Multiply Differential Study Of Vibrational Dissociative Capture In P+ D2 Collisions, S. Majumdar, A. Hasan, S. Bastola, B. R. Lamichhane, R. Lomsadze, Michael Schulz

We have measured multiple differential cross sections for dissociative capture in collisions of 75-keV protons with D2. Data were analyzed for kinetic energy releases (KERs) ranging from 0 to 2 eV, where the dissociation is primarily caused by excitation of the nuclear motion to a vibrational continuum state. Pronounced signatures of two-center interference effects were observed. The data were compared to previously published cross sections for dissociative capture in p+H2 collisions, for which we reported a scattering angle dependent phase shift in the interference term. This work introduces the mathematical framework of the novel “First-Order Comprehensive Adjoint Sensitivity Analysis Methodology for Neural Ordinary Differential Equations” (1st-CASAM-NODE) which yields exact expressions for the first-order sensitivities of NODE decoder responses to the NODE parameters, including encoder initial conditions, while enabling the most efficient computation of these sensitivities. The application of the 1st-CASAM-NODE is illustrated by using the Nordheim–Fuchs reactor dynamics/safety phenomenological model, which is representative of physical systems that would be modeled by NODE while admitting exact analytical solutions for all quantities of interest (hidden states, decoder outputs, sensitivities with respect to all parameters and initial conditions, …

From 1990-2014, Alabama fought against improving the property tax system for the benefit of public schools in Knight v. Alabama (2007) and Lynch v. Alabama (2014). Knight and Lynch charged the State with upholding a racially discriminatory property tax system that served to keep public school systems, particularly in rural, predominately Black counties, severely underfunded. Brown v. Board compelled Alabama to desegregate its school systems with “all deliberate speed,” but school systems remained unequal due to funding disparities from the state’s overly complicated tax system. Despite over 700 amendments by 2014, Alabama’s constitution left the property tax system created in …

Alabama’s 1901 Constitution was drafted to codify white supremacy by removing African Americans from the voter rolls. Alabama did not invent voter suppression, nor does it have a monopoly on policies that deny African Americans, minorities, and poor people the right to vote. This chapter provides examples of how and to what effect disenfranchisement has been used in Alabama and other communities throughout the United States. This chapter also chronicles Alabama’s unique constitutional feature that centralizes policymaking in the capitol – further suppressing democracy at the local level to the advantage of affluent interest groups entrenched in Montgomery. With the conservative turn of the U.S. Supreme Court, originalism has become ascendant. This rise to preeminence should trouble the legal community because originalism is grounded on a naive understanding of the interpretative process. Once we wash away this naivety and delve more deeply into legislative interpretation, we see that originalism fails in three ways. First, here is recent empirical evidence that general meaning is rare and, as such, the original meaning required by the theory is unlikely to have existed. Russian Views Of The Unknown Coast: Shvetsov's Accounts Of The Oregon And Northern California Coastline During The Sea Otter Trade, 1808-09, Cameron La Follette, Douglas Deur, Andrei Grinev

Early-nineteenth century Russian accounts of the coastline between Alaska and Fort Ross are rare. This article helps fill this gap, providing diary accounts by Russian American Company employee, Afanasy Shvetsov, of two joint Russian-American sea otter hunting trips along the Oregon and northern California coasts in 1808-09. Recently recovered and translated, these accounts aptly describe landscapes and biota, as well as Russian, American, and conscripted Aleut and Kodiak Alutiiq hunters' interactions with Native American communities. Presented in their historical, geographical, and anthropological context, Shvetsov's accounts offer a rare, revealing glimpse of early European encounters with this contact-period coastline.

Using a high-frequency panel survey, we examine the sensitivity of estimated self-reported well-being (SWB) dynamics to using monthly, quarterly, and yearly data. This is an important issue if SWB is to be used to evaluate policy. Results from autoregressive models that account for individual-level heterogeneity indicate that the estimated persistence using yearly data is near zero. However, estimated persistence from monthly and quarterly data is substantial. We estimate that persistence to shocks typically lasts around six months and has a net present value of 75–80 per cent of the contemporaneous effect. Estimates are similar for different domains of SWB.

The article discusses the growing expectation for public school teachers to administer Narcan to students experiencing opioid overdoses, emphasizing the need for proper training and legal protections. It addresses the disparities in training and immunity among schools and highlights the proposed "School Access to Naloxone Act of 2024," which aims to incentivize states to allow trained school personnel, including teachers, to administer Narcan. The Act requires states to provide training, maintain a supply of Narcan on school premises, and offer civil and criminal immunity to trained personnel acting in good faith. However, as CPAs, we are responsible for ensuring our impacted clients are prepared for the possible gift and estate tax changes on the horizon. The Tax Cuts and Jobs Act of 2017 (TCJA) introduced monumental tax reform affecting the gift and estate tax. The gift and estate tax lifetime exemption allows an individual to gift a certain amount tax-exempt during life or at death. Ectogenesis technology would make it possible to support the complete gestational development of a human being outside the female body. Proponents argue that this technology offers a welcome opportunity to expand reproductive options for those unable or unwilling to gestate. However, by completely bypassing pregnancy, the use of ectogenesis prevents the formation of gestational family ties. Consequently, it has faced criticism for perpetuating a patriarchal view of the family that undermines the moral significance of gestation. Fake base stations comprise a critical security issue in mobile networking. A fake base station exploits vulnerabilities in the broadcast message announcing a base station’s presence, which is called SIB1 in 4G LTE and 5G NR, to get user equipment to connect to the fake base station. Once connected, the fake base station can deprive the user of connectivity and access to the Internet/cloud. We discovered that a fake base station can disable the victim user equipment’s connectivity for an indefinite period of time, which we validated using our threat prototype against current 4G/5G practices. Addressing Gatekeeping Challenges In Counselor Education: A Grounded Theory, Vanessa Pauline Gill

This constructivist grounded theory study explored how counselor educators navigate remediation and gatekeeping challenges in CACREP-accredited programs. Fifteen counselor educators with at least one challenging gatekeeping experience participated in semi-structured interviews conducted via Zoom. All interviews were recorded and transcripts were completed. Data was analyzed using grounded theory methodology and analysis efforts were organized using the MAXQDA 2024 software. Data analysis involving constant comparison methods and memo-writing generated an emerging theory describing counselor educators’ journey from uncertainty to increased confidence in addressing remediation issues. The theory illuminates how experiential learning, reflective practice, and supportive professional relationships inform this developmental process. …
