**Risk-Taking Or Risk-Negotiating Model Of Vaccine Liability? Legal And Policy Considerations For Pandemic Vaccines**, Yu-Wei Chen

Lincoln Memorial University Law Review Archive

Vaccine liability determines vaccine availability. The allocation of vaccine liability is a determinant in reaching a procurement contract. Particularly during a pandemic, vaccine accelerated production poses new challenges to vaccine safety, quality, and efficacy. Solving the issue of vaccine liability is as equally important as vaccine equity in ensuring access to vaccines. For COVID-19 vaccine procurements, there are two discernible models of liability allocation around the globe: the United States risk-taking model and the European Union risk-negotiating model. The United States' risk-taking model shows that vaccine liability is borne by the government; in contrast, the European Union's risk-negotiating model shows …

**Towards Action And In Pursuit Of Scofflaws: Shifting The Framework Of Pandemic Public Health Punishment From Theory To Pragmatism**, Michael L. Cederblom

Lincoln Memorial University Law Review Archive

The COVID-19 pandemic sparked a debate over whether the government should implement public health interventions like mask mandates and whether public health scofflaws should be punished. The result was a split largely across political lines; “permissive” jurisdictions promoted ideas of individual freedom and condemnation of government-imposed punishment, while “restrictive” jurisdictions implemented a range of punishments attached to mask mandates. This political battle became one of stagnant theories and essentially fused considerations of public health and legal punishment. Bracketing political concerns, what philosophical theories fueled this divide? While public health generally employs a utilitarian framework limited by deontic constraints, permissive jurisdictions …

Extending The Low-Temperature Operation Of Sodium Metal Batteries Combining Linear And Cyclic Ether-Based Electrolyte Solutions, Haoyu Zhu, Hui Xiong Aug 2022

Extending The Low-Temperature Operation Of Sodium Metal Batteries Combining Linear And Cyclic Ether-Based Electrolyte Solutions, Haoyu Zhu, Hui Xiong

Materials Science and Engineering Faculty Publications and Presentations

Nonaqueous sodium-based batteries are ideal candidates for the next generation of electrochemical energy storage devices. However, despite the promising performance at ambient temperature, their low-temperature (e.g., < 0 °C) operation is detrimentally affected by the increase in the electrolyte resistance and solid electrolyte interphase (SEI) instability. Here, to circumvent these issues, we propose specific electrolyte formulations comprising linear and cyclic ether-based solvents and sodium trifluoromethanesulfonate salt that are thermally stable down to −150 °C and enable the formation of a stable SEI at low temperatures. When tested in the Na||Na coin cell configuration, the low-temperature electrolytes enable long-term cycling down to −80 °C. Via ex situ physicochemical (e.g., X-ray photoelectron spectroscopy, cryogenic transmission electron microscopy and atomic force microscopy) electrode measurements and density functional theory calculations, we investigate the mechanisms responsible for efficient low-temperature electrochemical performance. We also report the assembly and testing between −20 °C and −60 °C of full Na||Na3V2(PO4)3 coin cells. The cell tested at −40 °C shows an initial discharge capacity of 68 mAh g−1 with a capacity retention of approximately 94% after 100 cycles at 22 mA g−1.

An Occupational Therapy Guidebook For Individuals With Substance Use Disorder, Cassidy B. Ardoin Aug 2022

An Occupational Therapy Guidebook For Individuals With Substance Use Disorder, Cassidy B. Ardoin

Student Capstone Papers

Individuals with substance use disorder (SUD) experience barriers and challenges that impact their daily occupational performance, engagement, well-being, and quality of life. In addition to disrupting and distorting an individual’s unique occupational outcomes, SUDs can limit, replace, and dictate an individual’s daily meaningful activities, habits, routines, and skills that support healthy occupational engagement. Occupational therapy (OT) practitioners have a unique and valuable role in SUDs treatment as they are equipped to identify these barriers and implement strategies for supportive skill development or restoration. Based on the literature review conducted, OT practitioners do not have an OT practice guideline, protocol, or …

Enabling Intelligent Iots For Histopathology Image Analysis Using Convolutional Neural Networks, Mohammed H. Alali, Arman Roohi, Shaahin Angizi, Jitender S. Deogun

School of Computing: Faculty Publications

Medical imaging is an essential data source that has been leveraged worldwide in healthcare systems. In pathology, histopathology images are used for cancer diagnosis, whereas these images are very complex and their analyses by pathologists require large amounts of time and effort. On the other hand, although convolutional neural networks (CNNs) have produced near-human results in image processing tasks, their processing time is becoming longer and they need higher computational power. In this paper, we implement a quantized ResNet model on two histopathology image datasets to optimize the inference power consumption. We analyze classification accuracy, energy estimation, and hardware utilization …
