Over the past half-century, rapid technological change and globalization have reshaped innovation and intellectual property, yet the foundational international agreements anchoring the global patent system have remained essentially unchanged. The drafters of the Paris Convention for the Protection of Industrial Property and the Patent Cooperation Treaty (PCT) viewed these agreements as dynamic instruments that, through procedural coordination, would rationalize international patent administration. The Paris Convention has resisted reform for decades, however, while the PCT has failed to achieve its goals of reducing examination workloads and fostering worksharing among national patent offices. Widely regarded as a landmark in bankruptcy scholarship, Professor David Skeel’s Debt’s Dominion charts the evolution of American corporate bankruptcy law and the forces that have governed it.1 In this seminal work, Skeel traces federal bankruptcy laws from their roots in the U.S. Constitution through their development over the twentieth century, detailing the political dynamics that shaped their scope and administration. Among those dynamics, he identifies the emergence of a specialized bankruptcy bar as one of the most influential forces shaping the law. Introduction:

Rates of fatal overdose due to opioid and substance use in Richmond, Virginia increased from 44.6 in 2018 to 129.5 per 100,000 city residents in 2023. The underlying contexts surrounding the increase in substance use and overdoses in Richmond, Virginia remains poorly understood.

Methods:

Using community based participatory research principles (CBPR), a series of “community conversations” with neighborhood residents were conducted between May–December 2023. These events included educational information, resource connection, and facilitated qualitative focus group discussion on factors contributing to substance use and overdose, as well as resource needs of people engaged in substance use. BACKGROUND AND OBJECTIVES: The onset of hearing loss due to vestibular schwannomas (VS) is inevitable but does not correlate with the size of the tumor. In patients with Neurofibromatosis Type 2 (NF2) and VS, we previously found an association between pre-contrast fluid-attenuated inversion recovery magnetic resonance imaging (FLAIR MRI) signal in the labyrinth and hearing loss. Here, we asked whether FLAIR hyper-intensity could serve as a predictive biomarker for hearing loss in NF2 patients with VS.

Background: Trastuzumab, combined with chemotherapy, is the current standard treatment for both metastatic and early-stage HER2-positive (HER2 +) breast cancer. One of the mechanisms of action of trastuzumab is antibody-dependent cellular cytotoxicity (ADCC), which involves engaging FcγRIIIA (CD16) on natural killer (NK) cells. A competent immune system and properly functioning NK cells are crucial for effective ADCC, as they can influence favorable clinical outcomes. Resistance to trastuzumab often develops after about one year. Introduction Solid pseudopapillary epithelial neoplasm (SPEN) is a rare pancreatic tumor that typically presents in adult women and is usually asymptomatic. Case presentation A 12-year-old male presented to the emergency department with worsening abdominal pain one day after suffering mild abdominal trauma during a soccer match. Physical exam showed diffuse abdominal tenderness and guarding. CT abdomen with IV contrast showed a heterogeneous, round structure adjacent to the pancreatic tail with mass effect upon the spleen. MRI abdomen revealed a “claw sign” of pancreatic tissue surrounding the structure, suggesting a an underlying pancreatic mass with capsular rupture measuring 8.3 x 8.1 …

Background: Timely reperfusion is critical in reducing mortality in ST-segment elevation myocardial infarction (STEMI). Although electrocardiography-guided cardiac catheterization laboratory (CCL) activation on the basis of first medical contact recognition improves system-level response, diagnostic uncertainty, particularly in atypical presentations, contributes to false positive activations (FPAs) and reperfusion delays.

Objectives: The aim of this study was to evaluate the diagnostic performance and operational impact of artificial intelligence (AI)-based electrocardiographic (ECG) analysis in real-world STEMI triage across a multicenter U.S. registry.

Majorities of Vermont residents support extending temporary Obamacare subsidies, expanding Obamacare overall, loosening restrictions on Medicaid eligibility, and establishing a national "single-payer" health care system. Vermonters strongly disapprove of President Trump and Congress's handling of health care. Nearly half of state residents say that paying for overall medical expenses is difficult and two-thirds say that their costs have increased in the past twelve months.

