Blue Economy, Climate Risk, And Fisherfolks: An Inquiry Into The State Narrative Of Blue Economy And Right Of Fisherfolks, S.Mohammed Irshad Smi
Blue Economy, Climate Risk, And Fisherfolks: An Inquiry Into The State Narrative Of Blue Economy And Right Of Fisherfolks, S.Mohammed Irshad Smi
Journal of Ocean and Coastal Economics
The blue economy is an extension of finance capital into the coast and is a larger frontier expansion project. This capital is confronted with climate risks as well. The blue economy creates new economic zones, which fall into a risk zone in which output and productivity deplete over time. The blue economy projects conflict with the declining fisheries resources, which puts the fishing community's life at risk. The policies that promote the blue economy often neglect the resource-dependent communities across the coastal areas.

Modelling The Financial Viability Of Offshore Aquaculture Using A Case Study Of A Sea Bass Farm In The Bay Of Lion, France, Jeremy Van Dyken, Houshang Habibniya, Suzan Dsouza, Tyler Sclodnick
Journal of Ocean and Coastal Economics
The extension of net pen aquaculture to open ocean sites provides many advantages to the industry including opportunity for expansion, utilization of high energy sites, and better resilience to certain near shore or surface-associated stressors. The industry has been slow to develop due to high perceived risks and a lack of operating farms to provide financial information for open ocean farm operations. A model was developed to evaluate the economic viability of a hypothetical sea bass aquaculture venture in the open French Mediterranean Sea that utilizes open ocean submersible farming systems. Advanced open ocean equipment, including submersible net pens, environmental …

Valuation Methods And Their Relevance In Achieving Marine Protected Areas Targets: A Systematic Review, Jacob Ankamah, Stephen Hynes, Daragh O'Leary
Journal of Ocean and Coastal Economics
The prolific human-induced pressures on marine ecosystems leading to negative externalities such as beach erosion, biodiversity loss, and climate change are matters of global concern. Marine protected areas (MPAs) have emerged as a tool to conserve marine biodiversity and support human livelihoods. This paper reviews the global research landscape, the evolution of concepts and the relevance of valuation techniques related to the assessment of the contribution of MPAs to societal welfare. The review indicates that less than 3% of the wider MPA literature explores the economic valuation of MPA designation. Of those, there is an obvious preference for non-market-based methods …

Sustainable Utilization Challenges And Opportunities Of The Blue Economy Resources In Bangladesh, Tasnia Bahar Chowdhury
Journal of Ocean and Coastal Economics
Bangladesh’s Blue Economy, emphasizing the sustainable use of ocean and coastal resources, presents both immense opportunities and pressing challenges. Following maritime boundary settlements with India and Myanmar, the country gained an exclusive economic zone of 118,813 km² and an extended continental shelf of 37,000 km² in the Bay of Bengal, offering substantial potential in fisheries, aquaculture, renewable energy, tourism, shipping, and marine biotechnology.
The study synthesizes secondary data to examine the sustainable utilization of resources under the blue economy. Marine fisheries contribute 17% of national fish production, supporting millions of livelihoods, while ecosystems such as the Sundarbans and Saint Martin’s …

When The Modern Public Square Goes Private: The Supreme Court's Struggle Over Social Media As The New First Amendment Frontier, Jason M. Shepard, Kathleen Bartzen Culver
Loyola Interdisciplinary Journal of Public Interest Law
In the wake of the Supreme Court’s 2024 decisions in Moody v. NetChoice and NetChoice v. Paxton, the meaning of free expression in the digital age is being rewritten. Our research analyzes how the Court, advocates, and amici invoked decades of First Amendment and media law precedent to define whether social media platforms act as speakers with editorial rights or as common carriers open to regulation. Relevant doctrines include First Amendment implications of medium-specific regulations, common carrier definitions, speaker autonomy, editorial discretion, expressive conduct, intermediate and strict scrutiny analysis, content-based regulations, viewpoint neutrality, and public forum analysis. Drawing on an …

