Taxing Risky Development: A New Tool For Increasing Coastal Resilience, James Daher Sep 2022

Taxing Risky Development: A New Tool For Increasing Coastal Resilience, James Daher

Michigan Journal of Environmental & Administrative Law

Coastal overdevelopment in the United States is a persistent issue. Climate change continues to increase the risk of flooding and other damage from natural disasters facing many coastal communities. Yet, development in some of the most at-risk areas has not slowed. Policies at the federal government level have encouraged such development by shifting costs of flood-related property damage from the property owner to taxpayers. At the same time, government actors at all levels are actively trying to protect their coastlines through coastal resilience projects. However, there are not enough funds to protect coastal property, especially at the state and local …

Generalization Of Bi-Canonical Degrees, Joseph Brennan, Laura Ghezzi, Jooyoun Hong, Wolmer Vasconcelos Sep 2022

Generalization Of Bi-Canonical Degrees, Joseph Brennan, Laura Ghezzi, Jooyoun Hong, Wolmer Vasconcelos

Publications and Research

We discuss invariants of Cohen-Macaulay local rings that admit a canonical module ω. Attached to each such ring R, when ω is an ideal, there are integers–the type of R, the reduction number of ω–that provide valuable metrics to express the deviation of R from being a Gorenstein ring. In (Ghezzi et al. in JMS 589:506–528, 2017) and (Ghezzi et al. in JMS 571:55–74, 2021) we enlarged this list with the canonical degree and the bi-canonical degree. In this work we extend the bi-canonical degree to rings where ω is not necessarily an ideal. We also discuss generalizations to rings …

Is It Time To Bury Barry? Why An Old Change At The Legislature Requires A New Look At Washington's Nondelegation Doctrine, Daniel A. Himebaugh Sep 2022

Is It Time To Bury Barry? Why An Old Change At The Legislature Requires A New Look At Washington's Nondelegation Doctrine, Daniel A. Himebaugh

Washington Law Review Online

Fifty years ago, the Supreme Court of Washington adopted a relaxed version of the nondelegation doctrine in a case called Barry and Barry v. Department of Motor Vehicles. The Barry rule, which only loosely restricts the delegation of policy-making power from the Legislature to other bodies, is now widely applied in Washington State. However, the Barry Court’s reasons for adjusting the nondelegation doctrine were based on an outdated understanding of the Legislature, especially its regular session schedule. While the Legislature’s regular sessions have changed since 1972—becoming longer and more frequent due to constitutional amendment—the Court has not considered how …

Brain and Mind Institute

African populations are the most diverse in the world yet are sorely underrepresented in medical genetics research. Here, we examine the structure of African populations using genetic and comprehensive multi-generational ethnolinguistic data from the Neuropsychiatric Genetics of African Populations-Psychosis study (NeuroGAP-Psychosis) consisting of 900 individuals from Ethiopia, Kenya, South Africa, and Uganda. We find that self-reported language classifications meaningfully tag underlying genetic variation that would be missed with consideration of geography alone, highlighting the importance of culture in shaping genetic diversity. Leveraging our uniquely rich multi-generational ethnolinguistic metadata, we track language transmission through the pedigree, observing the disappearance of several …

Leukapheresis Guidance And Best Practices For Optimal Chimeric Antigen Receptor T-Cell Manufacturing., Muna Qayed, Joseph P. Mcguirk, Douglas Myers, Vinod Parameswaran, Edmund K. Waller, Peter Holman, Margarida Rodrigues, Lee F. Clough, Jennifer Willert

Manuscripts, Articles, Book Chapters and Other Papers

Chimeric antigen receptor (CAR) T-cell therapy is an individualized immunotherapy that genetically reprograms a patient's T cells to target and eliminate cancer cells. Tisagenlecleucel is a US Food and Drug Administration-approved CD19-directed CAR T-cell therapy for patients with relapsed/refractory (r/r) B-cell acute lymphoblastic leukemia and r/r diffuse large B-cell lymphoma. Manufacturing CAR T cells is an intricate process that begins with leukapheresis to obtain T cells from the patient's peripheral blood. An optimal leukapheresis product is essential to the success of CAR T-cell therapy; therefore, understanding factors that may affect the quality or T-cell content is imperative. CAR T-cell therapy …

