Engineering Management and Systems Engineering Faculty Research & Creative Works
Purpose of Review: Artificial intelligence (AI) in healthcare has evolved dramatically from early expert systems, which were initially considered replacements for clinical judgment, to today's collaborative frameworks that aim to augment physician decision-making. This evolution is particularly crucial in domains such as transplant surgery, where decisions carry irreversible consequences and require the integration of complex, often ambiguous data. Drawing on peer-reviewed literature from 2019 to 2025, we conducted a systematic review that analyzed key elements distinguishing successful human-AI partnerships from those that fail. Recent Findings: The ideal balance incorporates human expertise into AI systems through weighted integration approaches, rather than …

Integrating Gis With Interim Payment Valuation In Road Construction Projects: A Conceptual Framework, Abdulrahman I. Iro, Juma M. Matindana, Julian Ijumulana
Tanzania Journal of Engineering and Technology (TJET)
Abstract
Interim Payment Valuation is a critical process in road construction contract administration, yet conventional valuation practices remain heavily dependent on manual measurements, fragmented documentation, spreadsheets, and professional judgement. These limitations can affect measurement accuracy, transparency, traceability, and the timeliness of payment certification. Although Geographic Information Systems have increasingly been applied to construction planning, quantity measurement, progress monitoring, infrastructure management, and decision support, their integration with contractual and financial processes for interim payment valuation remains insufficiently explored. This study therefore develops a conceptual framework for integrating GIS with Interim Payment Valuation in road construction projects. A PRISMA-guided structured literature review …

Tanzania Journal of Engineering and Technology (TJET)
Road construction projects in developing countries including Tanzania experience several challenges including cost overruns, schedule delays and poor quality. The causes of these challenges include complex interdependencies project’s uncertainty factors. This makes traditional methods for predicting Key Performance Indicators (KPIs) less effective. This study has developed a robust Artificial Neural Network (ANN) model for accurate modelling and predicting KPIs for road construction projects in Tanzania. The analysis was based on data obtained from 281 projects implemented by TANROADS in 11 regions from 2015 to 2025. Fourteen uncertainty factors were measured on a five-point Likert scale and screened using Principal Component …

Voltage-Related Power Quality Issues And Impacts On Distribution Networks With Sensitive Loads - A Review, Godwin Elinazi Mnkeni, Jackson Justo, Aviti Thadei Mushi, Bakari M. M. Mwinyiwiwa
Tanzania Journal of Engineering and Technology (TJET)
Voltage disturbances are the most important power quality (PQ) complications that customers and power utilities face in this smart era. The growing adoption of sophisticated electronic equipment and integration of renewable energy sources (RES) into power grids has increased the susceptibility of power distribution networks (PDNs) to voltage sags, swells, interruptions, flicker, and voltage imbalance. These disturbances, mainly caused by upstream faults, switching operations, and RES integration, compromise voltage PQ and system reliability. Consequently, they accelerate equipment degradation, increase electronic waste (e-waste), raise reactive power demand and maintenance costs, increase power losses, and impose substantial economic losses on customers and …

Modeling Preannouncement And Launch Timing Decisions For Product Line Extension Under Innovation Uncertainty And Resource-Sharing Dual-Sourcing Supply Chain, Adewole Adegbola, Venkat Allada
Engineering Management and Systems Engineering Faculty Research & Creative Works
This research seeks to develop a system dynamics (SD) model to address challenges associated with the product line extension (PLE) problem. In this work, we specifically consider the "Two-Generation Product Line Extension (TGPLE) Problem", where a firm introduces a product variant in the market and plans to extend the launch to include a newer generation product in a resource-sharing dual-sourcing (RSDS) environment. We begin by identifying the key factors that influence product line extension, and we developed a TGPLE-RSDS construct based on three (3) inter-related systems: Market System, Production System and Supply Chain System. The proposed TGPLE-RSDS construct also illustrates …

Breaking The Build: Detecting Software Supply Chain Vulnerabilities In Ci/Cd Pipelines, Mercedes R. Wahl, Dr. Benjamin Yankson
Military Cyber Affairs
This study examines whether integrating structured DevSec- Ops security controls into CI/CD pipelines can reduce software supply chain risk by preventing vulnerable components from progressing through the software development lifecycle. Software supply chain attacks frequently originate from weaknesses or compromises within dependencies, build environments, and trusted development stages, making early detection essential. A controlled sandbox experiment compared two pipeline configurations: a baseline CI/CD pipeline with no automated security enforcement and a secure DevSecOps pipeline integrating automated vulnerability scanning, SBOM generation, and artifact integrity verification. A known vulnerable dependency, the Python requests package (version 2.19.0) associated with CVE-2018-18074, was intentionally introduced …

Mitigating Common Vulnerabilities And Exposures In Cobol-Based Critical Systems Using The Strangler-Fig Pattern, Lauren E. Caruso, Vincent J. Compeau, Assefaw H. Gebremedhin
Military Cyber Affairs
COBOL-based legacy systems continue to underpin critical infrastructure in banking and government sectors despite their age and associated cybersecurity risks. Originally developed through a Department of Defense–sponsored initiative to standardize business computing, COBOL remains widely used in mission-critical environments. However, these systems face increasing vulnerabilities due to outdated security architectures, workforce shortages, and rising maintenance costs. This paper examines cybersecurity and operational challenges associated with COBOL systems and evaluates the Strangler Fig pattern as a modernization strategy that enables incremental replacement while maintaining continuity. The findings highlight implications for financial institutions and public-sector organizations dependent on legacy infrastructure.