Barriers To Mental Health Treatment In A Rural County: Perceptions From Local Service Providers, Jennifer Cantu
Barriers To Mental Health Treatment In A Rural County: Perceptions From Local Service Providers, Jennifer Cantu
Journal for Social Work Scholar-Practitioners
Though the prevalence of mental health issues is similar in rural and urban areas, it has been found that those living in rural areas experience significant disparities related to mental health treatment. This qualitative study examined how professionals’ perceptions of barriers to mental health is a rural county in Texas. Semi-structured interviews were conducted with service providers across health, social service, and community settings. A thematic analysis of the data found that the county experienced a shortage of mental health providers, limited transportation, high out-of-pocket costs, gaps in insurance, and inconsistent broadband access, which could limit the effectiveness of telehealth. …
Adult Sexual Grooming Needs Its Own Model: A Critical Conceptual Analysis, Christin M. Aletky
Adult Sexual Grooming Needs Its Own Model: A Critical Conceptual Analysis, Christin M. Aletky
Journal for Social Work Scholar-Practitioners
Adult sexual grooming (ASG) is understudied, conceptually ambiguous, and often conflated with child sexual grooming (CSG). Existing models rely heavily on child-centered frameworks, limiting the field’s ability to recognize the adult-specific dynamics of manipulation, coercive control, and institutional vulnerability. This paper examines the limitations of current definitions and argues that ASG requires its own conceptual foundation. Drawing on the literature, the paper highlights three core distinctions between ASG and CSG: the erosion of meaningful consent in adult contexts, the relational ambiguity inherent in roles such as mentor, pastor, supervisor, or professor, and the influence of rigid power structures that legitimize …
The Digital Responsibility Index: Quantifying Perceived Multi-Layered Responsibility In Cybersecurity, Mircea Ţălu
The Digital Responsibility Index: Quantifying Perceived Multi-Layered Responsibility In Cybersecurity, Mircea Ţălu
Journal of Cybersecurity Education, Research and Practice
In the evolving digital landscape, cybersecurity responsibility extends beyond technical safeguards to include individual behavior, organizational governance, and societal impact. This study introduces the Digital Responsibility Index (DRI), a novel metric that quantifies multi-layered accountability across four domains: technical, individual, organizational, and societal. Data were collected through scenario-based Likert-scale surveys with 120 cybersecurity professionals, supplemented by semi-structured interviews with senior leaders. Results reveal that while technical and organizational responsibilities are consistently prioritized, individual and societal accountability remain under-recognized. Leadership engagement significantly enhances responsibility scores across all layers. The proposed DRI framework provides a measurable and potentially actionable basis for assessing …

Beyond Screening In Amyotrophic Lateral Sclerosis: A Domain-Standardized, Measure-Flexible Framework For Comprehensive Neuropsychological Assessment, Etiane Navarro
Archives of Assessment Psychology
Amyotrophic lateral sclerosis (ALS) is a multisystem neurodegenerative disorder in which cognitive, behavioral, language, and social-cognitive changes may occur across clinical phenotypes, including the ALS-frontotemporal spectrum. Neuropsychological assessment is important for characterizing nonmotor manifestations and identifying changes relevant to autonomy, everyday functioning, and clinical management. This systematic review examined literature identified through APA PsycINFO, PubMed, Google Scholar, and supplementary searching to characterize neuropsychological domains, measures, phenotype-related findings, and disease-specific limitations relevant to comprehensive assessment. Two hundred records underwent title and abstract screening, 150 reports were reviewed in full text, and 61 resources were retained for synthesis. ALS-specific screening instruments, including …

Court watchers read each Supreme Court term like tea leaves, seeking in the record a deeper meaning about who we are and where we are going. To read the recent term, this Essay takes up Oliver Wendell Holmes’s image of law as a tapestry woven for its initiates and Robert Cover’s account of courts as jurispathic, killing competing legal meanings to preserve a coherent archive. It sees the 2025–26 term not as a set of doctrinal developments or even political compromises, but as a weave of foreclosed claims, in which what the discerning eye can read is those foreclosures, those …

Mission-Locked Cooperative Governance Architecture For Community-Owned Production Of Life Essentials, Joseph Sack
Mission-Locked Cooperative Governance Architecture For Community-Owned Production Of Life Essentials, Joseph Sack
Defensive Publications Series
Abstract
This disclosure describes a proposed mission-locked cooperative governance architecture for the community-owned production of life essentials, including energy, food, water, housing, and healthcare. The architecture separates technology development from infrastructure ownership. A nonprofit research and development entity independently develops and stewards the underlying technology and releases it under open licensing terms. Production infrastructure is owned by local member cooperatives operating under democratic member voting.
A mission-locked legal framework connects these layers. It combines four protective mechanisms: (1) a mission-protected charter with amendment controls that restrict changes to the stated purpose; (2) dedicated charitable assets with dissolution provisions that direct …

