การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษานโยบาย แนวทางยุทธศาสตร์ การบูรณาการ บทบาทและโครงสร้างองค์การ ของศูนย์อำนวยการรักษาผลประโยชน์ของชาติทางทะเลที่เกี่ยวข้องกับด้านการป้องกันและปราบปรามกระทำอันเป็นโจรสลัดและการปล้นเรือโดยใช้อาวุธ 2) เพื่อวิเคราะห์ปัญหา อุปสรรค และข้อขัดข้องในการดำเนินการด้านการป้องกันและปราบปรามโจรสลัดฯ ภายใต้บทบาทของ ศูนย์อำนวยการรักษาผลประโยชน์ของชาติทางทะเล (ศรชล.) 3) เพื่อนำเสนอแนวทางการพัฒนาแบบบูรณาการของศูนย์อำนวยการรักษาผลประโยชน์ของชาติทางทะเล (ศรชล.) ด้านการกระทำอันเป็นโจรสลัดและการปล้นเรือโดยใช้อาวุธ การศึกษานี้เป็นการวิจัยเชิงคุณภาพ (Qualitative Research) โดยใช้การวิเคราะห์เอกสาร (Documentary Research) และการสัมภาษณ์เชิงลึก (In-depth Interview) กับผู้ให้ข้อมูลหลักจากหน่วยงานที่เกี่ยวข้องทั้งในระดับนโยบายและระดับปฏิบัติ รวมถึงผู้แทนจากองค์กรระหว่างประเทศ ผลการวิจัยพบว่า ศรชล. เป็นกลไกหลักในการบูรณาการหน่วยงานความมั่นคงทางทะเลตาม พระราชบัญญัติการรักษาผลประโยชน์ของชาติทางทะเล พ.ศ.2562 มีอำนาจสั่งการทั้งภาวะปกติและฉุกเฉิน แต่ยังเผชิญปัญหาโครงสร้างซ้ำซ้อน ขาดบุคลากรเฉพาะทาง และระบบข้อมูลไม่เป็นเอกภาพ จึงเสนอแนวทางพัฒนา 2 ระดับ ได้แก่ 1) ระดับนโยบาย มุ่งเน้นจัดทำยุทธศาสตร์ปราบปรามโจรสลัด ปรับปรุงกฎหมายและโครงสร้าง พัฒนาระบบ MDA ด้วย Big Data และ ความร่วมมือระดับภูมิภาค 2) ระดับปฏิบัติ เน้นพัฒนาศักยภาพบุคลากรและวัฒนธรรมองค์กร ใช้การจัดการความรู้ (KM) เทคโนโลยีสารสนเทศแบบเรียลไทม์ และการฝึกซ้อมร่วมต่อเนื่อง เพื่อยกระดับประสิทธิภาพการป้องกันและปราบปรามโจรสลัดอย่างยั่งยืน

การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาสภาพปัญหา ผลกระทบ และแนวทางการปรับตัวของผู้นำเข้าสินค้าทางทะเลที่ใช้ตู้คอนเทนเนอร์ควบคุมอุณหภูมิ (Reefer Container) ในเส้นทางการนำเข้าจากสหภาพยุโรปมาประเทศไทย ภายใต้วิกฤตการณ์ความไม่สงบในพื้นที่ทะเลแดง ซึ่งเกิดจากการโจมตีเรือพาณิชย์ตั้งแต่ปลายปี พ.ศ. 2566 และส่งผลให้สายการเดินเรือต้องหลีกเลี่ยงเส้นทางคลองสุเอซ โดยเปลี่ยนไปใช้เส้นทางอ้อมแหลมกู๊ดโฮป ทำให้ระยะทางการเดินเรือเพิ่มขึ้นประมาณ 3,500 ถึง 4,000 ไมล์ทะเล และระยะเวลาการขนส่งยาวขึ้นเฉลี่ย 15 ถึง 30 วัน งานวิจัยนี้ใช้ระเบียบวิธีวิจัยเชิงคุณภาพ โดยเก็บข้อมูลจากการสัมภาษณ์เชิงลึกผู้มีส่วนเกี่ยวข้องในห่วงโซ่อุปทานรวมทั้งสิ้น 22 ราย ครอบคลุมหน่วยงานภาครัฐ สมาคมและหน่วยงานการศึกษา ผู้นำเข้า ตัวแทนออกของ สายการเดินเรือ และผู้ให้บริการท่าเรือ ผลการศึกษาพบว่าวิกฤตการณ์ทะเลแดงก่อให้เกิดผลกระทบเชิงระบบต่อห่วงโซ่อุปทานของสินค้าควบคุมอุณหภูมิอย่างมีนัยสำคัญ ได้แก่ การเพิ่มขึ้นของต้นทุนการขนส่งในช่วงร้อยละ 20 ถึง 40 จากค่าระวางเรือ ค่าเบี้ยประกันภัยเส้นทางเสี่ยงสงคราม และต้นทุนเชื้อเพลิง ระยะเวลาการขนส่งที่ยาวและผันผวนมากขึ้นจากเดิมเฉลี่ย 20 ถึง 25 วันเป็น 35 ถึง 55 วัน ส่งผลต่อประสิทธิภาพการหมุนเวียนตู้และภาวะตู้ไม่เพียงพอ ปัญหาด้านเอกสารและพิธีการนำเข้าที่ต้องแก้ไขจากการเปลี่ยนแปลงข้อมูลเรือและกำหนดการเดินเรือ ค่าเสียโอกาสทางธุรกิจจากการพลาดช่วงจำหน่ายของสินค้าอ่อนไหวต่อเวลาและอุณหภูมิ เช่น ผลไม้ เนื้อสัตว์แปรรูป และเวชภัณฑ์ รวมถึงการลดลงของความน่าเชื่อถือของโซ่อุปทานและบริการขนส่ง ซึ่งทำให้คู่ค้าให้ความสำคัญกับความโปร่งใสของข้อมูลและการติดตามสถานะสินค้าแบบเรียลไทม์มากขึ้น ในด้าน แนวทางการปรับตัว ผู้นำเข้ามุ่งใช้กลยุทธ์เพิ่มความยืดหยุ่นของห่วงโซ่อุปทาน ผ่านการปรับระดับสินค้าคงคลัง การกระจายแหล่งนำเข้าและเส้นทางขนส่ง