Trauma has been considered as one of the significant causes of psychological distress, especially if the traumatic event occurred in the childhood. When the People’s Liberation Army Navy (PLAN) commissioned its first Type 075 class Landing Helicopter Dock (LHD) in April 2021, it represented an important advance in power projection capability for China’s maritime forces. For the first time, the PLAN had an amphibious warship capable of hosting significant rotary wing forces while acting as the flagship for an amphibious task force. Now with three Type 075 class ships either in or soon to be in service, the PLAN has expanded its amphibious capability even further. 4-H youth development programs throughout the United States can be planned and delivered more effectively in their states by assessing demographic data and following research-based theories and models of positive youth development. A review of the research literature determined current youth development theories and models to effectively guide statewide 4-H program implementation. A state assessment was conducted for demographic areas of youth population age, race, socioeconomic status, health factors, child poverty (includes parent-guardian job status at the onset of COVID), and household structure. Youth in communities across the world are exposed to adversity and trauma at high levels. In this article, we describe a research-informed, resilience-promoting framework that can be incorporated into a variety of touch points for youth (e.g., school, family, community, extra-curricular activities). The PEEPS Framework is relational in nature and includes the following five interconnected components: (a) positive adult relationships, (b) esteem, (c) empathy, (d) peer relationships, and (e) strengths-based approach. This evaluation research addressed the gap in the stress management education literature related to short-term mindfulness programs for youth in non-formal educational settings. The Mindfulness Moments: Today and 4-Life program was adapted from existing curricula and delivered in Ohio and Pennsylvania during summer 2019. The purpose of the program was to help youth participants develop an understanding of the concept of mindfulness and instill a desire in them to apply mindfulness practices in their daily lives. 4-H is the largest positive youth development organization in the United States and is implemented by the land grant university system. To achieve program expansion, the century-old organization will need to recruit and retain millions more youth that reflect their increasingly diversified communities. Higher education has also worked to recruit and retain youth previously not engaged in college. After-school and summer programs provide important opportunities for youth to learn STEM practices and form STEM-related identities. However, there has been limited coordination across these programs to measure effectiveness toward learning outcomes. To better understand the constructs that are used to evaluate these programs, we searched key terms related to out-of-school time STEM learning on several education research databases. Our search uncovered 36 different tools. Across these tools, we discovered 76 measures, which were then grouped into 10 constructs based on similar themes. Positive youth development has been extensively documented in contexts such as the family, school, and afterschool. Emerging theory and research indicate that digital contexts such as social media may also be venues through which young people develop skills and attributes associated with the 5 Cs model of positive youth development and thriving. Volunteering is commonly observed from the standpoint of the service recipient, and the effect it has on a volunteer’s growth and development is often overlooked. Though quantitative studies, mixed method research, and surveys have explored the impact of volunteerism, very few look into its connection with healthy youth development. Furthermore, it has not received the academic attention it deserves in Sri Lanka, given that the country is globally ranked 1st in volunteer engagement. This commentary provides thought leadership on employing empathy authentically in a post-pandemic world. Dr. Johnson makes the case for empathy leaders to adopt a perspective of "consideration without pity," a relational instructional strategy that expects youth development professionals to meet youth where they are yet hold each other accountable for set goals and objectives—academic and otherwise. Recommendations for practice and training are included as examples of explicit practices to cultivate a culture and ecosystem of high-quality youth development.

Southeast Pennsylvania 4-H Extension educators identified a need for professional development in order to further develop current urban 4-H programs. The expectation was that increased awareness and knowledge would lead to increased skills competency in planning, implementing, and evaluating urban 4-H youth development programs. An interstate professional development program was developed to inform practitioners on positive youth development in urban communities. The 2-day program included on-site observations of urban programs and professional development on best practices. This paper aims to provide strategies for youth-serving organizations to maximize opportunities for youth to develop leadership skills within the out-of-school time program context. The sample includes 5 youth-serving agencies who participated in the Youth Driven Spaces initiative led by a Midwest program. Data for this project included observations of youth–adult meetings, field notes from youths’ reflections on key model activities, and interviews with adult staff to identify common challenges and supportive solutions. Science, technology, engineering, and math (STEM) fields have been traditionally entered by men, often establishing women as underrepresented in many of these fields. This research study focuses on participants at a STEM camp for middle- and high-school girls designed to introduce them to technology. The camp was held 4 times over 3 years, with many of the participants from rural areas, underrepresented by race and economic status. In 2017, the National 4-H professional research, knowledge, and competencies (PRKC) taxonomy was updated reflecting the current needs of 4-H youth development professionals. Knowledge and skill gaps of 4-H professionals need to be identified to optimize resource allocation for professional development on the state and regional level. We developed a web-based self-assessment of the PRKC tool using Qualtrics, that evaluated the core competencies across the 6 PRKC domains: (a) youth development; (b) youth program development; (c) volunteerism; (d) equity, access, and opportunity; (e) partnerships; and (f) organizational systems. Ten percent of the global population live in extreme poverty under $1.90 a day. To combat chronic multidimensional poverty, the Bangladesh Rural Advancement Committee (BRAC)created the Graduation Approach, which consists of a Big Push effect implemented through a series of interventions including asset transfer, mentoring, saving groups and a series of service provisions, to push ultra-poor households to exit poverty sustainably. Implemented so far in over 50 countries, the model has shown positive results even after ten years of the first interventions. The article highlights the strong ecosystem in Singapore where charitable initiatives are supported and encouraged, and builds on DPM Lawrence Wong's recent comments that the Government is reviewing its tax incentive schemes to encourage increased philanthropic giving.As a starting point, we suggest three simple ways in which tax incentives could be enhanced:1) increasing the enhanced tax deduction for donations from the current 2.5 times the amount of qualifying donations to 3 times for certain causes where there is a significant amount of public spending;2) extending the period for which tax deductions for donations can be carried forward for from the …