Llm-Generated Countermeasures For Iot Cyberattacks, James Alger, Michael Tu
Military Cyber Affairs
The rapid expansion of the Internet of Things (IoT) has introduced significant cybersecurity challenges, particularly for resource-constrained devices that traditional intrusion detection systems often fail to protect effectively. This paper proposes a novel, two-phase autonomous security pipeline designed to bridge the gap between probabilistic threat detection and deterministic network enforcement. The framework first utilizes a custom Time Series Transformer (TST) to classify multivariate network traffic and identify specific attack vectors, such as ransomware, SQL injections, and malicious file uploads. In the second phase, an agentic AI layer, comprising a locally hosted Large Language Model (LLM) orchestrated via LangGraph, processes the …
Spatial Markov Equilibrium Models For Taxi Services: Driver Decision, Search Friction, And Locational Pricing, Yanchao Liu
Spatial Markov Equilibrium Models For Taxi Services: Driver Decision, Search Friction, And Locational Pricing, Yanchao Liu
Industrial and Systems Engineering Faculty Research Publications
This paper develops a modeling framework for stochastic multi-agent systems and applies it to equilibrium and pricing analysis in urban taxi markets. Travel demand is represented as a trip network and embedded in a Markov chain that captures both locational and in transit taxi states, with transition dynamics reflecting trip durations, search frictions, spatial competition, and drivers’ perceptions of long-term value. The framework features a parametric Markov chain with endogenous transition probabilities and a behavioral model in which agents’ decisions depend on anticipated long-term rewards. We establish equilibrium existence and examine two locational pricing schemes that align individual incentives with …

Consultancy-related variations remain one of the leading causes of cost overruns, schedule delays, quality deficiencies, and contractual disputes in public building projects. Although various studies have been undertaken to document the causes of variations in construction works, the same level of interest has not been shown for consulting services variations across the consulting services spectrum and their consequences for effective management. This study explores variations in consulting services for public works by systematically reviewing the existing literature using the PRISMA (Preferred Reporting Items for Systematic reviews and Meta Analyses) guidelines. Relevant articles published from 2020 to 2026 were retrieved from …

Tanzania Journal of Engineering and Technology (TJET)
A Decision Support Tool (DST) represents a transformative way of modernising maintenance practice on the permanent-way infrastructure of Meter Gauge Railway (MGR). Maintenance practice remains largely reactive, as the MGR plays a strategic role in transporting both freight and passengers, resulting in inefficient resource allocation, high operational risk, and growing Lifecycle expenses. This concept paper explores the potential and the design challenges for a DST that combines fuzzy analytic hierarchy process (Fuzzy-AHP) modelling, multi-criteria decision analysis (MCDA), Geographic Information Systems (GIS) and predictive machine learning (ML) analytics for evidence-based, future-oriented maintenance management. The paper draws on peer-reviewed studies from …

Individualized Bayesian Inference Identifies Novel Genetic Variants For Parkinson's Disease, Jin Ren, Yasaman J. Soofi, Md Asad Rahman, Qing Lu, Jinling Liu
Engineering Management and Systems Engineering Faculty Research & Creative Works
Parkinson's disease (PD) is a complex neurodegenerative disorder with a significant genetic component. While genome-wide association studies (GWAS) have been instrumental in identifying genetic variants associated with PD, the reliance on large sample sizes and population-level analyses may overlook variants with lower minor allele frequencies or individual-specific relevance. Individualized Bayesian Inference (IBI) offers a promising method to complement GWAS by identifying and prioritizing candidate genetic markers at both the individual and patients-like-me subgroup levels. This study evaluates the application of IBI to PD genetics, using GWAS as a baseline for comparison. We analyzed genetic data from the Fox Insight online …

Optimal Procedure For Measuring The Parameters Of Optical Signals Considering Noise, Yuriy Gennadyevich Shipulin, Azimjon Mamadaliyevich Xusanov
Chemical Technology, Control and Management
It has been shown that to achieve the required level of measurement accuracy and reliability, it is necessary to transition from quality control of finished products to quality management based on cost-effective methods during the stages when product properties are formed. It is shown that the complexity of measuring optical signal parameters during analysis or synthesis requires them to be considered as part of a general information processing system. Based on the nonlinear filtration method, an optimal procedure for measuring a variable position in time against a background of spatial noise was obtained. Structural diagrams of optimal measuring instruments for …