High Power Microwave Operational Exposure Detection Using Thermoacoustic Wave Generation In Lossy Dielectric Polymers, James J. Frey Sep 2022

High Power Microwave Operational Exposure Detection Using Thermoacoustic Wave Generation In Lossy Dielectric Polymers, James J. Frey

Theses and Dissertations

A feasibility analysis for the use of microwave-induced thermoacoustic (TA) wave generation in lossy dielectric media to detect pulsed high power microwave directed energy weapons in force health protection applications was conducted based on a series of empirical and computational investigations. A potential target volume material, carbon-loaded polytetrafluoroethylene, was identified for further study based on anticipated complex dielectric properties, with laboratory measurements of select electromagnetic (EM), thermal, and elastic material properties of relevance to the TA effect conducted to determine parameter values. A planar geometry TA-based signal chain model using thin film piezoelectric sensors was developed for both finite element …

Finite Fatigue Life Prediction Of Additively Manufactured Aircraft Engine Turbine Blade With Respect To Internal Defect Size And Location, Daniel G. Miller Sep 2022

Finite Fatigue Life Prediction Of Additively Manufactured Aircraft Engine Turbine Blade With Respect To Internal Defect Size And Location, Daniel G. Miller

Theses and Dissertations

Current fatigue life modeling techniques with respect to defects emphasize the dependence on the defect size with respect to fatigue life, but does not account for the effects of where a defect might be located. This research outlines a process to include defect location into the model analysis for a more precise prediction of the number of cycles to failure and where the finial failure could occur within a component. The focus is on a turbine blade structure using IN718 subjected to a pure vibratory load. The basic model predicts component life using a stress map from the frequency analysis …

Root-Cause Analysis Of Rsaf Maintenance-Related Flight Safety Mishaps, Heaf H. Alqahtani Sep 2022

Root-Cause Analysis Of Rsaf Maintenance-Related Flight Safety Mishaps, Heaf H. Alqahtani

Theses and Dissertations

Poor maintenance is a major factor in many aviation mishaps. This is due to the fact that some maintenance activities are carried out improperly or overlooked as a result of human error. It is important to acknowledge that maintenance mistakes are a visible sign of deeper organizational issues. Therefore, adequate solutions to maintenance issues must consider organizational influences. Despite efforts to reduce the accident rate within the Royal Saudi Air Force (RSAF), the RSAF suffers from an increasing trend in mishaps attributed to maintenance. Therefore, safety data was analyzed to examine trends. Additionally, the Human Factors Analysis and Classification System …

Biological Sciences Faculty Research and Publications

Reptile sex determination is attracting much attention because the great diversity of sex-determination and dosage compensation mechanisms permits us to approach fundamental questions about mechanisms of sex chromosome turnover. Recent studies have made significant progress in better understanding diversity and conservation of reptile sex chromosomes, with however no reptile master sex determination genes identified. Here we describe an integrated genomics and cytogenetics pipeline, combining probes generated from the microdissected sex chromosomes with transcriptome and genome sequencing to explore the sex chromosome diversity in non-model Australian reptiles. We tested our pipeline on a turtle, two species of geckos, and a monitor …

A Qualitative Descriptive Study On Re-Assessing The Mental Certification By Faa For Future Pilots, Kaung Z. Min Sep 2022

A Qualitative Descriptive Study On Re-Assessing The Mental Certification By Faa For Future Pilots, Kaung Z. Min

Student Works

Mental illness becomes one of the main problems that most pilots do not usually address. It is not because pilots do not have the courage or are open enough to talk with someone, but because the Federal Aviation Administration (FAA) forces them to hide from mental depression. Most of the time, the pilots are not willing to declare such illnesses as they fear losing their job; simultaneously, the Federal Aviation Agencies across the world require pilots to be in peat health, including their mental condition, to operate the aircraft. While it can be said that the passengers’ and crews’ safety …

Background: This report describes the presentation and course of treatment for one of the youngest reported cases of empyema of the gallbladder. Given the rare occurrence of this disease process, we elected to proceed with a systematic review of the literature. This is only the 7th case series discussing pediatric empyema of the gallbladder due to Salmonella typhi in the literature, and the second case ever reported in the USA. Case presentation: We report a case of a previously healthy 13-month-old girl who presented with diffuse peritonitis and equivocal imaging studies. Diagnostic laparoscopy revealed purulent peritonitis. The gallbladder was distended …
