Understanding Rural Legal Deserts To Inform Public Policy: Identifying And Describing Lawyer Gaps In Non-Metropolitan Counties, David J. Peters, Emma Bartling, Emily Meyer

Rural legal deserts have become a growing topic of interest to legal scholars and social scientists in the U.S. However, current research is limited by measurement issues and by the lack of national-scale analyses. To address these limitations, we identify legal deserts by applying latent profile analysis to lawyer gap rates for N = 2,307 non-metropolitan counties in the U.S. Lawyer gap rates are calculated as local demand for lawyers minus the local supply, using employment in private practice law offices from the Census Bureau. The amazing legal journey of this case begins in 1923 and ends with a Sioux Nation of Indians “victory” in the Supreme Court in 1980. Before reaching the Supreme Court, the case was litigated four different times before the Court of Claims because of the ineffective assistance of counsel and the necessity of a congressional statute to clear away the threatening ghost of res judicata. The historical backstory begins not in 1923, but with the signing of the Fort Laramie Treaty of 1868 and the United States’ illegal taking of the sacred Black Hills in1877. And the case does not …

The 2025 session of the South Dakota State Legislature marks its 100th regular session, providing an opportunity to reflect on its history and celebrate its role as a citizen-focused, part-time, and accessible institution. Established in 1889, South Dakota’s statehood was shaped by a desire to end the perceived corruption of territorial governance and to create a system rooted in republican principles, limited spending, and agrarian values. The state’s early legislature emphasized fiscal restraint, citizen representation, and rural priorities. Over time, reforms modernized the institution, including changes to apportionment, term limits, and technology, enhancing transparency and public engagement. Women gained representation …

The right of the people to initiate and refer laws has been enshrined in South Dakota’s Constitution since 1898. In recent years, citizen advocates have used the initiated measure process to raise the minimum wage (2014), end payday lending (2016), and expand Medicaid (2022). In November 2020, Amendment A passed with 54% of the vote, legalizing recreational marijuana. However, after judicial review, this result was nullified. While these ballot measures were being organized and promoted, South Dakota’s Republican supermajority legislature and two Republican Governors enacted dozens of changes to the initiative and referendum process. This article explores how South Dakota’s child support provisions, particularly the 10% allowable deduction for voluntary retirement contributions from parents’ gross income, affect the fair distribution of financial responsibilities between parents. By exploring the historical context and evolution of this statute, this article highlights the challenges and disparities the 10% deduction creates, particularly for custodial parents living in poverty. Through a comparative analysis with other states and a discussion on balancing retirement savings with child support needs, the article argues for reconsideration of the statutory allowance. Hobby Lobby Stores, Inc., suggested to many that the scope of religious liberty was in a principled, logical way expanded to include free expression rights of corporate entities. Previous literature has highlighted a bidirectional relationship between the gut and brain called the gut-brain axis (de Punder & Pruimboom, 2015; Hill et al., 2008; Leistner & Menke, 2020). The current study aimed to investigate directional relations between different stressors (e.g. poor diet, vigorous activity, and prior adversity) and anxiety and how interactions with gut issues and autonomic dysfunction may impact these relationships. The urban heat island (UHI) effect makes urban areas hotter than rural areas. Urban areas, and the extreme heat that comes with them, are becoming more common worldwide. If UHIs lead to changes in arthropod community diversity, then ecosystem structure and services could be disrupted. Previous UHI studies have investigated heat impacts on arthropod ecology, but many focus on one species while studies that consider thermal diversity within a single urban area have been limited. However, the ability to obtain reliable data on elasmobranch reproduction without animal euthanasia is extremely limited. Therefore, there has been a call for nonlethal approaches for identifying reproductive status of elasmobranchs. A strain gage-based instrumentation system was designed and fabricated to measure the moment present at the base of a mock, diesel-engine snorkel for a submerged vehicle designed to operate in the surf zone. Afterwards, a lab experiment was designed and executed to determine the accuracy of the instrument and a 2-dimensional, matrix-vector equation was formulated to relate pairs of voltages, Vx and Vy, to moments, Mx and My for the experiment. This study investigates the dynamics of mutualistic relationships between two prey species in the presence of a predator, by taking into account herding in one species along with the influence of carrying capacities between two prey species. These mutualistic dynamics are presented by constructing two mathematical models, namely an indirect and direct mutualism model. As the strength of the symbiotic relationship increases the indirect model goes through transcritical bifurcation to Hopf bifurcation whereas in the direct mutualism model goes through saddle-node bifurcation to Hopf bifurcation.