การเปลี่ยนรูปแบบการขนส่งสำหรับสินค้าที่อ่อนไหวต่อเวลา การทำสัญญาค่าระวางระยะยาว และ การประสานงานอย่างใกล้ชิดกับหน่วยงานรัฐเพื่อบริหารจัดการเอกสารให้ทันต่อสถานการณ์ โดยสรุป งานวิจัยชี้ให้เห็นว่าวิกฤตการณ์ทะเลแดงเป็นความเสี่ยงเชิงโครงสร้างที่ส่งผลกระทบอย่างกว้างขวางต่อการนำเข้าสินค้าควบคุมอุณหภูมิจากสหภาพยุโรปมาประเทศไทย และจำเป็นต้องอาศัยการปรับตัวเชิงบูรณาการด้านโลจิสติกส์ การบริหารความเสี่ยง และความร่วมมือระหว่างภาครัฐและเอกชน เพื่อเสริมสร้างเสถียรภาพและความยืดหยุ่นของห่วงโซ่อุปทานในระยะยาว

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาปัจจัยที่มีอิทธิพลต่อความเปราะบางจากน้ำมันรั่วไหลในจังหวัดชลบุรี โดยใช้กระบวนการวิเคราะห์ตามลำดับชั้นในการเปรียบเทียบความสำคัญของปัจจัยทีละคู่และจัดลำดับความสำคัญ ข้อมูลถูกรวบรวมและวิเคราะห์จากแบบสอบถามผู้เชี่ยวชาญประกอบด้วยเจ้าหน้าที่ภาครัฐ ภาคเอกชน และนักวิชาการที่เกี่ยวข้องทั้งในระดับพื้นที่และระดับนโยบาย ผลการวิจัยพบว่าปัจจัยที่ส่งผลต่อความเปราะบางมากที่สุด คือ ปัจจัยความสามารถในการรับมือเมื่อเกิดเหตุ โดยผู้เชี่ยวชาญให้ความสำคัญกับ (1) แผนตอบสนองและรับมือสถานการณ์ (2) ความรู้ ความสามารถ และทักษะของบุคลากร และ (3) อุปกรณ์และเครื่องมือในการขจัดคราบน้ำมัน ตามลำดับ สำหรับข้อเสนอเชิงนโยบายพบว่าประเด็นสำคัญที่สุด คือ การเตรียมความพร้อมก่อนเกิดเหตุ ได้แก่ (1) การมีแผนขจัดคราบน้ำมันในระดับต่าง ๆ ที่สอดคล้องกับแผนชาติ (2) การจัดสรรงบประมาณฉุกเฉินเพื่อการตอบสนองและฟื้นฟูสิ่งแวดล้อม (3) การจัดหาเครื่องมือในการขจัดคราบน้ำมัน (4) การให้ความรู้ การฝึกซ้อม และการฝึกปฏิบัติจริงแก่เจ้าหน้าที่ และ (5) การจัดหาอุปกรณ์ที่จำเป็นสำหรับการรับมือเหตุการณ์น้ำมันรั่วไหล ผลวิจัยนี้ช่วยเพิ่มความเข้าใจเกี่ยวกับปัจจัยที่มีอิทธิพลต่อความเปราะบางจากน้ำมันรั่วไหลในจังหวัดชลบุรี และสามารถใช้เป็นข้อมูลประกอบการกำหนดนโยบาย การพัฒนากลไกการวางแผน และการบริหารจัดการเชิงบูรณาการ อันจะนำไปสู่การสร้างความเข้าใจและความร่วมมือในการจัดการปัญหาน้ำมันรั่วไหลร่วมกันต่อไป

In the highly competitive e-commerce industry, customer-facing warehouses are crucial as the “order penetration points” for e-commerce last-mile operations. This research examines how warehouses use last-minute coordination, an unstructured mechanism, to ensure sufficient inventory at the order penetration points. Previous research has focused on structured mechanisms like contracts and inventory management systems to enhance warehouse performance. However, these mechanisms can be ineffective when faced with unforeseen local contingencies. To adjust inventory and adapt to changes in supply and/or demand, warehouses need to engage in unstructured, last-minute coordination with other warehouses. This comprehensive literature review examines the transformative role of artificial intelligence (AI), with particular focus on generative AI, in enhancing efficiency and resilience in port operations. Through systematic analysis of 23 peer-reviewed studies published between 2021-2025, this review synthesizes advancements in real-time data integration, machine learning, digital twins, IoT, and autonomous systems that collectively improve operational decision-making, risk management, and environmental sustainability. Despite interest in