Sciences, and the American Bar Foundation initiated an investigation of its own …

The Global Correspondence Principle: A Generalization, Jagdish N. Bhagwati, Richard A. Brecher, Tatsuo Hatta Jan 1987

The Global Correspondence Principle: A Generalization, Jagdish N. Bhagwati, Richard A. Brecher, Tatsuo Hatta

Faculty Scholarship

This paper generalizes the Global Correspondence Principle by extending, in two major ways, Paul Samuelson's 1971 analysis of the exchange rate response to an international purchasing-power transfer. We analyze the price effect of a shift in any parameter, not necessarily a transfer. We then explore the resulting adjustments in any nonprice variable such as we/fare. As our analysis shows, the direction of these adjustments depends neither on whether they are small or large nor on whether equilibrium is locally stable or unstable.

Ultimate Sources Of Aggregate Variability, Robert J. Shiller Jan 1987

Ultimate Sources Of Aggregate Variability, Robert J. Shiller

Cowles Foundation Discussion Papers

What, ultimately, is different from quarter to quarter or year to year that accounts for the fact that macroeconomic variables change over these intervals? That is, which are the biggest ultimate sources, in terms we may say of tastes, technology, endowments, government policy, industrial organization, labor-management relations, speculative behavior, or the like, that change to cause this variability? There are a bewildering variety of claims in the literature for such ultimate sources. Far fewer efforts have been made to give a breakdown of the variance of macroeconomic aggregates by Pigou (1929) and Fair (1987). The nature of the evidence for …

Optimal Choice Of Monetary Policy Instruments In A Macroeconometric Model, Ray C. Fair Jan 1987

Optimal Choice Of Monetary Policy Instruments In A Macroeconometric Model, Ray C. Fair

Cowles Foundation Discussion Papers

It has been nearly twenty years since Poole (1970) wrote his classic article on the optimal choice of monetary policy instruments in a stochastic IS-LM model. Poole assumed that the monetary authority (henceforth called the Fed) can control the interest rate or the money supply exactly. These are the two “instruments” of monetary policy. If the aim is to minimize the squared deviation of real output from its target value, Poole showed that the choice of the optimal instrument depends on the variance of the error term in the IS function, the variance of the error term in the LM …

Statistical Inference In Regressions With Integrated Processes: Part 2, Joon Y. Park, Peter C.B. Phillips Jan 1987

Statistical Inference In Regressions With Integrated Processes: Part 2, Joon Y. Park, Peter C.B. Phillips

Cowles Foundation Discussion Papers

This paper continues the theoretical investigation of Park and Phillips [7]. We develop an asymptotic theory of regression for multivariate linear models that accommodates integrated processes of different orders, nonzero means, drifts, time trends and cointegrated regressors. The framework of analysis is general but has a common architecture that helps to simplify and codify what would otherwise be a myriad of isolated results. A good deal of earlier research by the authors and by others comes within the new framework. Special models of some importance are considered in detail, such as VAR systems with multiple lags and cointegrated variants.