In this thesis, we study matrix means from a geometric point of view. In particular, we consider divergences of the form Tr[A + B − 2G(A, B)] for certain Geometric-Type matrix means G(A, B). We derive alternative formulations of this distance function through the application of one-sided inverses of G(A, B). When G(A, B) = A#B, we give a curve parametrization of the straight-line path between two points with respect to this semi-metric and present conditions under which this holds for other Geometric-Type means. Accurate short-term forecasting of solar power generation is critical for the reliable and cost-effective operation of renewable-based microgrids, where sudden weather-induced variability can compromise grid stability, battery scheduling, and energy trading decisions. Traditional physical and statistical models struggle to capture the complex non-linear relationships and localized weather effects, while individual deep learning architectures often exhibit systematic biases such as chronic under-prediction of peak generation. This thesis paper adopts a comparative historical analytical approach to German and Russian strategic culture. It examines numerous historical, cultural, and ideational variables that have guided German and Russian strategic initiatives, particularly since the end of the Cold War. It illuminates the ways in which these factors have contributed to the diverging paths of strategic adaptation adopted by Germany and Russia since the 2022 invasion of Ukraine. Self-organizing systems can shift between stability and flexibility in response to perturbation, a potential adaptive mechanism for understanding biopsychosocial resilience. Inverse Power-Law (IPL) structure, a frequency distribution that describes fractal patterns commonly produced by self-organization, produce measurements of stability and flexibility. This study applies these measures to emotional resilience at the start of the Covid-19 pandemic. Ratings of frequency over the past week (1-5 Likert scale) across 12 emotions (six positive and six negative) gathered in mid-April 2020 as part of a survey of adults’ (N = 4,094) pandemic experiences and health in the USA. We present a representer theorem for a large class of variational problems, generalizing regression, finite element methods, and providing techniques for learning partial and ordinary differential equations (PDEs and ODEs). We apply our formulation to the multivariate occupation kernel method (MOCK) for learning dynamical systems from data. Our generalized method outperforms the MOCK method on most tested datasets, while often requiring considerably fewer parameters. Experiments are presented for learning ODEs and PDEs.

We present a novel kernel-based method for learning multivariate stochastic differential equations (SDEs). The method follows a two-step procedure: we first estimate the drift term function, then the (matrix-valued) diffusion function given the drift. Occupation kernels are integral functionals on a reproducing kernel Hilbert space (RKHS) that aggregate information over a trajectory. Our approach leverages vector-valued occupation kernels for estimating the drift component of the stochastic process. For diffusion estimation, we extend this framework by introducing operator-valued occupation kernels, enabling the estimation of an auxiliary matrix-valued function as a positive semi-definite operator, from which we readily derive the diffusion estimate. …

Medical image harmonization aims to reduce the differences in appearance caused by scanner hardware variations to allow for consistent and reliable comparisons across devices. Harmonization based on paired images from different devices has limited applicability in real-world clinical settings. On the other hand, unpaired harmonization typically does not guarantee anatomy consistency, which is problematic because anatomical information preservation is paramount. The Schrödinger bridge framework has achieved state-of-the-art style transfer performance with natural images by matching distributions of unpaired images, but this approach can also introduce anatomy changes when applied to medical images. Catabasis, the hero’s descent and return from the underworld, was the supreme heroic feat in classical myth and literature because it represented the accomplishment of the impossible: the conquest of death. Two out of three of the great ancient epics, Homer’s Odyssey and Virgil’s Aeneid, therefore, set the catabasis at the centre of the poem to mark its distinction. Previous scholarship has argued that Milton removed catabasis from the centre to outlying sections of Paradise Lost.
