"The Veneer Of Civilization Washed Off": Anti-Black Posse-Lynchings In The Twentieth-Century Rural Midwest, Brent M. S. Campney

This study seeks to identify anti-Black posse-lynchings in the Midwest between 1910 and 1930, and to examine the ways in which they were framed by the media for their readers. It posits that these lynchings emerged as the foremost type of anti-Black lynching by the second decade of the twentieth century, casting doubt thereby on the prevailing scholarly assumption that the number of lynchings declined precipitously in these years. Because most of these incidents received little attention at the time and few received significant attention outside of the locality in which they occurred, this essay uses as its primary documentation …

The revision of French tort law is proving to be a long process, starting with a first draft by the working group directed by Pierre Catala and Geneviève Viney in 2005, and only reaching a proposed new law tabled by Senators in 2020. The need for revision arose due to the silence of the current French Civil Code on tortious liability, which was mainly developed over the last two centuries by the jurisprudence, while only five such articles can be found. The intended revision of French tort law looks beyond the codification of jurisprudential solutions and towards legal innovations. This …

Improving the quality of educational programs and the demand for accountability have put the professional development of Extension educators high on Cooperative Extension’s agenda. Effective professional development facilitates improved program design and implementation, which, in turn, translates into higher clientele satisfaction. The purpose of this article is to discuss the principles and practices of adult education and their application in designing professional development offerings with specific examples for Extension educators. Using the integrated approach of learning, the authors present a framework and share their experiences for the application of practice in designing professional development programs for Extension educators.

From March 13 to 17, 2023, the WIPO Standing Committee will discuss, for the 43rd consecutive time, a possible Treaty on the Protection of Broadcasting Organizations. The draft treaty, which has featured high on the Committee’s agenda since its inception in 1998, would offer international protection to broadcasting organizations against unauthorized retransmission and related uses. Despite many years of discussion, stern opposition, countless redrafts and political setbacks, the controversial treaty project has never been abandoned. The Centre for Information Policy Leadership (CIPL) and Tech, Law & Security Program (TLS) have been collaborating on a project regarding data localization policies. As data localization is increasingly gaining traction, we seek to understand the different dimensions of the impacts and effectiveness of these policies. As part of this collaboration—CIPL published a paper on the “real life” business, societal, and consumer impacts of data localization policies and TLS published the present paper on whether data localization measures are legally effective in achieving one of their main ostensible purposes, i.e., to prevent foreign government access to data.

The ease of travel in the globalized, modern world is a double-edged sword for the right to research: while research opportunities are bolstered due to information and data traveling extremely easily in the digital world, the right to research may be undermined by the easy travel of foreign copyright judgments between countries. This article analyzes thoroughly, for the first time, the threats posed to the right to research by private international law instruments on recognition and enforcement of foreign copyright judgments. With data from the Transiting Exoplanet Survey Satellite (TESS), we showcase improvements to the MIT Quick Look Pipeline (QLP) through the discovery and validation of a multiplanet system around M dwarf TOI 4342 (Tmag = 11.032, M⋆ = 0.63 M⊙, R⋆ = 0.60 R⊙, Teff = 3900 K, d = 61.54 pc). With updates to QLP, including a new multiplanet search, as well as faster cadence data from TESS's First Extended Mission, we discovered two sub-Neptunes (Rb = 2.266 (+0.038)/(-0.038) R⊕ and Rc = 2.415 (+0.043)/(-0.040) R …

Leukocytes are in situ regulators critical for ovarian function. However, little is known about leukocyte subpopulations and their interaction with follicular cells in ovulatory follicles, especially in humans. Single-cell RNA sequencing (scRNA- seq) was performed using follicular aspirates obtained from four IVF patients and identified 13 cell groups: one granulosa cell group, one thecal cell group, 10 subsets of leukocytes, and one group of RBC/platelet. RNA velocity analyses on five granulosa cell populations predicted developmental dynamics denoting two projections of differentiation states. The cell type-specific transcriptomic profiling analyses revealed the presence of a diverse array of leukocyte-derived factors that can …

Exposure to certain per-and polyfluoroalkyl substances (PFAS) has been shown to be positively associated with total and/or low-density lipoprotein cholesterol. Examining this association in lipid lowering interventions may provide additional evidence linking PFAS to cardiovascular risk. We examined the relationship of 6 PFAS with cholesterol in a 6-month lifestyle-based intervention. We quantitated PFAS in 350 individuals at baseline and post intervention and examined associations of PFAS with cholesterol before and after intervention. Food frequency questionnaires and GIS analyses were used to investigate PFAS hotspots and possible exposure routes. The incidence of in utero drug exposure (IUDE) and neonatal extracorporeal membrane oxygenation (ECMO) utilization have both increased over the past decade. However, there are no studies to date that examine the impact that IUDE has on neonates requiring ECMO. In this retrospective cohort study, we compared the clinic course and outcomes of neonates who were placed on ECMO with IUDE vs. neonates without IUDE. Analysis included data extracted from medical records from all neonatal ECMO runs between January 2014 and January 2021 at the University of Kentucky Children’s Hospital. The Slayer Rule: An Empirical Examination, Fredrick E. Vars

This study is the first to empirically test key assumptions underlying the slayer rule. Over a thousand survey respondents answered the question “What’s fair?” or “What would the decedent want?” in twelve different scenarios. Some of the most significant conclusions are that the slayer rule should not apply to assisted suicide, killings in self-defense, or killings due to mental illness. On the other hand, the slayer rule should be expanded beyond murder in some circumstances, such as elder abuse and neglect. And the slayer rule should be converted from a mandatory rule into a default rule, which testators could opt …

The Money War: Democracy, Taxes And Inflation In The U.S. Civil War, Ariel Ron, Sofia Valeonti

Both sides in the U.S. Civil War financed military spending by issuing new fiat currencies. The Union ‘greenback’ underwent moderate inflation (by wartime standards), but the Confederate ‘greyback’ suffered hyperinflation. Existing explanations for these price movements typically treat only one of the two cases and adopt either a quantity theory or rational expectations approach. We compare Union and Confederate policies directly and highlight the importance of taxation for assuring the value of inconvertible money. Combining monetary and fiscal history literatures, we find that tax policies were determined by long-term development of democratic governing institutions. Higher levels of democracy in the …
