Time-phasing describes the process of estimating expenditure profiles for multi-year RDT&E acquisition programs. The AFCAH states that one approach to producing a time-phased estimate is with the use of S-curve distributions. These S-curves are most typically modeled as Weibull, Rayleigh, or Beta distributions. Many prior studies have been completed to better understand which of the three distributions is best suited to time-phasing RDT&E programs, and what program characteristics significantly explain variance in the distributional parameters. Those prior studies utilized either contractor-supplied data or SARs, and typically found the Weibull to be the best performing distribution. This paper makes novel use …

Atmospheric Water Generators (AWG) produce potable water from the moisture in the air, providing a potentially viable water source in austere locations or emergency response scenarios. In this study, the operating constraints of three existing commercially available AWG devices are investigated, compared to historical weather data from across the continental United States. Utilizing linear regression modeling and weather station data for the years of 1985-2019, the monthly and spatial trends of energy demand to produce water from these devices are evaluated. The Department of Defense (DoD) conducts many remote missions around the globe. As part of any remote basing strategy, potable water needs to be secured. Currently, there are three primary means of procuring potable water at remote locations: bottled water, on-site purification, or tie-in to existing, local infrastructure. The purpose of this study is to determine the environmental tradeoffs of bottled water and on-site treatment via a Reverse Osmosis Water Purification Unit (ROWPU), which uses multiple levels of filtration to make potable water from freshwater or saline water. How does the United States Air Force (USAF) assess and plan to replace their most critical drinking water infrastructure? The historical answer is to wait for it to break and then replace or repair the failed pipe. Combat Identification (CID) in an air-to-air combat context is a highly complex cognitive task that requires the operator to make rapid, high consequence decisions. To accomplish CID, fighter aircrew must attend to and perceive a broad range of information while concurrently building situation awareness (SA) and conducting other tasks. While existing automated agents are available to help fighter aircrew with this CID task, they are designed for a very narrow subset of the overall task and are not well suited for human-agent teaming. Energy security, greenhouse gas (GHG) emissions, and geopolitical concerns in the south pacific require diversification and independence from legacy energy sources in the Indo-Pacific Combatant Command (INDOPACOM) area of operation (AO). The United States Government has placed mandates and directives to minimize the impacts of GHG on the climate. These orders require divestment from GHG producing fuel sources by 2050. This study compares the energy alternates to Jet Propulsion 8 (JP8) as Ammonia, Hydrogen, and Lithium-ion Batteries. The human machine interface in 5th generation aircraft has not evolved proportionally with advances in display size and data density. The traditional cursor slew method fails to rapidly relocate the cursor, especially on large displays. Major Air Force contracts are subject to overview utilizing Earned Value Management (EVM). EVM is flexible in its application through the adherence of guidelines rather than strict rules. Due to this method, there is concern for potential abuse of application through overuse of Level of Effort (LOE) as a measurement technique. There are current recommended practices and rules of thumb that suggest LOE should be limited to 15% of a program’s budget with no quantitative research to support this claim. Additionally, these aging systems are under-designed for climate-induced non-stationarity of rainfall. Several studies indicate a global increase of extreme rainfall events as a result of climate change, driving the need for future stormwater management designs that account for a changing climate. The Extrovert Ideal led to a society that has a favorable bias toward extroverts. Classrooms, workplaces, and the general public have been designed with extroverts in mind. Introverts, who make up more than half the world’s population, are forced to act in extroverted ways due in part to the extrovert ideal. The United States Department of Defense (DoD) relies on prime contractors for weapon system development, acquisition, and sustainability, but the increased consolidation of the Defense Industrial Base (DIB) through mergers and acquisitions (M&A) has raised concerns over reduced competition. This research consists of two studies. The first reviews existing literature to identify factors behind the DIB's increased M&A activity since the 1990s, such as DoD budget cuts and market structure. This study examines the removal of perfluoroalkyl substances (PFAS) from legacy hangar fire suppression systems which utilized PFAS containing aqueous film forming foam (AFFF). Hundreds of these systems are currently in place throughout the Department of Defense, with planned phase-out occurring by 2024. The estimated cost of replacing these systems is $2.1 billion dollars. To mitigate this cost, a triple-rinse method of decontamination has been proposed. This thesis explores the release of PFAS from AFFF systems during a triple-rinse decontamination, and the continued removal of PFAS after a triple-rinse is complete while simultaneously analyzing methylene blue dye as a potential …

This research investigates a dataset of over 80 Air Force and Navy aircraft and applies regression techniques to create two cost estimating relationships (CERs) for predicting recurring T100 flyaway costs, depending on where in the acquisition lifecycle the estimate takes place. The first CER explains 89 percent of the variation in the dataset and can be applied prior to Milestone B (MS B). The second CER explains 88 percent of the variation in the dataset and can be applied between MS B and MS C. Military members in combat situations are at a high risk for experiencing a Traumatic Brain Injury (TBI), often leaving them with Post-Traumatic Headache (PTH). There is currently a poor understanding of what factors predict if a patient will endure acute (short-term) PTH or Persistent PTH (PPTH). The Concussion Assessment, Research, and Education (CARE) Consortium dataset contains a variety of pre-and-post-injury concussion assessments taken by NCAA athletes and service academy cadets between 2014 and 2018. These forces meet a set of discrete mission demands over an extended time period before redeploying, modernizing, and preparing for the next deployment. The purpose of this research is to improve the usefulness of data that is already collected within aircraft maintenance organizations to better identify trends, and outliers, and possibly better explain relationships between leading and lagging indicator metrics. Specifically, this graduate research paper sought to answer two research questions addressing what aircraft maintenance metrics significantly impact aircraft availability, and how to measure those to understand which metrics impact aircraft availability most. The research questions were answered through a comprehensive literature review, and the use of multiple linear regression analysis on data from two specific aircraft maintenance organizations from the same location. …

A Comparison Of Wireless Sensor Networks Under Stochastic Deployment Methods To Ideal Network Structures, Andrew J. Grove

This research addresses the ideal structure of a deployed network of sensors over a geographical area based on metrics such as coverage and connectivity. Using a genetic algorithm, the ideal structure for a range of target network sizes is determined. Then, a series of realistic methods of sensor distribution simulating the scattering of sensors such as a single linear pass, perpendicular passes, and parallel passes are compared to determine the ability of each method to achieve the ideal structure for each target network size. Hierarchical Federated Learning On Healthcare Data: An Application To Parkinson's Disease, Brandon J. Harvill

Federated learning (FL) is a budding machine learning (ML) technique that seeks to keep sensitive data private, while overcoming the difficulties of Big Data. Specifically, FL trains machine learning models over a distributed network of devices, while keeping the data local to each device. We apply FL to a Parkinson’s Disease (PD) telemonitoring dataset where physiological data is gathered from various modalities to determine the PD severity level in patients. We seek to optimally combine the information across multiple modalities to assess the accuracy of our FL approach, and compare to traditional ”centralized” statistical and deep learning models.