Terrestrial sources of carbon and nutrients drive biogeochemical cycles in coastal regions and in the global ocean. Quantifying their impact on the spatiotemporal variability of the ocean carbon cycle is pivotal to understanding the distinctive characteristics of ocean basins dominated by riverine inflow. ECCO-Darwin is a data-constrained, global-ocean biogeochemistry model that has heretofore lacked lateral inputs of carbon and nutrients. Thermoset polymers like epoxy are widely used as a matrix material in composites due to their ease of processability and compatibility with reinforcement materials. There are many common myths and misunderstandings associated with kratom. Kratom (Mitragyna speciosa) is a tropical tree native to Southeast Asia. In recent years, kratom use has grown in the United States. It is sold in various forms, including capsules, powders, and most commonly as liquid extracts or “shots." These kratom products are promoted as health supplements, advertised for benefits such as boosting energy, enhancing mood, or producing opioid-like effects. However, most users may not fully understand what they are consuming or the potential risks it carries. Commercial kratom products vary widely in their chemical composition. We examined the diagnostic utility of urinalyses (UAs) in psychiatric admissions. Admission UAs led to diagnosis of clinical urinary tract infections in 1.7% of cases. Among those treated with antibiotics, inappropriate prescriptions occurred in 71.3% of cases, with increased odds in older age, female sex, positive cultures, and certain psychiatric diagnoses.

Background: Bladder cancer (BC) symptoms often overlap with benign conditions, while no routine screening exists for general population. We aim to develop a machine learning (ML)-based screening pipeline for early BC detection using electronic-health-records (EHRs) in primary care. Methods: A multi-centred case-control cohort (1995–2018; n = 64,884) was created for model training and testing. We further validated the model prospectively on an independent cohort (2019–2020; n = 4,569). We proposed the Parsimony driven REweighting for Calibrated Input-based Screening for Early detection—Adjustable Grey Zone (PRECISE-AGZ), which identified influential features from 48,261 candidates and developed a calibrated logistic regression screening model with …

Collaborative Compliance: A Consortium-Based Framework For Achieving 21 Cfr Part 11 Readiness In Redcap Across Ctsa Institutions, Theresa Baker, Katie Keenoy, Et Al.

Academic research institutions using REDCap often face challenges aligning with U.S. FDA requirements for electronic records and signatures under 21 CFR Part 11 (Part 11). A National Center for Advancing Translational Sciences(NCATS) working group developed an implementation guide for Part 11 compliance in REDCap. Within six months after release, 259 individuals representing 164 institutions accessed the guide. Individuals who downloaded the guide reported reduced vendor reliance, improved documentation, and establishment Part 11-ready REDCap instances. This working group demonstrated how collaboration between technical and regulatory experts at many peer institutions is effective in improving regulatory compliance across the research enterprise.

This thesis critically examines the legal paradoxes embedded within transitional justice (TJ) discourse, using the Nürnberg and Saddam Hussein trials as case studies to interrogate the complex relationship between justice and the rule of law in TJ discourse. It highlights the inherent tension between forward-looking societal reforms and the pursuit of backward-looking justice, challenging the foundational assumptions of TJ as a universal tool for justice and peace. It also questions the validity and credibility of "transition" as a phase between the past and the future. It contends that TJ, driven by Western liberal epistemic foundations, functions as an exclusionary …

This article examines how hadhanah (child custody and care) can be reframed from a private family matter into a public policy issue, positioning the state as a responsible actor when children become abandoned after divorce. Drawing on a normative–juridical and qualitative socio-legal analysis of Islamic family law, national legislation, and municipal policy instruments, the study uses Serang City as an illustrative case of policy urgency. This study assesses Thailand’s readiness for blockchain-based elections by utilizing qualitative methods and semi-structured interviews with five experts in law, technology, economics, and administration. The data were analyzed through the dimensions of privacy, accessibility, transparency, security, and scalability. Findings reveal that while blockchain enhances integrity, significant barriers exist including insufficient transaction throughput, high costs, voter coercion risks, and limited digital literacy. Legal gaps regarding the PDPA also hinder adoption. Consequently, the study proposes the Thailand Blockchain Election Readiness Model (TBERM) which is a hybrid framework integrating blockchain auditing with physical polling units to mitigate security and accessibility concerns. This study examines factors shaping digital transformation in local government and the mechanisms through which these factors influence implementation outcomes. Using a scoping review design, the study maps recent empirical and conceptual literature to capture the breadth and diversity of evidence. A systematic search was conducted in Scopus, Springer, and EBSCOhost using the keywords “digital transformation” AND “local government”, limited to English-language publications published between 2021 and 2025. This article argues that democratic consolidation in Indonesia cannot be explained solely through the performance of formal institutions. By foregrounding ethical opposition as a missing variable in dominant consolidation theories, it shows that democracy has also been sustained by a normative infrastructure that legitimizes critique beyond institutional arenas. Based on qualitative historical analysis of Abdurrahman Wahid’s and Ahmad Syafii Maarif’s oppositional practices under the New Order and in the post-Reformasi period, the article finds that moral authority enabled non-institutional opposition to constrain state power, normalize dissent, and protect democratic quality.
