Corporate Loans To Directors And Officers -- Every Business Now A Bank?, Jayne W. Barnard Jan 1988

Corporate Loans To Directors And Officers -- Every Business Now A Bank?, Jayne W. Barnard

Faculty Publications

In most states, a corporation may loan money to an officer or director if the board of directors authorizes the loan and finds that it will "benefit" the corporation. According to Professor Jayne W. Barnard, however, this benefit requirement has proved to be an illusory standard. Barnard reviews existing law on the subject and surveys the executive lending practices of 152 publicly held corporations. She concludes that executive loan enabling statutes have failed to consider the risks involved in making such loans, such as illiquidity, inadequate collateralization, inclination to default, and volatility of the economy. As a result, current laws …

'Small Profits': Strukturmerkmale Und Entwicklungsprobleme Der Urbanen Individualwirtschaft In Der Vr China, Wolfgang Jamann, Thomas Menkhoff Jan 1988

'Small Profits': Strukturmerkmale Und Entwicklungsprobleme Der Urbanen Individualwirtschaft In Der Vr China, Wolfgang Jamann, Thomas Menkhoff

Research Collection Lee Kong Chian School Of Business

This article intends to analyse recent structural patterns, development problems and the reasons for rehabilitation of the urban private economy in the People’s Republic of China since 1978. The authors start from the thesis that the so-called “private sector” in China is not comparable with its “out”-differentiated counterpart in Western industrial countries, but is interlaced, in a complex way, with informal, partly illegitimate activities, interpersonal relation-networks (“guanxi”) or economic transactions of state/collective factories. The article illustrates the subordinate situation of the individual labourers in terms of their political regulation by (sometimes restrictive) licence procedures, taxes and fees; resource supply problems …

The Informational Content Of Ex Ante Forecasts, Ray C. Fair, Robert J. Shiller Jan 1988

The Informational Content Of Ex Ante Forecasts, Ray C. Fair, Robert J. Shiller

Cowles Foundation Discussion Papers

The informational content of different forecasts can be compared by regressing the actual change in a variable to be forecasted on forecasts of the change. We use the procedure in Fair and Shiller (1987) to examine the informational content of three sets of ex ante forecasts: the American Statistical Association and National Bureau of Economic Research Survey (ASA). Data Resources Incorporated (DRI), and Wharton Economic Forecasting Associates (WEFA). We compare these forecasts to each other and to “quasi ex ante” forecasts generated from a vector autoregressive model, an autoregressive components model and a large-scale structural model (the Fair model).

The Port Sudan Small Scale Enterprise Program, Eve Hall

Poverty, Gender, and Youth

Euro-Action ACORD (EAA) is a consortium of 20 European and Canadian aid agencies working in refugee farming settlements in Central and Southern Sudan, and with various rural development projects in other parts of Africa, which responded to a request from the Sudanese Commissioner of Refugees to work in Port Sudan. This was the first time the agency considered working with poor urban people, and staff were determined to understand the economic and social forces which governed life in the slums. The program noted a number of findings that will help determine its future: reaching out to women where they live …

Aspects Of Countertrade And Development, William Rieber Jan 1988

Aspects Of Countertrade And Development, William Rieber

Scholarship and Professional Work - Business

Countertrade or international barter has enjoyed a flourish of activity during the 1980s. Some authors have suggested that countertrade is an effective development tool for third world countries and indeed represents the beginning of a rearrangement of the international economic order in favor of lesser developed. countries....On the other hand, others have suggested that countertrade is an aberration reflecting a misguided understanding of international trade and finance by LDC policymakers.

A Second Chance: Training For Jobs, Sar A. Levitan, Frank Gallo

Upjohn Press

Levitan and Gallo make use of their considerable experience and prior research to provide a critical assessment of the Job Training Partnership Act (JTPA). Anyone interested in the JTPA or other job training program will benefit from the assessments provided by the authors in this book.

Advance Notice Provisions In Plant Closing Legislation, Ronald G. Ehrenberg, George Jakubson

Upjohn Press

After summarizing the theoretical arguments for and against plant closing legislation, the authors present results of empirical analyses, based on the Bureau of Labor Statistics Survey of Displaced Workers and other data sources, that show that having advance notice appears to reduce the probability that a displaced worker will suffer any spell of unemployment.

Plant Closings And Worker Displacement: The Regional Issues, Marie Howland Jan 1988

Plant Closings And Worker Displacement: The Regional Issues, Marie Howland

Upjohn Press

Howland examines the relationship between regional employment shifts and plant closures and describes the implications of that relationship for displaced worker study. Her findings support an argument against industrial policy as a means of slowing the pace of worker dislocation as well as against concession in wages, utility bills, and taxes as strategies for retaining local jobs. Howland also presents several policy options for both national policy makers and local economic development officials, and argues for increased federal support for local takeovers of closing branch plants and subsidiaries and for financial and adjustment assistance for displaced workers.

The Conflict Between Equilibrium And Disequilibrium Theories: The Case Of The U.S. Labor Market, Richard E. Quandt, Harvey S. Rosen Jan 1988

The Conflict Between Equilibrium And Disequilibrium Theories: The Case Of The U.S. Labor Market, Richard E. Quandt, Harvey S. Rosen

Upjohn Press

A fundamental controversy in labor economics is whether unemployment is better viewed as an equilibrium or disequilibrium phenomenon. The authors contend that answers to policy problems related to unemployment will depend on which of the two characterizations of the labor market is accepted. They note the effects of inflation, taxes, and unionization on unemployment and describe those factors' effects on the equilibrium/disequilibrium question by presenting both equilibrium and disequilibrium models of the U.S. labor market.

Medical Care Of Aids In New England: Costs And Implications, Stewart J. Landers, George R. Seage Iii Jan 1988

Medical Care Of Aids In New England: Costs And Implications, Stewart J. Landers, George R. Seage Iii

New England Journal of Public Policy

This article presents an overview of cost issues related to AIDS. Data from the Massachusetts Cost of AIDS Study are combined with epidemiological projections to estimate the cost of treating people diagnosed with AIDS in New England. Aggregate inpatient, ambulatory, and home care costs are estimated to be $96.9 million and $524.8 million through 1987 and 1991, respectively. These estimates represent a relatively small percentage of total health care costs for all illnesses over the same time period.

The authors find that the cost of treating AIDS does not affect all health care providers uniformly and therefore argue that appropriate …
