Does Child Care Works Work? An Exploration Of Pennsylvania’S Child Care Subsidy Program, Samantha J. Martin

This article explores the theory and implementation behind Child Care Works, Pennsylvania's child care subsidy program. The article then studies and evaluates the policy through three criterion: effectiveness in providing families with low cost but high quality child care, efficiency in how it uses resources dedicated to childcare in the state, and the equitable distribution of access to childcare. Child Care Works has the potential to increase access to childcare and employment in Pennsylvania, but the current budget does not allot enough money to the program for it to be as helpful as it could be.

This paper analyzes H.R. 82 "The Social security Fairness Act" of 2021 by using SWOT (Strengths, Weaknesses, Opportunities, and Threats) analysis. The paper focuses on the Windfall Elimination Provision and Government Pension Offset provisions of the social security Act. When social security was initially passed, pension benefits were not extended to public sector employees until the reforms in 1950s. However, in the 1970s the Supreme Court declared that men were no longer required to prove that they were reliant on their spouses to be eligible for spousal or widower's benefits, thereby making thousands of male retirees eligible to receive benefits. …

In the last decade, studies have demonstrated that hippocampal place cells influence rats’ navigational learning ability. Moreover, researchers have observed that place cell sequences associated with routes leading to a reward are reactivated during rest periods. This phenomenon is known as Hippocampal Replay, which is thought to aid navigational learning and memory consolidation. These findings in neuroscience have inspired new robot navigation models that emulate the learning process of mammals. In Colombia, the specialised dairy production system is located in the high altitude Andean region. Its main feed resources are pure stands of Pennisetum clandestinum or/and Lolium spp. Nevertheless, the present market conditions require highly competitive and quality forages year round. These forages should be produced with low inputs (irrigation, fertilisers and agrochemicals) and be resistant to pests and diseases. The objective of this research was to evaluate the adaptation, compatibility and acceptability of introduced forage species for sustainable pasture management.

In the southern USA one cannot depend on perennial legume-grass pasture systems to have persistently high nutritive quality. 'Jesup' tall fescue, a cultivar with better persistence in the region than 'Kentucky 31', was re-infected with a non-ergot alkaloid producing strain of the Neotyphodium coenophialum fungal endophtye (MaxQTM) and found to give persistence equal to Jesup with its endemic strain (E+), but without animal toxins (Bouton et al., 2002). Hybrid ryegrasses are intermediate lines between perennial ryegrass and Italian ryegrass as regards growth parameters, productivity and resistance. Good quality and digestibility of forage and higher yield are the main advantages of hybrid ryegrass over perennial ryegrass. Climatic conditions in the Baltic States and North Europe are not favourable enough for ryegrass cultivation but Festulolium is a prospective forage crop for this area (Nesheim, 2000, Adamovich, 2003). Ryegrasses, including hybrid ryegrasses, surpass Festulolium in forage quality. However, Festulolium persistance (resistance, winter-hardiness and, thus, high productivity) are noteworthy. Stockpiling annual ryegrass and cereal rye provides a low cost substitute to hay and creates an excellent source of feed during winter (Kallenbach et al., 2003). In addition to lowering feed costs, grazing increases the conjugated linoleic acid (CLA) content of milk compared to feeding hay. Previous research suggested that forage species might differ in their ability to alter milk CLA content during the growing season (Wu et al., 1997). Rotational grazing systems used in tropical areas in Latin America do not solve the great difference in pasture availability between the dry and the rainy season. The principal use of soyabean in the US in the early 1900s was as livestock forage. Soyabeans are less expensive to establish than small seeded perennial legume forages and can provide legume protein after winter killing of perennial legumes. Soyabean can improve production distribution by vigorous growth during the hot summer season when traditional perennial legumes are less productive.

Weed competition reduces stand establishment, thus lowering forage production and quality. However, there are no herbicides labelled for annual legume establishment, despite several labelled for the establishment of lucerne (Medicago sativa). Some of these may be useful in the establishment and production of annual forage legumes. Lucerne herbicides have greater potential for use on other legumes, since they have grazing and feeding clearance. The objective of this paper is to summarize annual legume yield response trials to herbicides labelled for lucerne establishment.

Cataloging and Interlibrary Loan? Together? That's an interesting combo. After undergoing departmental reconstruction, Tennessee State University Library did exactly that. By combining two services that were often not housed together, new findings and issues emerged, allowing Cataloging to use unfilled ILL requests as a foundation for cleaning up the catalog and verifying its WorldCat holdings. Such findings have also ensured better ILL fill-rate accuracy and discovery. Most importantly, this presentation showcases how both services check and balance each other with outcomes worth paying attention to and solving together in a new workflow.

We compare the relevance of POMDP graphical models to addressing a given common task, the autonomous navigation, in mobile robotics, for robots in three different environments: legged walking, wheeled, and underwater robots. Principled approaches to the implementation of Intelligent robots in realistic environments with uncertainty exploit probabilistic models. The use of graphical models increases tractability and verifiability of probabilistic reasoning. While acquisitions workflows and tools have updated over the years, our training methods have seemingly not evolved with the same speed. At ALA Annual there were a few conversations about teaching and training new acquisitions staff. Many emphasized that learning on the job was one of the best tools, and many of our colleagues have had success with implementing asynchronous instructional materials. For example, after a colleague was able to develop a copyright course, she was then able to turn her attention to other pressing tasks. Why can't we do the same for acquisitions?

Prosthetic hands help upper limb amputees and people who were born without hands. Currently, these prostheses are rather rudimentary and do not provide adequate sensing capabilities compared to a human hand. People use their natural hands to perceive complex tactile phenomena such as shear and torsion using thousands of mechanoreceptors in their fingertips. The capability to detect torsional loads at the fingertips is a notable gap in prosthetic hand sensation. Flexible tactile sensors are a promising new technology that would be ideal for prosthetic hands since they allow for stretching and movement like human skin without damage to the sensor. …

This project aims to evaluate the degree to which various library vendors are taking the privacy of library users into account. In 2018, the Library Freedom Project put together a Vendor Privacy Scorecard analyzing the privacy policies of twelve major vendors, but no follow-up study seems to have been conducted by the Project since then.