opportunities that Industry 4.0 offers for Supply Chain Resilience (SCR), little is known about the underlying mechanisms for such contributions. The study develops a roadmap that explains how supply chains can capitalize on Industry 4.0 SCR functions. The study conducted a content-centric literature review and identified 16 functions through which Industry 4.0 enhances SCR. Results reveal that the Industry 4.0 SCR functions identified are highly interrelated, and supply chain members should align their digitalization strategies with the sequence in which Industry 4.0 delivers these functions. This study introduces the Multi-Objective Sustainable Vehicle Routing Problem (MOSVRP) with time windows, designed for congested urban networks. The model simultaneously addresses economic, environmental, and social sustainability by minimizing costs and emissions while maximizing customer satisfaction through enhanced service at pickup nodes. To manage the complexity of large-scale urban routing, we propose a novel Voronoi diagram-based network shrinking procedure that significantly reduces computational effort. Researchers have examined the influence of the factors on reducing return rates in retailing over the years. However, the returns experience is often an overlooked way to drive customer engagement and repeat sales in the now ubiquitous omnichannel setting. The focus on returns prevention in existing research overshadows management’s need to understand better the comprehensive mechanics linking the customer in-store return experience with their repurchase actions. However, little is known about the established and evolving scenarios that exist among supply-chain actors in the presence of coopetition. A firm's decision to initiate Scope 3 emissions disclosure not only reflects their sustainability efforts but also signals their commitment to decarbonizing its value chain, fostering collaboration among suppliers in promoting greener supply chains. Using a generalized difference-in-differences research design, we find that suppliers reduced greenhouse gas emissions following their customers’ initiation of Scope 3 emissions disclosures. This reduction in emissions is more pronounced when the supplier poses greater climate risk and when the customer has a greater need to restore public trust for its climate-related behavior. The Radar Control Facility (RCF) at Eglin Air Force Base creates monthly workforce schedules. Adherence to regulations must be verified manually and no evaluation criteria exist to compare schedules. A mixed-integer program model for air traffic controllers allocates workers across 19 positions for a user-defined number of weeks of 24-hour operations. Across eight consecutive months, this model produced schedules to nearly eliminate all shifts with critical shortages from the reference schedules. Without civilian overtime work, gains in positional coverage require a 35% increase in overtime work for military workers and 35% reduction in monthly training instances. We recommend users adopt …