Robust-Adaptive Estimation Of Unmeasurable States And External Disturbances Of A Dynamic Object Based On An Augmented Kalman Filter, Husan Igamberdiev, Uktam Farkhodovich Mamirov, Lu Liu, Bohong Wang, Bunyod Buronov
Chemical Technology, Control and Management
The paper addresses the problem of joint estimation of the directly unmeasurable states of a dynamic object and of external disturbances when information is available only on the control inputs and on the measured output signals. To solve this problem, a robust-adaptive algorithm based on an augmented Kalman filter is proposed, in which the external disturbance is included in the extended state vector. Two operating modes of the algorithm are considered. For slowly varying disturbances, a random-walk model with a constant process-noise covariance is used, whereas for rapidly varying inputs a signal adaptation driven by the normalized innovation is proposed. …

Fast Algorithms For Combined Synthesis Of Dynamic Object Control Systems, Isomiddin Khakimovich Siddikov, Gulchexra Alimova
Chemical Technology, Control and Management
The paper considers the issues of combined synthesis of a control system for a nonlinear dynamic object. The combined synthesis algorithms are based on the hybrid application of the theory of ordinary differential equations in the Cauchy form and the theory of automatic control. In this case, the dynamics of the control system are described in the input-output representation and by state-space equations. Algorithms for solving stabilization problems, finite control, and the inverse dynamics problem are presented in explicit form. These algorithms are based on the concept of reducibility of a general Cauchy-form system to the block-canonical Frobenius form. The …

Development And Uncertainty Assessment Of Secondary Method For Ph Measurement In Physicochemical Measurements, Sarvar Rakhmatullaev, Dostonbek Xujakulov, Mohinur Nigmatova
Chemical Technology, Control and Management
In physicochemical measurements across various industries, laboratory analyses commonly require the determination of pH as an indicator of hydrogen ion activity in aqueous solutions. Ensuring the accuracy and reliability of these measurements, obtaining precise readings from pH measuring instruments, and maintaining overall measurement quality represent critical challenges in guaranteeing the safety of both products and processes. This requires constant monitoring, accuracy assessment, calibration, metrological verification, and control of measuring instruments. In this case, it should be carried out not with solutions prepared in any laboratory, but with certified reference materials (СRM) with appropriate regulatory framework, ensuring metrological observation. …
Nonlinear System Identification Based On Fuzzy Radial Basis Neural Network With Multi-Connected Weight Connections, Kabul Khudaybergenov
Nonlinear System Identification Based On Fuzzy Radial Basis Neural Network With Multi-Connected Weight Connections, Kabul Khudaybergenov
Chemical Technology, Control and Management
This paper builds on our earlier radial basis function network with multiple connections (RBFMC) by placing it within a fuzzy inference framework for nonlinear system identification. The idea is inspired by the diversity of neurotransmitters found in biological neurons: instead of a single hidden-to-output weight, RBFMC gives each hidden unit a multi-dimensional connection whose components act as independent filters. Once fuzzy logic is added, each hidden neuron becomes a fuzzy rule, and its antecedent is built from several Gaussian membership functions, one per connection. The resulting Fuzzy RBFMC produces an interpretable, multi-filter description of local regions of the input space …

Performance Evaluation Of Controllers Using Fuzzy Delphi And Ahp Techniques, Kamala. R. Aliyeva, Nihad Mehdiyev, Shamil Mehdi
Chemical Technology, Control and Management
This study introduces an enhanced decision-support framework that integrates the Fuzzy Delphi method with the Analytic Hierarchy Process (AHP) to improve controller tuning and performance evaluation in uncertain environments. Traditional tuning techniques typically depend on crisp expert judgments and deterministic performance indices; however, industrial control systems are characterized by nonlinear behaviors, uncertain parameter variations, and subjective expert evaluations that are often vague or inconsistent. The Fuzzy Delphi procedure is applied to systematically gather, filter, and consolidate expert insights, enabling a refined set of performance criteria such as stability margins, robustness to disturbances, settling time, overshoot, control effort, and energy consumption …

A modified eye bolt from the David Arm Manhole Storage Tank underwent thorough metallurgical study due to the consequences of the bolt's malfunction during operation. Safety issues arose when the manhole door detached during operation. The mechanical testing and chemical composition analysis of the bolts indicated they were manufactured from an ASTM A193 Grade B7 material used for high-temperature bolting. This material did not conform to the engineering drawing, which mentioned SA 563A, which is about nuts, not bolts. This contradiction clearly shows that the eye bolt which was installed does not conform to the intended design. Welded connections of …

While these systems offer considerable benefits, ensuring safe and optimal human-AI interaction requires further research. In the case of student pilots, trust calibration, system transparency, and appropriate reliance are all factors that influence the operational success of an integrated AI system. The systems are designed with the goal of decreasing cognitive workload, increasing situational awareness (SA), and providing data-based recommendations to help the pilot make quick and accurate decisions. This study will evaluate the effects of disclosed vs undisclosed AI accuracy on student …
