Water Law Review

Shorelines and beaches are shifting and eroding as climate change causes ocean levels to rise and the Great Lakes to alternate between more erratic high and low water levels. Two common responses to shifting shorelines and erosion are hard shoreline armoring and beach nourishment. However, these responses raise concerns regarding access to public trust resources. Shoreline armoring can restrict public access to the oceans and Great Lakes, as well as diminish their sandy beaches. Government-funded beach nourishment projects may also take place near private homes, resulting in questions as to who is benefiting from these publicly funded projects.

Students are rapidly adopting generative AI tools to perform a myriad of academic and personal tasks, often without much critical thought or ethical deliberation. Without clear guiding principles or predetermined standards of practice, some students are bypassing the cognitive work learning requires and robbing themselves of meaningful intellectual development. To break the cycle of mindless AI use, I developed a project in which students craft their own personal AI policy statements that detail the ethical and professional considerations that guide their decision making. The Federal Trade Commission (FTC) released endorsement guidelines of sponsored content in 2023, including stipulations of clear and conspicuous disclosure, to combat content disguised as original, while actually having commercial intent. This paper examines compliance with these guidelines among travel influencers on Instagram. Overwhelmingly, influencers are not properly disclosing potential commercial sponsorship in their posts, and even good faith attempts to disclose are more often than not non-compliant with the FTC’s guidelines. Implications of these findings are discussed.

Background: Opioid-involved overdose fatalities among African Americans continue to rise. The current study examines African Americans who reported use of opioids in the past 6 months and declined overdose education and free naloxone.   Method: Eligible participants included African American Kentuckians who used opioids in the past 6 months and consented to a larger study examining their opioid use. This paper qualitatively explored their reasons for declining overdose education and naloxone using an adjusted and inductive application of structural tabular thematic analysis.   Results: Out of 588 participants, 70 (12%) declined naloxone: the most cited reason for declining naloxone was already possessing …

Objectives/Hypothesis: To determine the effect of clinical expertise on efficacy of Vocal Function Exercises (VFEs) as measured by change in percent of maximum phonation time goal attained. The hypothesis was that clinical expertise would result in greater increases in percent of maximum phonation time goal attained.

Study Design: Randomized controlled trial.

Methods: A convenience sample of 19 individuals with typical voice was recruited in a university academic clinic setting. All participants completed baseline assessment and 17 completed all study procedures. The high energy penalty associated with solvent regeneration is still a major bottleneck in amine-based CO₂ capture. In this work, the effects of five solid acid catalysts on the desorption performance of a mixed-amine solvent were compared, and the HY catalyst with superior desorption behavior was selected and further modified with four transition metals (Co, Mn, Gr and Ce) to enhance its catalytic activity. The findings indicate that the CO₂ desorption capacity and maximum desorption rate of the Co-modified HY catalyst reach 48.96 mmol and 0.02211 mmol/s, corresponding to increases of 36.80% and 35.39% relative to the blank …

Over 85% of young women in the United States do not meet fruit and vegetable intake recommendations, placing them at risk for low antioxidant nutrient intake. Social health programming (SHP) can improve dietary intake of fruits and vegetables, but it is not known how SHP impacts serum levels of specific antioxidant nutrients. This observational cohort study assessed the effect of participation in SHP through Girls Inc., Omaha, on serum carotenoid, retinol, and tocopherol levels for 12–29-year-old women. Two-thirds of all pharmaceutical formulations are delivered orally, and more than half are in the form of a tablet. Tablets are the most popular in terms of both the marketed products and the volume of manufacturing. On the other hand, tablet sticking is an extremely expensive and time-consuming problem that must be addressed. Because of limited tabletpressing cycle runs and incomplete information, trying to predict the sticking propensity of a new formulation has been extremely difficult during early-development batches. This thesis analyzes the structural financing challenges facing the World Health Organization (WHO) and their implications for global health governance. It argues that WHO’s financial fragility is not merely a technical problem but the result of long-standing political and institutional choices that have shifted the Organization away from predictable public financing toward donor-driven, earmarked voluntary contributions. Drawing on WHO constitutional provisions, programme budget data, governance documents, and academic literature, the study traces the evolution of WHO’s financing model and examines how this transformation has constrained the Organization’s priority-setting authority, operational flexibility, and normative leadership.

This paper analyzes the DRM approach as an effective framework in addressing climate emergencies across the Dominican Republic and Puerto Rico. These two Caribbean regions, with high hurricane exposure and differing response structures, are deeply shaped by their governments and affiliated international organizations. Disaster Risk Management is the systematic process of using laws, plans, institutions, and community networks to reduce vulnerability to hazards and coordinate effective response when disasters occur. It covers the full cycle, from prevention to reconstruction and rebuilding more resiliently. Maternal incarceration carries significant psychological, familial, and community consequences, yet limited research centers the mental health experiences of mothers themselves. This study explored how religious and spiritual engagement shape mental health and coping among formerly incarcerated mothers using a participatory action research framework. Guided by this, small groups and semi-structured interviews were conducted with 10 mothers in collaboration with a community-based organization. This approach prioritized lived experience and aimed to reduce barriers to participation among a population often mistrustful of research institutions. Data were analyzed thematically to identify patterns in psychological distress, coping strategies, and meaning-making. Findings revealed pervasive and …

Caregiver training (CaGi TRaining) is a time-tested intervention aimed at improving safety in elders living and aging in place in the community. While elder abuse and maltreatment was the intial purpose of the project, with over 3500 Caregivers graduated from this program since 2009, the course has addresses social determinants of health, and improved workforce pipelines by providing stable employment, improved self-efficacy, and confidence demonstrated by self-reports at graduation and in follow up surveys. Previously learners without a high school diploma retruned to school to obtain a GED (40%), with an additional return to school for bacalaureate and degrees (27%) …