Classifying large sets of unlabeled entities in high-dimensional embedding spaces from a small number of labeled examples can present computational challenges, for example, when performing exhaustive nearest neighbor searches. Systems and methods can address these challenges by combining partitioned locality-sensitive hashing (LSH) with probabilistic data structures, such as multiset sketches. High-dimensional entity embeddings can be converted to partitioned LSH hashes, which may be used to build an index where each hash partition maps to a sketch aggregating information about labeled entities. For an unlabeled entity, corresponding sketches can be retrieved and merged. This final sketch can be queried to generate …
Scoring-Setting, Distance-Label, Ammunition And Clock Checks From Electronic Target Records, Conrad Young
Scoring-Setting, Distance-Label, Ammunition And Clock Checks From Electronic Target Records, Conrad Young
Defensive Publications Series
Five methods are described for checking the settings and records of electronic scoring targets that store, for each registration, a time, a landing position and a velocity at the target, and for each string a bullet diameter, a target face and a distance. (1) A wrong bullet-diameter setting is detected by comparing each string's stored setting with the match's and the line's; the values it affected are found by re-scoring every registration under both diameters, with margins; and the same re-scoring identifies the shots that sit on a scoring line. (2) A string whose stored distance and face were set …
Automated Duplicate Support Ticket Management Using A Multi-Tiered Logical Framework, Parnika Singhal
Automated Duplicate Support Ticket Management Using A Multi-Tiered Logical Framework, Parnika Singhal
Defensive Publications Series
The creation of duplicate support tickets in high-volume case management platforms can inflate ticket volumes and consume agent resources. An automated system can manage these redundant service requests using a multi-tiered logical framework. For example, a first tier may apply rule-based filters based on case metadata, such as the submitter and time of submission, to identify a candidate pool of potential duplicates. A second tier can analyze these candidates using artificial intelligence and natural language processing to perform a semantic evaluation of the case content. This approach can facilitate the identification, classification, and closure of duplicate tickets, which may reduce …

Automated Business Verification Using Multimodal Analysis Of Geospatial Imagery, Ashish Kumar, Satyam Kumar, Chandan Shanbhag
Defensive Publications Series
Conventional business verification techniques may be inefficient or limited by automated processes that can result in false negatives. A system and method for automated business verification can use a multi-stage data processing pipeline. For example, a multimodal large language model can perform a blind extraction of textual information from geospatial imagery associated with a business's claimed location. Subsequently, a semantic audit process may compare the extracted visual evidence against claimed business data, which can account for context, abbreviations, and synonyms. This approach can provide a programmatic method for verifying the physical existence of commercial entities and enriching data records with …

Technical Specification: Spec-208-Core Title: Solid-State Surface Acoustic Wave (Saw) Waveguides And Matrix Residue Separation Filters, Christopher L. Eckes
Defensive Publications Series
This specification establishes the mathematical and hardware criteria for Solid-State Surface Acoustic Wave (SAW) Waveguides and Matrix Residue Separation Filters. The system is engineered to manipulate localized high-frequency acoustic wave vectors across crystalline lattice matrices, utilizing an integrated multi-probe interdigital transducer (IDT) array to actively suppress boundary layer limit crises and eliminate structural data contamination at room temperature. By deploying an out-of-band matrix residue separation filter, this architecture partitions complex wave propagation paths row-wise across orthogonal virtual nodes to track phase velocities and isolate ancestral human priority art. This framework serves as a public-domain defensive barrier against the proprietary privatization, …

Recent academic and industrial deployments demonstrate that waste-heat-driven desalination and wastewater regeneration are technically viable. However, widespread deployment remains limited due to six major barriers:
-
insufficient waste-heat temperature,
-
compressor energy penalties,
-
membrane fouling,
-
contaminant accumulation,
-
cooling-loop corrosion,
-
unfavorable capital economics.
This disclosure presents a unified open-hardware architecture designated CICIS-X.
CICIS-X integrates thermoacoustic thermal amplification, vortex-assisted contaminant destruction, multi-stage vacuum distillation, autonomous remineralization, structural health monitoring, thermal-hydraulic optimization, and closed-loop cooling infrastructure into a single water-positive compute facility.