In earlier cases, the non-satisfaction of pre-arbitration requirements has been analysed by the Singapore and English courts by reference to the issue of conditions precedent. It was assumed without argument that, if a requirement was construed as a condition precedent, the failure to satisfy that requirement would deprive the tribunal of jurisdiction. More recently, English and Hong Kong case law has focused on a different issue, asking whether the failure to meet the pre-arbitration requirement affects the tribunal’s jurisdiction or the admissibility of the claim. This case note analyses whether the Singapore courts should follow suit.

This article explores the role of constitutional judges in advancing constitutional literacy, understood as knowledge relating to the functioning of the constitutional order. Part of the inquiry is descriptive and geared towards identifying the modalities that courts today use to cultivate such literacy among the public, or segments thereof. The article also poses normative questions about literacy-boosting efforts. How do these relate to typical judicial functions? Pioneered by the US, recent mega-regional trade agreements such as the CPTPP have incorporated ‘regulatory coherence’ provisions—mirroring the US Administrative Procedural Act's core designs—to balance between domestic regulatory autonomy and international cooperation. Building upon existing literature that traces the trajectories of the diffusion of regulatory coherence across jurisdictions, this article analyses how Australia's constitutional tradition could effectively condition the development of regulatory coherence in a Westminster-based model of governance. It is argued that the global entrenchment of regulatory coherence is contingent upon the inherent boundary defined by the political dynamics and constitutional structures within a jurisdiction.

Pioneered by the US, recent mega-regional trade agreements such as the CPTPP have incorporated ‘regulatory coherence’ provisions—mirroring the US Administrative Procedural Act's core designs—to balance between domestic regulatory autonomy and international cooperation. Building upon existing literature that traces the trajectories of the diffusion of regulatory coherence across jurisdictions, this article analyses how Australia's constitutional tradition could effectively condition the development of regulatory coherence in a Westminster-based model of governance. It is argued that the global entrenchment of regulatory coherence is contingent upon the inherent boundary defined by the political dynamics and constitutional structures within a jurisdiction.

Digital nudges — that is, significantly behavioral interventions that use software and its user-interface design elements — are an increasingly pervasive feature of online environments that can shape people’s behavior both online (e.g. changing website cookie settings) and offline (e.g. taking a flu vaccine due to a text message reminder). While sharing many characteristics of offline behavioral interventions, digital nudges merit specific attention and analysis due to their growing ubiquity and potential potency, the opacity of their technological and behavioral mechanisms, and the central role of private actors in their implementation.

New technologies for non-volatile memories combine the speed and byte addressability of current memory technologies with the low cost, density, and non-volatility of current storage technologies. They use energy only when writing or reading data. While some newer technologies have practically unlimited endurance, others, such as Phase Change Memory do not. However, this limited endurance surpasses that of solid state drives by several orders of magnitude. They can be integrated into the current memory storage hierarchy as a replacement for DRAM. Trauma-Focused Cognitive Behavioral Therapy (TF-CBT) is an evidence-based treatment approach for children suffering from trauma-related symptoms (; Cohen et al., 2018 Cohen et al., 2022; de Arellano et al., 2014; Slalom et al., 2022). Throughout treatment, the primary focus is to reduce the negative symptoms after experiencing a traumatic life event (Child Welfare Information Gateway, 2012). The role of hope in the aftermath of trauma survivors has been supported as a strength contributing to the well-being of the individual (Munoz et al., 2020).
