Governing Economic Statecraft: Procedural Guardrails From State Practice, Wto Rules, Multilateral Trade, Dah-Wei Yih

Case Western Reserve Journal of International Law

National security exceptions have long been part of international trade law, but their use has expanded alongside the rise of economic statecraft. States now increasingly rely on geoeconomic tools such as sanctions, subsidies, tariffs, and investment and export controls to pursue geopolitical goals. This phenomenon, described by political scientists as “weaponized interdependence,” has blurred the boundary between economic policy and national security, thereby straining the integrity of WTO rules and the multilateral trading system.

The refusal of the African Union (AU) and its leaders to cooperate with the International Criminal Court (ICC) led to the negotiation of the Protocol on Amendments to the Protocol on the Statute of the African Court of Justice and Human Rights 2014 (the Malabo Protocol). The Protocol incorporates the core crimes of the Rome Statute and, in addition, expands on the meaning of international crime by defining crimes related to the environment, among others. The Medical Tourism industry has experienced remarkable growth in the past decade and is tracking to exceed that growth dramatically in the coming decade. With this rapid expansion, however, comes growing pains—predominantly lackluster patient safety. This Note examines the opportunities and challenges that would arise from regulating Medical Tourism through an international treaty, recognizing that an international treaty approach provides the most comprehensive and practically feasible solution for addressing complex cross-border constraints to create a safer global medical industry. Individual Olympic Athlete Participation Model: Moving Toward The Standardization Of International Olympic Committee Sanction Power, Claire Fedor

In 2024, at the Paris Olympic Games, the Russian Olympic Committee was notably absent; however, the International Olympic Committee admitted a select group of Russian and Belarusian athletes to compete under the title “Individual Neutral Athlete.” The athletes’ eligibility was determined by an Individual Neutral Athlete Eligibility Review Panel, and their participation required strict adherence to specifically tailored principles. This model is the most recent approach to permitting individual athletes’ participation despite their National Olympic Committee (NOC)’s suspension from the Olympic Games. Despite multiculturalism being an official policy in Canada since 1971, significant challenges remain in achieving genuine belonging among immigrant communities, particularly within leadership structures. This project responds to the marginalization of diasporic and newer-to-Canada leaders within evangelically aligned Canadian organizations, focusing specifically on leadership culture.

Grounded in biblical and theological scholarship that advocates for unity amid cultural diversity, this project articulates a normative and interpretive framework rooted in the Christian theological tradition. It also integrates insights from sociological and organizational studies that examine power, ethnocentrism, and the psychological experiences of visible minorities within dominant cultural contexts. Ministry leaders increasingly experience burnout and isolation within performance-driven leadership cultures in the United States that fail to cultivate self-awareness, resilience, and spiritual formation. This Need/Problem/Opportunity (NPO) emerged through stakeholder engagement, expert interviews, and academic research, revealing that leaders are not primarily lacking ministry skills but the emotional, spiritual, and relational capacity to sustain those skills in healthy ways.

Several key insights shaped the project. Burnout is less a function of workload than of identity; leaders operating from performance rather than belovedness are spiritually and neurologically vulnerable. My NPO (Need, Problem, or Opportunity) addresses the problem that an exceptional number of men in Northwest Montana languish due to prolonged social and emotional isolation.

Across my research, the key insight was that isolation is sustained not only by personal circumstances but also by the cultural narratives that form men’s identities and expectations. Stories function as “maps of meaning,” shaping what men perceive as strength, weakness, and the good life. Churches within the seventy-eight districts of the USA/Canada Region of the Church of the Nazarene do not have consistently effective evangelistic preaching. Evangelistic preaching is central to the denomination's historical identity, rooted in the holiness tradition of gospel proclamation that invites response. Educational pathways for ordination provide limited exposure to evangelistic preaching, relying instead on local-level practice, and opportunities are frequently limited. Consequently, many developing preachers enter ministry with passion but little experience in evangelistic proclamation.

Young adults (ages 25–39) in inner-city churches of Syracuse, New York are experiencing increasing disenfranchisement, resulting in diminished participation, increased distrust, and a significant absence from congregational life. Research conducted for this project revealed that young adult disengagement is shaped by generational disconnects, institutional rigidity, cultural irrelevance, and broader social disruptions intensified by the COVID-19 pandemic and the ongoing political and socio-economic instability. The findings also highlighted a major desire among young adults for authenticity, credible leadership, and spaces where their lived experiences are acknowledged rather than dismissed.

This project examines ecological effects of the current operational strategy of the Bonnet Carré Spillway (BCS), a Mississippi River flood-control structure located about 21 miles northwest of New Orleans, Louisiana, and managed by the U.S. Army Corps of Engineers. The BCS is part of the larger Mississippi River and Tributaries Project, a network of levees and control structures designed to minimize flooding from the American plains to southern Louisiana. The spillway is opened when river discharge at New Orleans is forecasted to exceed 1,250,000 cubic feet per second, diverting significant volumes of Mississippi River water into the Mississippi Sound. Importance Severe Acute Respiratory Syndrome Coronavirus-2 (SARS-CoV-2), which causes coronavirus disease 2019 (COVID-19), remains a major global health concern. Recovery may result in persistent symptoms known as post-acute sequelae of SARS-CoV-2 (PASC), or long COVID. Most studies focus on individuals with laboratory-confirmed infection; however, some patients with COVID-like illness and negative tests also develop persistent symptoms. Testing status should not delay appropriate interventions or specialist referrals. Early, symptom-based care is essential to improve outcomes.

Artificial intelligence is increasingly used in urban housing systems, where it shapes decisions about tenant screening, rent pricing, lending, zoning, and neighborhood investment. Although these tools are often promoted as efficient and impartial, they frequently rely on historical data that reflect racial, economic, and spatial inequality. As a result, AI systems can reproduce discriminatory outcomes even when protected characteristics are not directly used.
